General Statement of Job:
The Associate Vice President for Finance and Management provides high level of support and analysis to the Vice President for Finance and Administrative Services and oversees finance and purchasing-to delivery-to payment services and operations. Responsible for maintaining sound fiscal management, ensuring regulatory compliance for each function, providing leadership, strategy, and vision in delivering value added innovation solutions in the implementation of finance and purchasing functions and in management to support the teaching-learning process.

Specific Duties and Responsibilities:

  • Responsible for maintaining sound fiscal and purchasing management.
  • Maintains regulatory compliance in each of the following areas: general accounting, accounts payable, accounts receivable, cashiering, payroll, position control, cash and investments, budgeting, financial aid accounting, construction accounting, grant accounting, accountability and risk management, contracts, purchasing, fixed assets, and mail and distribution, and other associated functions.
  • Administers effective finance and purchasing operations which meet policy and College needs in a timely manner.
  • Provides strategic direction to the Finance/Business and Procurement functions in accordance with the needs of students, faculty, and staff by monitoring industry trends and innovations.
  • Collaborates with College personnel to develop the budget and project staffing, capital equipment, operation, travel, and building and facility needs.
  • Provides leadership for collaboration with College community to achieve goals in providing services to support and enhance the academic purpose of the College in an efficient and effective manner.
  • Prepares communications to College community on projects, changes, and pertinent information.
  • Oversees, tracks, and manages critical federal and state reporting requirements
  • Provides support and leadership for effective human resources management including oversight of hiring procedures, benefits, staffing and pay plans, workers compensation, employee training and other human resources processes.
  • Provides sound management of general services including fixed assets, inventories, mail delivery, prompt delivery of merchandise to staff, food services to students and effective security services.
  • Assesses the quality and effectiveness of finances and purchasing services and uses results for strategic planning.
  • Develops and maintains knowledge of policies in the areas of finance and procurement/general services and applicable federal, state, and local laws and regulations.
  • Prepares board meeting agenda motions, as necessary
  • Substitutes for the Vice President for Finance and Administrative Services at meetings and events, on and off campus.
  • Handles specials projects and other tasks as delegated by the Vice President for Finance and Administrative Services.
  • Supervises Accountability, Risk, and Record Retention, Business Office, Cashiering, and Purchasing and Distribution Services Departments.
  • Performs other duties as assigned.



Required Education and Experience:

  • Masters degree required, a Masters in Business Administration preferred.
  • At least five (5) years of progressive responsible financial management/leadership required, preferably at a community college.
  • Experience with financial systems or enterprise-wide resource planning system (ERP) required.
  • Strong computer and proficiency with Microsoft Office Suite required.

  • Security Sensitive position: all applicants are subject to a criminal background check under South Texas College policy.
  • In addition, subject to a federal background check.
  • Must have or qualify for a valid Texas drivers license and proof of liability insurance.
  • Certified Public Accountant (CPA), preferred.
