Woodland Community College is located in the heart of Yolo County about 15 miles northwest of Sacramento. With a rural service area including campuses in Williams and Clearlake, the college is surrounded with rich agricultural farmland and is one the largest crop production areas in the state. The area is an excellent choice for quality of life with close proximity to the Sierra Nevada for outdoor recreation, a burgeoning farm to fork movement, and access to the metropolitan areas of Sacramento and the San Francisco Bay Area.

Woodland Community College is seeking a courageous and visionary leader to successfully lead college institutional effectiveness activities resulting in continuously improving levels of student success. Woodland Community College is considering applicants from across the nation who have a demonstrated track record of success for leading institutions through systematic change.

BASIC FUNCTION – Under the direction of the Vice President of Student Services, the Director of Matriculation and EOPS/CARE Program is responsible for providing leadership in the ongoing development, implementation, and assessment of categorical and other support programs at Woodland Community College. The College is implementing an Educational Master Plan and this position plays a key role in supporting this plan. Essential functions will include general program management, coordinating the inclusion of special programs, annual College Action Plans, submitting program reviews, and ensuring special program inclusion in the College Student Equity Plan. The Director of Matriculation and EOPS/CARE Program is also responsible for the development of procedures and policies to increase the effectiveness of the College’s Student Services area and ensure student needs are met. The Director of Matriculation and EOPS/CARE Program is responsible for supervising staff and overseeing the day-to-day and programmatic areas of Admissions and Records, EOPS/CARE, the Food Pantry, Outreach and Retention and other duties as assigned.

Raise and Allocate Resources in Ways Aligned to Student Success: Under the direction of the Vice President of Student Services, the Director of Matriculation and EOPS/CARE Program will develop resources to achieve significantly improved student outcomes by implementing well- designed institutional changes at scale, and ensuring they are embedded for the long term.

Essential Duties Summary

Administer EOPS/CARE, matriculation service delivery, including admission, registration, outreach, recruitment and student engagement.

Coordinate student communication efforts related to matriculation, outreach, student engagement, and EOPS/CARE.

Manage the student food pantry.

Facilitate development of Guided Pathway Plans.

With the student services leadership team, develop and update yearly calendar to align with student services needs.

Implement and evaluate program work plans.

Plan, organize, and direct a variety of programs, projects and activities related to areas of oversight.

Ensure that all Student Services programs are meeting State and Federal regulations

Coordinate and prepare timely and accurate reports required by various federal, state, District and College departments.

Develop and administer annual program budgets.

Submit annual Chancellor Reports and year-end reports related to EOPS/CARE and Program Review for the programs.

Serve on appropriate committees as appropriate to the assigned areas of responsibility.

Other duties as assigned and needed to support the administration of student services programs.

Required Qualifications

The minimum qualifications for service as an educational administrator shall be both of the following:

Possession of a master’s degree AND

One year of formal training, internship, or leadership experience reasonably related to the administrator’s assignment.

Supervisory experience (formal or informal) in a community college setting.

Experience and knowledge working with diverse student populations delivering equity-minded programming.

Knowledge of community college policies and procedures.

Ability to communicate both orally and in writing to diverse populations.

Knowledge of relationship building techniques.

Understand enrollment and retention as it relates to the community college mission.

Knowledge of student information and computer systems (Web browsers, Microsoft Office Suite, etc.).

Ability to create and analyze data and spreadsheets.

Considerable knowledge of regulations and laws related to retention and release of confidential data. Position requires local travel and occasional weekend hours.

An EOPS Director must have two years of experience or the equivalent: in the management or administration of educational programs, community organizations, government programs or private industry in which the applicant dealt predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages or; as a community college EOPS counselor or EOPS instructor, or have comparable experience in working with disadvantaged clientele; in addition, an EOPS director shall have completed a minimum of six units of college-level coursework predominately relating to ethnic minorities or persons handicapped by educational, language, or social disadvantages.

Desired/Preferred Qualifications

Three or more years of increasing experience working with special programs in a supervisory capacity.

Prior experience working with college students.

Experience developing leadership programs.

Bilingual ability is preferred.

Knowledge of enrollment and retention practices.

Previous experience in a community college.

Knowledge and/or experience with equity programming.

Range/Step

Range 33, Management Salary Schedule (will not exceed Step 1)

Salary Range

$87,242/YR.

Benefits Information

BENEFITS/SALARY: The District offers a comprehensive benefits package for employees and dependent(s), for positions whose FTE is .60 or higher, valued at over $24,273 annually with currently no out-of-pocket to employees or dependents for medical premiums. The package includes health, dental, vision, two (2) life insurance policies and an Employee Assistance program. Additional benefits include contributions to the State Teacher’s Retirement System (STRS), 457/403b options, 12 sick days, 22 vacation days, 3 admin days, 3 non-duty days, 2 floating holidays, and 19 holidays.

PRE-EMPLOYMENT REQUIREMENTS: Employment is dependent upon Department of Justice (DOJ) clearance; all fees are the responsibility of the selected candidates and serves the purpose of obtaining a criminal history as authorized by the California Education Code. All prospective employees shall be required to provide verification of TB test.
