We’re searching for a confidential, qualified, and resourceful human resources generalist to join our Human Resources Division in ensuring smooth and efficient business operations. The human resources generalist will have both administrative and strategic responsibilities while providing comprehensive human resources support and service to a diverse staff.

Duties and Responsibilities:
• Utilizing HR expertise to independently perform and manage HR functions in a timely manner to include: HRIS transactions, recruitment and selection, benefits administration, compensation, and employee relations.
• Actively serves as a Diversity, Equity, and Inclusion (DEI) change agent, ensuring DEI compliance is integrated in agency processes.
• Effectively facilitates payroll processes in compliance with HR policies and laws.
• Accurately prepares a variety of HR documents including, but not limited to: job postings, offer letters, HR reports, performance reviews, presentations, forms, etc.
• Impactfully conducts HR training and orientation for employees and update pre-established training and orientation materials.
• Efficiently performs HRIS duties to manage employee data, update personnel records, recruitment files, etc.
• Proficiently edits, interprets, and applies policies, procedures, and regulations; and provides consultation to staff in accordance with established mandates.
• Appropriately administers actions associated with recruitment, selection, pay determination, benefits administration, and associated documentation.
• Skillfully manage onboard processes for contractors or serve as a liaison between contract agency and contracting for on-boarding processes.

Minimum Qualifications

• Working knowledge of the principles and practices of human resource management and applicable federal and state laws and regulations.
• Extensive working experience administrating human resource related programs to include recruitment/selection, benefits, classification/compensation, employee relations, new hire onboarding, HR training, and employee transactions.
• Substantial experience using a computer and HR Information System (HRIS) systems. (Ex. Excel, Word, Power Point, Cardinal, Recruitment Management System, PageUp, etc.
• Considerable working experience editing, reading, and interpreting agency, federal, and state HR policies and procedures.
• Communicates effectively both orally and in writing with clients and stakeholders. Excellent organizational, communication, and interpersonal skills.
• Demonstrated ability to analyze and manipulate data, to reach conclusions which are logical and legally supportable; analyze and implement policies, procedures and programs; ability to plan, organize and prioritize work.

Additional Considerations

• Working experience in Diversity, Equity, and Inclusion
• Experience working with payroll services (Ex. Dept Of Accounts Payroll Services Bureau) desirable.
• PHR, SHRM-CP or SHRM-SCP Certification desirable.
