Position Summary/Purpose of Position:

The ESSIC business office is looking to fill a Business Manager positions, for our ESSIC Contract and Grants(C&G) account management. The Business Manager is responsible for assisting the Assistant Directors of Finance with day to day operations of the ESSIC (CISESS and/or C&G) federally sponsored awards financial activities, proposal preparation, and administrative support. The Business Manager will work as a liaison to the management of the ESSIC Business Office, funding agencies, Partners outside of the University as well as the units throughout campus, including the Office of Research Administration.

  • Responsible for monthly accounting of research and non-research awards and or task utilizing BA4 and KFS accounting systems.
  • Provide the Assistant Directors of Finance and Administration and/or Project Principal Investigators (PIs) with analysis of spending patterns, and financial projections for all accounts. Produce other financial reports as requested.
  • Pre-Award duties: Prepare and route contract and grant proposal applications including preparing and formatting budgets, reviewing the funding opportunity announcement, and collecting documentation required by the funding agency, etc.
  • Post Award duties: Ensure that expenditures and activities on accounts are in compliance with campus and sponsor regulations/policies, including the areas of purchasing, personnel, and travel. Ensure adequate backing documents are provided for all activities, file backing documents in a UMD approved format.
  • Subaward Management: Request and monitor sub-contracts, from tracking rates of spending on purchase orders. Request additional backup documentation for tracking purposes as needed.
  • Ensure all budgets contain accurate information (salary, fringe, tuition remission, f & a rates, etc.)
  • Ensure payroll charged to sponsored and non-sponsored accounts are in accordance with UMCP and sponsor policies and requirements. Maintain salary charts/projections for faculty with sponsored research to track their salary allocations throughout the year. Ensure effective method of tracking salary allocations.
  • Provide range of administrative assistance in support of ESSIC (C&Gs) when needed i.e. Arranging travel, organizing meetings, purchasing procurement, ordering business meals/refreshments, and coordinating logistics for conferences, events, workshops and seminars.
  • Maintaining an accurate equipment inventory, tagging equipment when received.
  • Meet regularly with Business Office management and researchers to review the financial standing and activities on task or awards, which will include encumbrances and projections to end of fiscal year or award/task end date.
  • Other duties as assigned

The Salary Range for this position is $60,000 to $75,000.

Minimum Qualifications:

Education:
  • A Bachelor’s degree or equivalent combination of education and experience may be substituted for a degree (i.e. at least 3 years of progressively responsible experience in an administrative support role responsible for some financial processing, analyzing data, processing travel and procurement).

  • Bachelor’s degree.
  • 3-5 years experience in financial management.
  • University background and experience.
  • Experience and working knowledge with the University of Maryland BA4 (Shadow Accounting System), KFS (the University’s Official Accounting System), Concur (UMD Travel System), PCMS (the University’s Purchase Card Management System), etc.
  • Knowledge of University and federally sponsored awards policies and procedures in the areas of travel, personnel, and purchasing. A plus: some knowledge of federal regulations pertaining to federal awards(UG, A-21/A-110).
  • Proficient in organizing and executing multiple assignments under specific constraints.
  • Demonstrated knowledge of financial policies/processes for financial management, record keeping, pre-award, and post-award activities.
  • A multi-tasker who is a highly motivated self-starter who takes direction well but can also work independently.
  • Prior experience with assisting with creating and managing budgets.
  • Ability to effectively analyze data and explain it to non-financial individuals.
  • Ability to build and maintain effective relationships with a wide range of constituents, including but not limited to university officials, faculty, staff, and sponsors.
  • Ability to work in a team-driven environment (daily interactions with other members of the business operations team, and Central offices i.e. AP, AR, ORA, etc.)
  • Possess critical thinking skills, demonstrated the ability to solve problems, willingness/ability to learn through provided trainings and take initiative to ultimately promote UMD/ ESSIC’s overall business effectiveness.
