Who We Are

HII's System Integration group is seeking a C4ISR Installation & Modernization - Surface Ship Project Manager to join our team! This is a full-time role located in our San Diego, CA offices. As a Project Manager you will play a critical role on our SE4 Contract by ensuring that productive and safe work is performed on board U.S. Naval Ships and Military installations which is vital to our Mission to protect and serve our Military.

What You Will Do
  • Responsible for all aspects of field and/or task-level project performance (i.e., technical, contractual, administrative, financial).

  • Supervises personnel involved in all aspects of project activity, organizes, and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and maintains customer contacts to ensure conformity to all contractual obligations.

  • Exercises independent judgment, as well as a high-level of analytical skill, in solving non-routine technical, administrative, and managerial problems.

  • Assesses project performance issues and present periodic financial (EVM) status and recommended approaches to Government & Corporate leadership.

  • Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients

  • Draft subcontractor documentation to include Statement of Work, Purchase Orders, invoices, and monitored work execution, financials, materials and resources.

What You Must Have
  • Must have an active SECRET clearance.

  • Eight (8) years of direct work experience with leading HM&E and C4ISR ship repair installations.

  • Six (6) years of direct work experience in managing or performing the design, implementation, testing, inspection, logistics, resource management, and completion of C4ISR system installation efforts for Department of Defense shore sites.

  • Four (4) years as manager of U.S. Navy shore installation projects involving multiple systems and in performing tasks to include: Supervising Project Personnel, Scheduling Work, Writing Proposals and Preparing Bids, and Equipment and Material Logistics Control.

  • Six (6) years of experience in HM&E project planning and execution, including engineering, risk management, budgeting and oversight of task progress.

  • Six (6) years of experience in C4ISR project planning and execution, including engineering, risk management, budgeting and oversight of task progress working with NIWC Government on Site (OSIC) leadership and Installation Team (AIT) Managers.

  • Four (4) or more years specialized experience performing work in each of the following areas:

    • Demonstrated ability to lead personnel through all aspects of project recovery activity.

    • Demonstrated experience supporting Dept. of the Navy and/or Dept. of Defense Quality Management programs in a ship repair and modernization environment.

    • Demonstrated experience utilizing blueprints to manage large scale cableway installations during US Navy CNO shipyard availabilities.

    • Demonstrated experience managing vendors and subcontractors to support US Navy CNO availably installation programs.

    • Demonstrated experience utilizing MS Project tool set to support US Navy CNO availably installation programs.

    • Demonstrated experience exercising independent judgement to solve project management, technical, administrative and managerial problems dur shipyard availabilities.

  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.

Bonus Points For...
  • Preferred candidates with a Certification and management level experience in Fiber Optic Topology, Blown Optical Fiber, and/or Waveguide communication disciplines.

  • Relevant engineering experience with DON Ship Repair & Modernization authoritative ship alteration documentation (JFMM, TS 9090.310, NSI).

  • Relevant technical experience within DoD programs can substitute for education.

  • Project Management Certification (PMP), Agile (SCRUM), or IT Infrastructure Library (ITIL) V.4

Physical Requirements
May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
