BFTN (RC3) System Enhancement Lead

Job Description

Kratos Defense and Rocket Support Services is currently seeking a BFTN Resilient Command, Control, and Communications (RC3) System Enhancement (BRSE) Test Lead at theiNaval Information Warfare Center (NIWC) Pacific location.

The selectee will serve as the Engineering Test Lead and Engineering Support for the Program Manager Warfare/Aviation (PMW/A) 170 Battle Force Tactical Network (BFTN), AN/USQ-195A, and BFTN Resilient Command, Control, and Communications (RC3) System Enhancement (BRSE), AN/USQ-246, Acquisition Category (ACAT) III Program of Record (POR).


The specific task and duties include but are not limited to (All qualifications are not required to apply):

  • Report regularly to the Assistant Program Manager (APM) and Lead Engineer (LE) on status of system installation, integration, and test activities and to receive strategic guidance.
    • Coordinate with other agencies including Operational Test and Evaluation Force (OPTEVFOR), Joint Interoperability Test Command (JITC), fleet representatives, N942, PEO T&E Director, PMW/A- 170, BFTN/BRSE Fleet user/external systems representatives (i.e. PMW-770, PMW 790, PMW-750, PMW-760, P-8, Consolidated Afloat Networks and Enterprise Services (CANES), Automated Digital Network System (ADNS)), and CTR Vendors as required.

  • Lead the BRSE Test IPT and coordinate Test & Evaluation (T&E) efforts required to support testing:
    • Manage planning activities as needed to support OPTEVFOR
    • Coordinate with BFTN and BRSE team members, APM-T&E, APM-I, and external interfaces in support of system engineering and Integration and Test (I&T) events.
    • Support system environmental testing, including Shock, Vibration, and Electromagnetic Interference (EMI) testing and Cybersecurity T&E.
    • Lead test planning, execution and reporting activities in support of test events at various locations.
    • Facilitate development of program test documentation, including development of a test strategy
    • Partake in the development of required testing deliverables including test plans, test procedures, test reports, and Test Readiness Review (TRR) artifacts.
    • Setup and execute testing using High Frequency (HF) and Ultra High Frequency (UHF) via BFTN/BRSE to form Radio Frequency (RF) IP based end-to-end networks

Required Experience:

Qualifications:

  • 3+ years experience in a related field
  • BS in Engineering, Math, Computer Science, or Physics

Knowledge, Skills and Abilities:

  • Self-motivated and driven hard charger
  • Analytical and a self-motivated learner
  • Knowledge of the T&E, acquisition and/or cyber security process in the Defense Acquisition life cycle management
  • Familiarity with ship, sub, and/or shore installation processes
  • Ability to complete engineering change approval processes
  • Ability to communicate and coordinate effectively within Navy chain of command
  • Knowledge of shipboard architecture and infrastructure
  • Selectee must have good oral and written communication skills
  • Experience with system developmental type test events
  • Ability to collaborate/work well with others
  • Ability and willingness to travel to support critical test events if needed, and go onboard ships for underway testing durations
  • Secret/Top Secret Clearance preferred

Prior knowledge of RF, HF communications and network engineering background is preferred
