The College was established by referendum in 1965 and opened September 1967. It is named for Dr. William Rainey Harper, a pioneer in the junior college movement in the United States and the first president of the University of Chicago.
 
Harper College is now one of the nation’s premier community colleges and one of the largest, serving approximately 29,000 students annually in Chicago’s northwest suburbs. The College’s academic programs prepare students for rewarding careers and for transfer to four-year universities. Harper offers associate degree and certification programs, advanced career programs, workforce training, professional development, continuing education classes, accelerated degree options for adults and developmental education programs.

QUALIFICATIONS

Minimal Acceptable Qualifications

Education:  Master’s degree from an accredited institution required with a preferred emphasis in higher education or curriculum and instruction or the equivalent. Doctorate from an accredited institution preferred. 

Experience:  A minimum of five (5) years of progressively responsible leadership experience in academic affairs at the dean level or higher with a proven track record of success is required. The successful candidate will possess evidence of management and supervisory experience and the ability to analyze multi-layered problems and propose solutions in a union environment. Ideal candidates will have experience with student information systems/databases, preferably with Ellucian Banner Software, catalog and course software, course evaluation software, and learning management software. This position requires excellent interpersonal, organizational communication, leadership, and project management skills. Some evening and weekend work is required. 

 

JOB DESCRIPTION

General Function 

The Associate Provost is responsible for providing strategic and equity-minded leadership for curriculum and instruction for the College, including all new academic programs, academic program review, as well as modalities for course/program delivery and dual credit programming. This senior-level position works collaboratively with other members of the provost’s senior leadership team to foster a climate focused on student success, pedagogical and academic excellence, and data-informed decisions in alignment with the College’s mission, vision, strategic plan and goals. 

Responsible for overseeing all curricular and instructional functions, including the development of new academic programs and program review to ensure Illinois Community College Board, Illinois Board of Higher Education, and Higher Learning Commission compliance standards are met and that new and existing programs are creating pathways to economic mobility; implementation of new pedagogies that support faculty innovation and create a sense of belonging and inclusive learning environments; and the creation of professional development opportunities through the College’s Academy for Teaching Excellence. Works collaboratively with the Provost Leadership Team and other college leaders to support the College’s strategic and operational plans. 

 

RESPONSIBILITIES

Characteristic Duties:

Provides leadership, direction, and strategic vision related to the curricular and instructional goals and Core Values of the College. Serves on appropriate shared governance committees related to curricular development and academic instruction and serves on Northwest Educational Council for Student Success working groups. 

Support and expand dual credit/enrollment courses and programming in collaboration with internal staff, administrators, and faculty and high school teams to ensure equitable access to dual credit/enrollment, alignment with the College’s Areas of Interest, and compliance with state and Higher Learning Commission criteria and standards.  

Provides outreach and innovative leadership for campus academic programs and resources, such as the library and Academic Support Center. Helps guide campus development and implementation of new academic programs and services, innovative pedagogy and community partnerships.

Supervises, evaluates, and develops a student-centered team in cutting-edge practices promoting excellence in an access institution.

Maintains a visible profile with campus constituencies; partners collaboratively to enhance communication on and off campus; anticipates and plans for emerging issues.

Collects and analyzes data to make data-driven decisions, works collaboratively w/Associate Provost for Enrollment Services to assess recruitment and marketing efforts and adapt innovative enrollment strategies.

Responsible for working with Information Technology to ensure that systems continue to be appropriate for academic purposes and are responsive to instructional needs. Optimizes various technologies to generate targeted, segmented communications across all facets of the academic pipeline.

Embraces a commitment for extensive collaboration with faculty, staff, and other stakeholders to inform, understand and develop evolving student success strategies. 

Possesses strong intercultural competence and works effectively and collaboratively in a diverse environment.

Monitors and ensures that institutional resources meet the needs of both new and continuing students.

Develops, manages projects, and/or submits all Illinois Community College Board, Illinois Board of Higher Education, Illinois Articulation Initiative, and Higher Learning Commission reports by deadlines, on behalf of the provost and as required.

Oversees budget for all capital requests, budget exceptions, technology requests and fee compilation.

Serves as College’s liaison (designee) to the Higher Learning Commission.

Working Conditions/Physical Requirements:

Work is primarily indoors and sedentary in nature.

Equipment/Tools Used:

Utilizes standard office equipment, including computers, in order to perform the duties of the job.

Supervision:

Reports directly to the provost and performs other responsibilities as assigned by the Provost or designee.
