Position Summary/Purpose of Position:

The Quality Assurance Manager reports directly to the Executive Director of the Institute for all matters relating to Quality Assurance/Quality Improvement (QA/QI), and Safety. The QA/QI Manager’s role at the Institute is to plan, design, implement, manage, and maintain a comprehensive QA/QI program and assist with the risk management aspects. This includes monitoring operations, developing and leading quality improvement initiatives to ensure that Institute systems are safe, effective, compliant, and current statewide. Reviewing best practices and developing the annual compliance work plan that reflects the organization’s unique characteristics. Periodically revising the compliance plan in light of changes.

They will be responsible for directing and providing overall leadership of the quality assessment team of the organization; educating employees on the University’s Code of Conduct and applicable compliance with laws, regulations, and obligation. They will also be assisting with the development and review of relevant organizational policies, providing both mentoring and coaching to instructional staff and regional coordinators, as well as, gathering data, and reporting or publishing findings to members of the leadership team and Institute at large. Conducting appropriate investigations and acting on matters related to compliance. Coordinating efforts related to policy review, document audits, and examinations, and resolving all reports of non-compliance; promptly reporting allegations of criminal conduct and providing regular updates on other compliance-related allegations;

Coordinate QA/QI activities with the six regional training coordinators and centers. Represents the organization for the Executive Director on all matters of QA/QI as needed. Assists as directed with any special projects/programs under the Director’s discretion. Assists in educating new staff, including instructors, support personnel, about QA/QI process, and requirements. Assists with corrective action planning.

Maintains knowledge of applicable fire, EMS and rescue standards, laws, policies and regulations that govern the emergency services industry, training facilities, University of Maryland and MFRI. Possess the ability to review, interpret and report relevant information as assigned. Assist with safety efforts of the organization. Maintains liaisons with the Deputy Director, public information, operations, finance, planning, and the logistics section chiefs. Maintains connectivity with internal and external audiences of the organization as well as various emergency services groups. Remain familiar with OSHA, MOSH, COMAR, and USM/UMD policies in place and their impact on the organization’s efforts.

Non- traditional hours can be expected. This includes nights, weekends and can include overnight travel.

Minimum Qualifications:

Education:
  • Bachelor’s Degree in Emergency Services, Fire Science, Public Administration, business or another related field.

Experience:
  • Minimum 5 years Fire and EMS experience.

Ability to obtain State Emergency Services Instructor certification through the Maryland Instructor Certification Review Board. Certification as an Emergency Medical Technician-Basic.

Preferences:

Preferences:
  • Masters Degree.
  • EMT-Paramedic.
  • Professional designations as: EFO, CFO, CTO.
  • Minimum of 10 years management experience.
  • Minimum of 10 years’ experience in fire and emergency medical services.
  • Experience in the development of measures and metrics associated with quality assessment and quality improvement in a public safety.
  • Experience working with governing organizations such as: JCAHO, NFPA, OSHA, Pro Board, and IFSAC.

Additional Certifications:

  • Ability to obtain State Emergency Services Instructor certification through the Maryland Instructor Certification Review Board.
  • Certification as an Emergency Medical Technician-Basic.
