Position Description:

The Vice President for Finance & Operations is responsible for managing the College’s operating and capital budget, capital projects, coordinating the budget and resource allocation process, financial management, formulating financial policies, and implementing procedures and internal controls that ensure the financial integrity of the College.

Responsible for the following functional areas: Finance and Budget Administration; Capital Construction Projects; Financial Aid; Property/Facilities Administration; Sustainability Initiatives; Information Technology and Network Services; Campus Safety and Security; Legal Issues; and Risk Management.

 

Essential Functions:

  • Translates strategic initiatives to specific actions in areas of Finance and Operations.
  • Creates operational and capital budgets using a collaborative approach.
  • Educate employees on operating budget basics as well as capital requests
  • Collaborate with stakeholders in designing and implementing a cost-benefit analysis of college programs and services.
  • Provide leadership and coordination for assigned cross-functional teams, task forces, or committees, which are central to the college’s effort to achieve ongoing improvement.
  • Provide leadership in working with college sponsors, the JCC Foundation, SUNY systems administrators, and state officials to secure and maintain strong fiscal and facility support.
  • Applies methods of cost accounting for use in cost analyses and creating financial statistics.
  • Oversees the planning, development, and implementation of accounting systems and procedures necessary for maintaining adequate fiscal controls in compliance with state and county regulations, prudent internal controls, and generally accepted accounting principles.
  • Negotiates and supervises insurance coverage for College property and personnel, as directed by the President.
  • Reviews contracts, grants, and other official documents to ensure compliance and mitigate risk.
  • Ensures compliance with orders, directives, and regulations affecting financing issued by governmental, accrediting, and or other agencies.
  • Oversees the fiscal operations, facilities, technology support, and campus safety.
  • Creates the annual timeline for budget development and approval.
  • Attends Board of Trustees meetings and provides reports as requested.
  • Prepares and reviews reports required by regulatory agencies and the President for presentation to the President and/or the College Board of Trustees.
  • Performs other duties and responsibilities, as assigned by the President.

Other Duties:

  • Serve on appropriate college-wide decision-making bodies and performing other duties as assigned by the President.
  • Serve on appropriate community, state, and national bodies for the benefit of the college and its reputation as assigned by the President.

Qualifications:

Required: MBA, MPA or master’s degree in related area is required. A minimum of five (5) years of progressively responsible experience in accounting, business or public administration including. Familiarity with various accounting functions, methodologies, budget preparation, review and execution required.

Must be a skilled team leader, supervisor, and planner in a service-oriented environment. Ability to listen and to clearly, effectively, and decisively communicate both verbally and in writing. Must be able to demonstrate a strong commitment to diversity. Is mindful of and develops accessibility solutions that can accommodate all individuals to use JCC facilities without barriers, both digitally and physically.

Preferred: Experience with facility and grounds, campus safety, information technology, contract management, grants management, and state and federal reporting requirements. Experience in higher education, and specifically community colleges.

Additional Information:

Salary: $128,000 - $150,000. Excellent benefits package, including medical and dental insurance, paid vacation and sick leave, and NYS retirement.
