Annual salary is $101,847 to $110,809 commensurate with degree and experience exceeding the minimum required qualifications.

Responsibilities
DESCRIPTION:
The Associate Vice President, Financial Services oversees and provides leadership to the departments of the College providing financial and accounting services. Implements federal and state regulations, state laws/rules, College policies and procedures and effective internal controls to ensure safekeeping and proper record keeping of financial resources, budget conformity, and compliance. Oversees cash and treasury management. Prepares District Board of Trustees agenda items and advises executive leadership regarding financial, audit, and tax matters.
ESSENTIAL FUNCTIONS:
  • Leads, coaches, and supervises the College’s financial operations including accounting, payroll, budget, fiscal reporting, internal auditing, and auxiliary operations.
  • Directs, oversees, and coordinates the maintenance of all financial records, reports and accounting services for all student and College financial resources.
  • Supervises the accurate preparation and timely submission of required federal, state, and local financial reports including but not limited to the annual financial, cost analysis and other reports for capital outlay, debt service, and grants.
  • Establishes, reviews, and maintains internal controls, petty cash disbursements, inventory, and asset records as well as liaison with the external auditors.
  • Oversees the student accounting, cash handling, and bad debt collections processes.
  • Oversees the business logistical functions including property control and print shop services.
  • Manages, oversees, and makes recommendations on the College’s invested funds and depository accounts, including serving as an authorized signature authority for bank accounts and electronic funds transfers.
  • Assists in the preparation of the annual budget and prepares subsequent budget amendments.
  • Develops and provides training to ensure sound financial practices and internal controls are understood and followed.
  • Advises executive leadership in financial, audit, and tax matters affecting the College.
  • Administers the Financial Enterprise Resource Planning (ERP) system, including the student accounting and payroll modules.
  • Initiates and recommends changes to College policies and procedures on matters affecting areas of responsibility.
  • Prepares and submits District Board of Trustees agenda items within area of responsibility requiring the approval of the President or the District Board of Trustees.
  • Recommends the hiring, training, coaching, performance management, promotion, and transfer of assigned staff.
  • Monitors and authorizes payment for College-related expenses including travel, the acquisition of supplies and materials, equipment and contractual services, letters of agreement, refunds, and payroll related expenses.
  • Performs other duties as may be required or assigned.
REQUIRED QUALIFICATIONS:
  • Master’s degree from a regionally or nationally accredited institution in Accounting, Finance, or Business Administration or related field.
  • Five years of supervisory experience.
  • Five years of progressively responsible experience in financial or accounting management and reporting.
DESIRED QUALIFICATIONS:
  • Active Certified Public Accountant (CPA) license.
  • Five years of progressively responsible experience in financial or accounting management and reporting in higher education.

  • Knowledge of Generally Accepted Accounting Principles (GAAP).

WORK ENVIRONMENT and SPECIAL CONSIDERATIONS:
  • Works inside in an office environment.
  • Travel between buildings, campuses, and to meetings in and out-of-district/state.
  • Flexible work schedule including evenings, weekends, and overnight, out-of-district/state travel.
  • Extended periods of sitting, viewing a computer screen, and typing on a computer keyboard.
  • Acceptable hearing and eyesight with or without correction.

The College anticipates that the position incumbent must be available throughout the workday and, on some occasions, after regular work hours. This position is not eligible for Veteran’s Preference.
