About the Department

The Department of Employee Relations, a unit within the division of University Human Resources (UHR) at NC State University, administers programs for and provides employee relations leadership and confidential consultation to a broad range of university administrators, managers, faculty, and staff in support of a positive and productive work environment. Employee Relations is dedicated to providing high quality and responsive workplace solutions to address issues related to individual employment, organizational effectiveness and the university work environment. Employee Relations partners to design workplace solutions.

Employee Relations collaborates closely with campus units and partners on a variety of faculty and staff relations issues. Employee Relations Partners include but are not limited to: General Counsel, Faculty and Staff Ombuds Office, the Office of Institutional Equity and Diversity, Risk Management, and Environmental Health and Public Safety (including Police), as well as governance committees such as the faculty and staff senates.

Programs and services provided by the Employee Relations Office include but are not limited to: managing the University’s Employee Assistance Program available to all university employees and their families; administering the Dispute Resolution and Staff Grievance Procedure; administering relevant human resources policy development; administering the performance management program for SHRA and EPS (formally EHRA) employees; coordinating the Unemployment Insurance reporting and appeal program; managing the mediation program; and managing the Exit Interview program, and assisting with the university and System Office Employee Engagement initiatives.

The 900+ positions of the Facilities Division serve the community of the University’s teaching, research/administrative space and 2,240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost effective services to the University, ensure completed projects and maintenance that conform to codes and regulations, while minimizing University liabilities and disruptions caused by the maintenance, repair, building, and equipment modifications to the University.

Facilities Human Resources is the first point of contact for the Facilities Division staff for all HR needs to include timekeeping, payroll, leave administration, hiring, classification and compensation, training coordination and performance management. With a focus on the unique needs of the Facilities Division, Facilities Human Resources strives to provide HR support and services that are relevant, effective and streamlined. We align our programs and service offerings to the organizational goals, objectives and values of the Division.

Essential Job Duties

The Consultant position is a 60/40 split between NC State Facilities Division and the Office of University Human Resources and is is a direct report of the Director of Employee Relations. The Consultant provides advanced level strategic consultation to staff, faculty, post doctoral scholars, and administrators to support an engaged work environment and resolve workplace problems before they escalate to formal grievances, external complaints, or legal action. The Consultant mitigates institutional risk of non-compliance with employment law and provides training to campus units and partners as appropriate. The Consultant advises managers and hiring units on performance concerns and defensible corrective and disciplinary actions or sanctions to help ensure compliance with federal, state, university, Office of State Human Resources (OSHR), and campus employment laws, policies, and regulations. The Consultant will have programmatic responsibilities that may include performance management, grievance, appeal and/or mediation programs, corrective action, training on employee relations (ER) issue identification and just-in-time remediation, and/or others as appropriate.

University Human Resources Duties and Responsibilities:

The Consultant provides advanced level strategic consultation to staff, faculty, post doctoral scholars, and administrators to support an engaged work environment and resolve workplace problems before they escalate to formal grievances, external complaints, or legal action. The Consultant mitigates institutional risk of non-compliance with employment law and provides training to campus units and partners as appropriate. The Consultant advises managers and hiring units on performance concerns and defensible corrective and disciplinary actions or sanctions to help ensure compliance with federal, state, university, Office of State Human Resources (OSHR), UNC System and campus employment laws, policies, and regulations. The Consultant will have programmatic responsibilities that may include performance management, engagement building, grievance, appeal and/or mediation programs, corrective action, training on employee relations (ER) issue identification and just-in-time remediation, and/or others as appropriate.

  • This position is required to deal with highly complex, intense, and sensitive personnel issues and situations. Therefore, the incumbent expected to identify and analyze problem areas, uncover root cause, and recommend action plans which provide effective strategies to allow the client’s organization to achieve the desired goal/outcome.
  • The position analyzes each situation and develops, facilitates, and recommends effective resolution strategies. The position must also evaluate each situation as to the urgency of circumstances and resources required and determine the appropriate parties to involve.
  • The position addresses a variety of issues to include unlawful discrimination or harassment, alleged violations of policies and/or state and federal laws, reports of safety violations, provide guidance concerning employee performance issues, and assistance with recognition events.
  • This position provides expertise in discipline and grievance matters by meeting and counseling employees and management on issues concerning the university’s grievance and disciplinary procedures, assisting employees in filing a grievance, conducts training through group workshops or one-on-one consultation.
  • In addition, the position may mediate and facilitate grievances filed through the SHRA or EHRA Employee Grievance and Appeals Policy and Procedure, counsels management and employees to ensure policy is being followed and time sensitive deadlines are being met, advises panel members, charging parties,and grievance assistants on policy and appropriate strategies or addresses questions or concerns.
  • This position will conduct detailed investigations of workplace related incidents and reported concerns , while appropriately engaging with business partners and advising client groups.

Facilities Division Duties and Responsibilities:
There is a dotted line reporting relationship from this position to the Director, Facilities HR in the Facilities Division. In that capacity, the position assists the Director, Facilities HR with developing, implementing, and maintaining culture initiatives and programs that promote a positive organizational culture for the Facilities Division that includes 24/7 Building Maintenance & Operations departments, Business Operations departments, Design & Construction departments and Campus Planning & Strategy Investment departments. The position at the direction of the Director, Facilities HR will lead/co-lead climate checks and other broad/large scale inquiries in response to identified team, individual, manager, culture issues/opportunities for improvement.
This often includes working with leaders, managers, and teams across the division.
  • This position manages sensitive and complex ER (faculty, staff, post doc, temporary, etc) cases and provides consultation to the facilities community in partnership with the Director, Facilities HR and HR Business Partners who are often the first point of contact, and the UHR Director of Employee Relations. This position will provide direct on-site support to the Facilities Division for employee relations cases and issues. The incumbent in this position will triage high level issues with the Director, Facilities HR and with the Employee Relations Director. This position will use independent judgment to address common and complex issues. The person in this position will attend both Facilities HR and UHR staff meetings as directed.
  • The Consultant assists with a portion of engagement work within the facilities division and developing and managing programs to promote a positive organizational culture.
  • The Consultant may assist the Facilities Division in conducting large scale studies for work groups, which may entail thorough review and analysis of positions and organizational structure and working closely with leaders to assess needs.
  • The Consultant manages the facilities division exit interview process, which is focused on facilities community and culture and will include preparing summary reports and participating in developing strategies for improvement.
  • This position is responsible for assisting the Director, Facilities HR in proactively assessing the environment or responding directly to employee or supervisor requests to find effective options to advise employees, , managers, directors, and supervisors in problem resolution. This position has a key role in identifying and assessing organizational issues, leveraging campus support to deliver the most effective solutions to drive necessary cultural change, and develop organizational improvements.
  • This position may serve as a back up to the Director, Facilities HR and may also serve on facilities division committees or project teams as needed.


Minimum Education and Experience

Graduation from a four-year college or university and 4+ years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience. Degrees must be from appropriately accredited institutions.

  • Experience in managing complex and sensitive employee relations issues and conducting workplace investigations.
  • Thorough understanding of, and demonstrated ability to effectively communicate, legal implications of actions taken and the impact of those actions on the University’s interests.
  • Demonstrated expertise in employee relations and a proven track record of successful results.
  • Exceptionally strong leadership and engagement skills, as well as a highly collaborative leadership style.
  • Ability to provide appropriate and effective advice and coaching to employees and managers as needed.
  • Strong interpersonal, critical thinking, analytical and organizational skills, given the varied programmatic responsibilities included in the position.
  • Considerable diplomacy and ability to maintain confidentiality.
  • Highly proficient written verbal and non verbal communication skills.
  • Demonstrable excellent judgment in effectively assessing and resolving complex and sensitive workplace situations and in advising senior leadership.
  • Strong conflict resolution, mediation and facilitation skills.
  • Ability to work independently and as part of a team.
  • Ability to effectively develop and lead projects, programs and/or teams.
  • Ability to develop, implement, and conduct training and educational programs.
  • Proficient with Google G Suite and Microsoft Office Suite or related software.

Preferred Qualifications

5+ years with a focus in Employee Relations with experience in conducting investigations/reviews and remediating workplace concerns. Previous experience as a HR Generalist. Experience working in higher education or state/local government preferred but not necessary.
