Primary Purpose

 

To administer all components of the federally funded Educational Talent Search and Upward Bound grants. The director is responsible for implementing the critical elements of the grant including: working with staff to select participants, managing and tracking federal funds according to published cost principles, updating the database and tracking systems, keeping accurate and complete participant records, implementing all project activities toward accomplishing project objectives, hiring and supervising staff, conducting summative and formative project evaluations, and meeting all reporting requirements by the Department of Education. The Federal TRIO Programs (TRIO) are federal outreach and student services programs designed to identify and provide services for individuals from disadvantaged backgrounds. The Director – TRIO Programs leads programs and staff under the federal guidelines to serve and assist low-income individuals, first-generation college students, and at-risk individuals to progress through the academic pipeline from middle school to post-baccalaureate programs.

 

Description of Essential Functions

 

Talent Search and Upward Bound Leadership and Program Management (60% of time)

  • Supervise and provide leadership to all project staff: monitor services provided; review files for necessary documentation; conduct staff meetings to discuss plans for and progress toward achieving program objectives; approve schedules, expenditures, leave plans and travel requests; assist staff members to identify areas for professional growth.
  • Supervise program personnel, including recruitment, selection, orientation, scheduling, evaluation, coaching, recognition, accountability, corrective counseling, performance management and progressive discipline.
  • Lead staff in strategic program planning and continuous program improvement processes to ensure that service delivery methodologies are effective in achieving program objectives, are appropriate for partner school environments, respond to student needs, and are in alignment with SWOCC institutional strategic plans.
  • Plan and manage participant recruitment, eligibility, selection, needs assessment, and orientation processes.
  • Developing and coordinating the implementation of objectives to accomplish operational plans and program goals in full compliance with all applicable federal regulations and requirements.
  • Develop and implement strategies and K-12 partnerships to increase the number of youths from disadvantaged backgrounds to both graduate from high school and enroll in postsecondary educational institutions
  • Provide a variety of strategic academic, career and financial counseling supports for middle and high school students to achieve success in high school and to encourage participants to pursue a college education
  • Monitor program outcomes to evaluate the success of program goals and objectives; assess program performance and measurement systems to improve and/or redesign systems and structures; perform quality reviews and evaluate the effectiveness of programs' content and/or service outcomes
  • Develop, communicates, and executes operational strategies to set and achieve team and unit goals on a daily, weekly, and/or monthly basis to ensure department targets are met
  • Ensures the continuous evaluation and improvement of campus projects so that grant objectives are met through oversight of performance, research, and data collection of student outcomes.
  • Leads the development of funding proposals and grant applications
  • Develop and facilitate training for campus TRIO project team to support related to TRIO regulations and legislation, the plan of operations, and best practices in serving and supporting TRIO students. Participate in program-specific training and in professional organizations designed to promote the purpose and improve the functions of Educational Talent Search and Upward Bound.
  • Plan, coordinate, and facilitate Upward Bound summer programming and educational field trips
  • May serve as a College representative on various statewide, college and local committees and attend events as appropriate.

 

Talent Search and Upward Bound Grant Administration (20% of time)

  • Manage the day-to-day program budget, ensuring spending is within grant budget allocation. Provide input and direction to the budget planning process and oversee contract compliance. Maintain fiscal records to ensure that federal guidelines are met.
  • Prepare and submit federal, state, and institutional reports as required.
  • Maintain deep working knowledge of federal legislation and regulations which govern federal ETS and UB programs; attend federal training for TRIO programs and participate in State and regional TRIO association activities.
  • Interpret grant requirements when implementing program offerings
  • Collaborate with grant federal grant administrators to maintain compliance with grant requirements
  • Compile reports of program activity and assists in the annual reporting of performance to US Department of Education.
  • Collaborate with Business Services by providing performance data and information to support grant development and submission processes; manage grant data collection and reporting.
  • Prepare and review required reports and records of activities and data to ensure progress toward specified program objectives; develop and direct program processes to ensure accurate and timely collection and reporting of data.

Internal and External Relationships (20% of time)

  • Develop relationships and collaborate with internal and external stakeholders to promote awareness of the TRIO programs, to coordinate services for disadvantaged students, and to advocate for the needs of students from disadvantaged backgrounds to increase participant retention, and college enrollment.
  • Establish and maintain a positive working relationship with college, middle and high school staff and administration to facilitate provision of Educational Talent Search and Upward Bound services to eligible program participants.
  • Collaborate across College programs and departments on initiatives designed to improve college access, participant success and programs' completion for potential first generation and low-income students in SWOCC district middle and high schools.
  • Work with the other TRIO programs on campus to promote a smooth transition of students from program to program to ensure student success and learning.
  • Address student and parent concerns related to the program; ensure students' personal, cultural and academic needs are attended to in an appropriate and relevant manner.

Required Knowledge, Skills and Abilities

 

REQUIRED QUALIFICATIONS:

Master’s Degree in Education, Social or Behavior Sciences, Administration, Counseling or related field.

Three (3) years of administrative or program experience, in programs serving disadvantaged youth in academic setting, and demonstrated ability to relate to and work the Talent Search/Upward Bound eligible populations.

EDUCATION EQUIVALENCY:


Due to the Rural Isolation of the target area and limited populations with Master’s degrees a Bachelor’s degree with minimum 5 years of federal project management experience in similar programs, and current enrollment in a Master’s degree program will be considered.

  • Willingness to travel and/or perform job duties at various days and hours, is required.

 


PREFERRED QUALIFICATIONS:

Master degree in Education, Social or Behavior Sciences, Administration, Counseling or related field.

Preference is given to applicants with experience overcoming similar barriers as the target population.

Experience in a higher education setting.

SPECIAL REQUIREMENTS OR LICENSES:

Successful completion of background check at Southwestern and target K-12 schools.
