THE COLLEGE

Located in the northwest corner of the United States, Peninsula College is nestled in the foothills of the Olympic Mountains. The main campus in Port Angeles, Washington, overlooks the Strait of Juan de Fuca and the nearby city of Victoria, British Columbia, and has easy access to the Pacific Ocean, Olympic National Park, and Seattle. Port Angeles is two hours from Seattle and a one-hour ferry ride to Victoria, Canada. The College is honored to serve six sovereign American Indian nations in the region: Jamestown S’Klallam, Lower Elwha Klallam, Quileute, Makah, Hoh, and Port Gamble S’Klallam.

The College is honored to have strong relationships with these six federally recognized Tribes in the College’s service district. The College is home to Longhouse of Learning. It is the first Longhouse in the nation to be built on a community College campus. The College offers transferable Indigenous language courses in Klallam/S’Klallam, Makah and Quileute and Hoh languages. Instructional programs include a Tribal Homeland Security & Emergency Management certificate and an Integrated Indigenous Studies transfer pathway. The College is committed to doing more and taking future direction from the Tribes.

POSITION SUMMARY

The Director of Capital Planning and Maintenance provides leadership for all activities involved in planning, developing, operating, and maintaining buildings used across multiple campuses. The position is also responsible for the overall leadership and management of the College’s capital projects planning and project management in cooperation with the State Board for Community and Technical Colleges (SBCTC) and the Department of Enterprise Services (DES) staff. Additionally, the incumbent will be responsible for establishing a comprehensive space planning program to ensure effective utilization of campus facilities consistent with the concept of quality for the intended use. The Director will prepare a variety of planning, space utilization, and project reports to inform senior leadership and campus constituencies regarding the need for facility replacement, renovation, or repairs, and to support related decisions to best position the College’s physical assets to meet future programmatic needs. This position actively supports and engages in Peninsula College’s values for student learning, diversity, equity and inclusion, sustainability, and energy efficiency.

REPORTING RELATIONSHIPS

Position reports to: Vice President for Finance and Administration

Position supervises: Four Maintenance Mechanics

ESSENTIAL FUNCTIONS

· Plan, manage and supervise all aspects of capital project management; including timeline creation, milestone completions, and stakeholder notification; coordinate and recommend plans for major and minor capital projects submitted to the SBCTC for funding.

· Coordinate all capital projects with the DES including completion, submission and record-keeping of all pertinent files, records, paperwork, design drawings, etc. necessary to achieve high quality and timely capital projects.

· Perform all budget planning, tracking, coding, and forecasting for all major and minor capital projects to ensure the best use of resources and the successful completion of projects.

· Coordinate with other departments to maintain campus standard documentation for capital projects and ensure their compliance throughout the design, construction and continued use of the asset.

· Coordinate and assist with the development and planning of campus space inventory and support the Space Needs team regarding facility space utilization, and related space planning issues.

· Prepare and manage a preventative maintenance plan and schedule.

· Collaboratively create and manage campus facility standards.

· Lead the preparation and management of physical plant and property inventory and continually review for needed updates to the preventative maintenance plan and schedule, with the support from Director of Facility Operations.

· Coordinate with the Director of Facility Operations to develop and maintain a list of reports of facility deficiencies and assist with field surveys, cost estimation and reporting to SBCTC as needed.

· Coordinate the Facility Master Plan Committee to produce and regularly update the Facility Master Plan.

· Manage permanent building records for all campus buildings.

· Coordinate and maintain college energy conservation program.

· Ensure College and department compliance with all applicable statues, regulations, internal controls, policies, and procedures pertaining to capital and facility projects – includes receiving, evaluating, distributing, and responding to contractor, consultant, and regulatory agency correspondence; establishing a system for dispute resolution; review and respond to delay claims; develop proposed solutions to solve outstanding problems.

· Direct supervision of maintenance department staff including but not limited to: scheduling, evaluations, and day-to-day operations.

· Assist with the duties of the Director of Facility Operations as necessary.

· Other duties as assigned.

Required Competencies: Knowledge, skills and abilities:

· Experience and success with interpreting and implementing rules, regulations, and codes related to facility development and operations.

· Ability to direct and manage all phases of construction project development and implementation.

· Key understanding and experience in fiscal accountability and program account management including cost estimates, budgets, and certifying payments.

· Strong understanding of project records management and maintenance, project status reports, budget status and project planning statements.

· Building construction materials, methods, practices, and able to read and interpret plans and specifications.

· Practice sustainability.

· Leadership, communication, and management skills to work effectively as a member of a team and independently.

· Exercise strong collaborative and dispute resolution skills.

· Perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system – Strong ethics, integrity, and sound professional judgement.

· Demonstrate understanding and value for the contributions that a diverse workforce can make to the success of the organization and the students we serve.

· Acceptance of the responsibility to always promote the welfare and best interests of students, faculty and staff.

· Advanced computer skills, including proficiency with Microsoft Office products.

· Knowledge of laws, regulations, and codes related to buildings and infrastructure.

Required Qualifications:

· Bachelor’s degree in engineering, architecture, construction management, business management, project management or other related field from an institutionally accredited college or university. Equivalent education, certification or experience may be substituted for the degree.

· Five (5) years or more of progressive experience, which includes supervision in construction management, project planning, space planning and/or capital project management, including fiscal management of projects.

· Experience and success with interpreting and implementing rules, regulations, and codes related to facility development and operations.

· Ability to read and interpret plans, blueprints, and schematics.

· Experience using facilities data management systems, room utilization systems and construction workflow management systems.

· Ability to communicate effectively, both orally and in writing; strong interpersonal skills and the ability to work effectively and maintain cooperative and harmonious working relationships with students, faculty and staff.

Required Physical Abilities:

· Work at heights, move and relocate objects up to 60 pounds, work in adverse weather conditions such as rain, snow, and ice. Position may require the ability to perform heavy, outside work in inclement weather when needed.

· Possibility of crawling, kneeling, and climbing on construction sites as required.

· Exposure to high noise levels and a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, and exposure to high heat or chemicals.

Work schedule and environment:

· Work schedule can be dependent on project requirement and needs - typically M-F 7:00 am – 4:00 pm.

· Must be available occasional evenings, nights, and weekends to respond to emergency calls and report to campus as needed during inclement weather and emergency facility conditions. Summer schedule may vary to four 10-hour days.

· Work locations are the buildings and grounds of the Port Angeles, Forks, and Port Townsend campus locations and other sites as they come about.

· Travel – Occasional short trips to campus locations, off-campus to city municipalities, and council meetings across the state.

EMPLOYMENT PAY AND BENEFITS INFORMATION

· Full-Time Exempt position

· Annual Salary Range: $100,000.00 - $118,000.00

· Anticipated monthly salary: $8333.33 – 9,416.67
