This position may reside at any of the 3 southern campus locations.

Typical Duties

  • Provide support to the office of the president, including acting as a liaison to internal and external entities, as directed by the president.
  • Provide advice, recommendations, and service to the office of the president, executive vice president, vice president of student and community engagement, and to other management offices as requested.
  • Through delegation and supervision of the Chief Officers/Executive Directors of college administrative services units, provide oversight and leadership for the direction and control of units, including establishing the objectives, scope of service, structure, staffing, work methods, and performance standards to support the attainment of the mission, vision, values and goals of the college.
  • In conjunction with Institutional Effectiveness Network procedures, implement the annual planning and evaluation cycle for the administrative services units. Monitor units for effectiveness and operational efficiency.
  • Facilitate professional development for administrative services personnel.
  • Act as delegated signature authority by the president for contracts and agreements between the college and other entities.
  • Provide leadership in strategic and annual budget development and implementation and personnel and capital planning. This would include ensuring timeliness of all budget planning processes, budget presentations to the community and the board of governors, and the monitoring of all budget model tools.
  • Provide guidance leading to successful annual audits of the College. Prepare for, respond to and implement audit recommendations as necessary.
  • Working with instructional and student services officers, assure articulation between fiscal support and academic and student programs.
  • Serve as liaison with chief business officers from Arizona community colleges.
  • Assure timely and accurate submission of financial reports and data to governmental agencies and the board of governors of the College.
  • Provide leadership and guidance for short-term problem-solving and long-range facilities and IT planning and development. This includes the monitoring and revision of the College’s Facilities Master Plan.
  • Provide oversight of all risk management and employee services functions of the College, which include annual compliance and training activities and meeting all regulatory requirements.
  • Assist the College in articulation with college Foundation goals and objectives.
  • Implement principles of ethical consideration in all activities and models a teamwork approach in all interpersonal relations.
  • Serve as liaison with college legal counsel.
  • Serve as the chair of the Policy and Procedures Committee and the Compliance Committee and develop, implement and enforce administrative policies and procedures to assure that the College fiscal, technology, facilities, personnel and related activities are in compliance with Arizona Revised Statutes, generally accepted accounting and financial practices, and federal and state laws or regulations where applicable.
  • Assist the College in monitoring and completing all Higher Learning Commission assessments and procedural compliance.
  • Provide required reports to the Board of Governors and ensure accurate budget reports and facilities and IT requests are timely and understood.
  • Assist in monitoring, oversight, and direction of all College auxiliary units, which may include collaborating with the vice president of student and community engagement on all new housing/dining and athletics auxiliary programs and assisting in the monitoring of all community and corporate education efforts.
  • Provide leadership with various aspects of the College’s strategic plan, including all objectives focused on infrastructure and professional development.
  • Represent the College on various local boards, social organizations, and non-profits.
  • Assume other duties and responsibilities as assigned by the president of the College.

Qualifications

Minimum Qualifications

  • Graduate degree in finance, business administration, accounting, public administration, higher education leadership, or other closely-related field.
  • Ten (10) or more years of administration experience within higher education or public sector.
  • Five (5) or more years of supervisory experience.
  • Demonstrated experience in more than one of the following functions: strategic planning, fiscal and risk management, human resources, auxiliary services, and/or facilities planning.
  • Or, any combination of education and experience that results in possession of skills, knowledge and behaviors as outlined in the position’s core competencies below:
