Personnel Definition: Regular, Full-Time

Term of Employment: 12 months/year, 26 pay periods

Supervision Exercised:    

Information Technology staff, student interns and all other external professional and technical service personnel contracted by the College to fulfill obligations to the maintenance and growth of the Blackfeet Community College (BFCC) campuses information technology infrastructure to accomplish the BFCC vision, core values, mission and core themes in accordance with the established BFCC policy and standard procedures.

General Statement of Duties:    

Administering, managing, and supervising all aspects of the Information Technology Department and of all physical campus information technology infrastructure, especially campus servers, digital networks, online learning/database platforms, email server, phone/voicemail systems and related technologies for growing the information technology infrastructure to accomplish the BFCC vision, core values, mission and core themes in accordance with the established BFCC policy and standard procedures to ensure efficient and effective operations/technical assistance for students, faculty, staff and community access as it relates to technology services.  

Qualifications:

Bachelor's degree in Computer Science, Information Management Systems, a Microsoft Certified Systems Engineering credential or in related field.
Minimum of 3 years’ experience the information technology management or least 3 years of experience the information technology field in a higher education institution

Requirements
  • Excellent writing and oral communication skills to relay information to multiple campus-based constituencies, contractors and partners 
  • Dell/Lenovo Servers, configuration and maintenance for hosting backup and storage 
  • Aruba Switches for configuring and maintaining VLAN (Virtual Local Area Network)
  • Installation configuration and maintenance of fiber optics
  • VMware infrastructure, including to ESXi Hyperserver and vCenter management software 
  • Cisco Meraki and Network Solutions configuration/maintenance of the router firewall and Wi-Fi access point
  • Microsoft Server 2022 configuration/maintenance of the DNS, Active Directory, DHCP, Microsoft IIS, information systems (Jenzabar/JICS, higher education software solutions) and services such as file servers (Powershell) to command server functions as well as future upgrades needed including ethernet (topologies), protocols (TCP/IP, IPX/SPX Netbeui) and Wide Area Networking 
  • Certification for Fiber Optics installation 
  • Microsoft Sequel server hosting, configuring and maintaining the management studio 
  • Avaya phone and smartphone based cloud systems including RAVE, Paytime, and Jenzabar/JICS 
  • LAN technologies, including multiple network operating systems
  • Strong knowledge and experience with PC hardware, software technology and engineering principles for integration of new/existing information technology infrastructure, network administration, file interchange, shared network resources, internet access and email/telecommunications

Summary

Specific Area Of Duty:

Developing and administering all functions of the Information Technology Department by overseeing staff, student staff/interns and all information technology infrastructure of the College by coordinating technical and general maintenance to ensure the reliability, security and functionality of all BFCC physical/digital services:

  • Evaluating the job performance of the Information Technology Department’s staff and student staff/interns while empowering department employees by evaluating staff, update position descriptions outlining specific roles/responsibilities, work area assignments/schedules, identifying/purchasing supplies/equipment/other items based on department needs and makes recommendations regarding updating Information Technology Department policies/procedure/procurement needs and/or changes (as necessary)
  • Approving Information Technology staff, student staff/interns position descriptions/scope of work, annual/sick/other leave and budget requests submitted by them 
  • support the personnel/department needs of the Information Technology Department 
  • Providing Information Technology staff, student staff/interns with opportunities for professional development, sharing of training/information, and
  • upgrading their skills needed to perform evolving departmental staff roles/responsibilities by improving professional and technical qualifications
  • Overseeing or designating others within the Information Technology Department to engage in the selection of new employees, evaluates the job performance of the Information Technology staff, student staff/interns and guides them in setting standards for the evaluation of performance/improvement
  • Appraising, counseling/advising, disciplining and addressing any grievances originating from the Information Technology Department and and document actions taken in assigning duties, performing corrective actions and setting standard policies/procedures that govern the Information Technology Department
  • Guiding Information Technology staff, student staff/interns and identifying potential/new employees as well as collecting information and maintaining updated lists of qualified contractors and vendors to support all physical/digital Information Technology Department’s functions
  • Auditing and managing security for the College’s physical/digital networks including the planning and assessing the performance of network/systems and ongoing firewall protection from external factors that could impact server integration, software, hardware and telecommunications
  • Developing annually an Information Technology Department budget with the Title III Part A Coordinator, updating department procurement protocols and actively assessing department/personnel needs. Annually (or when requested) providing information, narratives and documentation related to addressing/accomplishing outline project goals as outlined in the College’s Title III program 

Establishing annually information technology physical/digital infrastructure maintenance/upgrade/security standards that conform with federal regulations and other areas of compliance to accomplish the following: 

  • Developing detailed annual staffing plans (including external contractors) that address all physical/digital information technology infrastructure needs and ensure that quality assurance checks are aligned to the proper/efficient physical/digital functioning of the College’s network and services. This plan is to ensure that these activities are done in a manner that do not limit campus network/database access for the use of instruction, student support, and/or activities/events hosted by the College
  • Coordinating with Information Technology staff, student staff/interns to conduct the maintenance, upgrades and providing documentation regarding general schedules and priorities for system maintenance, updates and other routine processes as well as requisite time-periods for enhancing the performance of BFCC’s information technology infrastructure
  • Maintaining supervision over the control over all Information Technology Department inventory, equipment, vehicles, and operations, including setting policies/procedures for proper and authorized use, especially in supporting students, faculty and staff access, compliance and documenting institutional assets/service level agreements 
  • Oversees the planning, installation, testing and maintenance of the College’s endpoint equipment/products by organizing and executing ITS endpoint equipment deployment
    Assisting the Facilities Director in maintaining compliance with Tribal, State, and Federal safety and other information technology requirements including, the Americans with Disabilities Act (ADA) and maintaining communications regarding standards/practices that will enhance access to the College’s physical/digital information technology services 
  • Providing recommendations to the President and Institutional Development, for all areas that pertain to the Information Technology Department proposing/prioritizing physical/digital information technology infrastructure projects by communicating/collaborating with assigned building supervisors and other constituents to annually (and when needs arise) to determine the information technology needs of each building are being met by maintaining work orders/upgrades to be performed while noting deficiencies or instances of non-compliance in the College’s physical/digital information technology infrastructure 
  • Collaborating with the President, Vice President, Institutional Development Director, Title III Programs and all other impacted campus divisions/departments establish/adopt/upgrade standards of service in the planning and development of scheduled or approved information technology projects, by doing the following:
  • Communicating changes/activities/restrictions campus-wide to accessing campus-based or online learning/data platforms in writing by performing public relations with those affected by actions of the Information Technology Department to minimize adverse impacts and maintain positive relationships while auditing information systems use for compliance 
  • Working with the President, Vice President Facilities Director (and staff) and all other impacted divisions/departments to communicate and coordinate campus emergency responses, especially regarding securing the College’s network and assisting by updating student, faculty and staff access to the RAVE
  • Alert system to receive important updates messages 
  • Providing Information Technology  Department updates in Facilities, Auxiliary Services, and IT Infrastructure Committee meetings while maintaining all necessary data, documents, and evidence of all adopted standards including files for existing/new information technology infrastructure and assists in developing long-range information technology upgrades and plans for BFCC by analyzing support statistics, annual technology evaluations and other data to implement appropriate measures and ensures quality/delivery of client services
  • Generating and implementing specifications/conditions for bidding and contracting in accordance with Tribal, State and Federal legal requirements and BFCC policy and standard procedures to maintain professional/personal independence with respect to such third parties to avoid conflicts of interest both in fact and in appearance
  • Other duties assigned by supervisor

Complexity:  

 Information Technology Director is required to have extensive knowledge of the principles, techniques and ethics of information technology maintenance and development of campus’ physical/digital/learning and database infrastructure on campus, which includes the implementation of policies/procedures, maintenance of hardware/software/subscriptions, adhering to purchasing and other BFCC policies/procedures, scheduling annual campus information technology infrastructure upgrades and annually budgeting/fundraising to accomplish the BFCC vision, core values, mission and core themes in accordance with the established BFCC policy and standard procedures.


Personal Contacts:   

Information Technology Director is in contact with all BFCC personnel, including but not limited to BFCC Board of Trustees, President, Institutional Development, and/or other internal college collaborators. This also includes working with external entities such as Blackfeet Tribal departments and programs staff, and other related groups or individuals that are necessary to contact to conduct the day-to-day business operations of the Information Technology Department to accomplish the BFCC vision, core values, mission and core themes in accordance with the established BFCC policy and standard procedures.


Physical Demands:    

Information Technology Director performs in all physical campus interior/exterior infrastructure and in a normal office environment and within/outside campus buildings, requiring the extensive monitoring/use of servers, computers, office equipment and digital learning/database platforms campus-wide. Especially performing/coordinating duties throughout physical campus buildings, fiber/digital infrastructure on the grounds/land base of the College in all types of weather or other challenging conditions. Physical efforts required include standing, stooping, pulling, pushing, and lifting objects (+50 pounds).
