Planner/Estimator (Work Item Specification Writer)

Position Summary:
As a Planner/Estimator (Work Item Specification Writer) you will report directly to the Supervisory Planner/Estimator and will be responsible for writing Work Specifications, conducting ship checks, and estimating labor, material, and subcontractor work at the paragraph and line-item level for U.S. Navy Ship repair work, alterations and modifications.

Clearance Requirements:
  • Must be a US citizen with the ability to obtain/maintain a DoD Secret security clearance.

Essential Functions and Responsibilities:
  • Assess ship's material condition by conducting ship checks, researching ship drawings, technical manuals, analyzing ship condition assessments and tests, and determine scope of work required by reviewing and validating Work Notifications (2-Kilos).
  • Identify repair and modification requirements and order materials using all technical and material information available in Navy, Shipbuilder and Manufacturer drawings, technical manuals, documents, or equipment manufacturer's data
  • Develop work items/specifications in accordance with Joint Fleet Maintenance Manual (JFMM) 4-E requirements utilizing NAVSEA instructions and pertinent NAVSEA Standard Items, and Class and Local Standard Work Templates.

Required Education, Skills and Experience:
  • High School diploma or equivalent
  • Knowledge of U.S. Navy ship construction, shipboard systems and equipment
  • Strong oral and written communication skills
  • Familiar with Navy Maintenance Database (NMD) and using available application programs to develop Work Items/Specifications and labor, material and cost estimates in accordance with NAVSEA instructions and directives
  • Experience with one or more of the following ship components/systems:
    • Piping/Boiler
    • Structural
    • Mechanical

Preferred Education, Skills and Experience:
  • Associates degree or higher
  • Trade Journeyman work experience or US Navy experience, or equivalent in Naval Repair Facility or Commercial Shipyard that specializes in U.S. Navy Ship repairs and alterations is preferred

Physical Demands & Expectations:
  • Ability to lift, carry and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 30 lbs
  • Ability to work on and climb US Navy Ship ladders, work in extreme temperature environments, aboard ships, in shipyards, under industrial conditions and in confined spaces
  • Must be able to conduct Ship Checks as required/desired by Management which may include travel, extended work hours and weekend/holiday work
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
