Job Description:

Summary

The Department of 4-H Youth Development with Iowa State University Extension and Outreach is seeking qualified candidates for an Education Extension Specialist I/II – 4-H Positive Youth Development Specialist within the Field Team Southwest.   

The 4-H Positive Youth Development Education Extension Specialist will provide leadership and develop the capacity of youth, volunteers, and professionals to plan, implement, and evaluate a series of progressive educational programs and learning experiences that work toward achieving the outcomes of effective leadership, productive citizenship, outstanding communication, and successful learning. These outcomes are reached through the Iowa 4-H program priorities of healthy living, STEM, citizenship and leadership, and communication and the arts.   

Responsibilities include:   

- Strategic Plan Support, 4-H Program Priority Support, Program Leadership and Program Evaluation 

- Volunteer Growth and Support 

- Staff Support and Training   

The successful candidate will have the ability to communicate effectively both orally and in writing with a wide variety of individuals and groups. The candidate will also have the ability to establish partnerships with community leaders. Cooperates with and informs Regional Directors, County Extension Councils, County Extension Staff, Field Specialists, and State Program Leader of their projects and has a positive working relationship with staff and clients in assigned geographic and subject matter areas. Strong organizational skills are also a necessity as this position will be expected to work on multiple projects.

This position will be filled at the Education Extension Specialist I or II level. The level I position has minimum required qualifications of Bachelor’s degree and is a PS806 pay level. The level II position has minimum required qualifications of Bachelor’s degree and 2 years of related experience and is a PS807 pay level. In addition to Education Extension Specialist I duties, a Field Specialist II will create and deliver comprehensive and complex programming; conduct needs assessment activities; identify and implement innovative ways to meet clients’ needs; take an active role in the development of interdisciplinary programming; and provide leadership/supervision and subject-matter expertise at the local, area and state level.

This Youth Program Specialist will serve and be based out of Adair, Cass, East Pottawattamie, and West Pottawattamie counties. Office location will be based in one of these counties. This is a regular position with fixed term and opportunity for renewal. All accrued vacation must be used during term of appointment or will be forfeited.

• Functions as an effective educator.
• Responds to programming and information using routine sources and materials, matching relevant information and programs with audience needs.
• Provides subject-matter support to local networks and coalitions to build community capacity (brings added value to producers, addresses environmental issues, and improves education and service for youth, community or families).
• Participates in needs assessment activities; evaluates major program efforts; and completes system reports when due.
• Sets goals related to reaching targeted under-served and under-represented audiences.
• Secures resources (volunteers, contracts, and grants) to support identified needs at a county level.
Level Guidelines
• Individual contributor position with developing professional and/or technical skills working under immediate to general supervision
• Grasps professional-level knowledge and concepts of field while working in a progressive learning mode
• Works on problems and issues of somewhat limited scope
• Follows standard practices and procedures in analyzing situations or data for which answers are available or can be obtained
• Responds to inquiries and issues, escalating to manager or higher level workers as appropriate
• May lead projects of limited scope and complexity
• May provide guidance to students
