Position Summary

Big Bend Community College invites applications for a Director of Title V Grants position. This position is responsible for the organization, management, planning, implementation, continuous review, and analysis of one Title V Hispanic Serving Institution (HSI) grants, one American Rescue Plan Act (ARPA) grant, and other grants as needed.

This individual provides grant project leadership and works closely with all personnel assigned to these grants. This individual also works with program faculty, division chairs, deans, and vice-presidents to complete grant objectives. The director interacts with representatives of government, industry, K-12 schools, other colleges and universities, and business partners. This position reports to the Vice President of Learning & Student Success.

Essential Job Duties

Primary essential duties and responsibilities include but will not be limited to the following:

  • Provide overall project leadership for both grants, keeping BBCC administration apprised of relevant grant objective progress and concerns.
  • Major Title V grant activities include:
  • Supporting faculty involvement in equity training, including the launch of a training program.
  • Facilitate leadership and equity training for college supervisors.
  • Implement equity focused professional development for college staff.
  • Major ARPA grant activities include:
  • Facilitating the promotion, launch and growth of a Bachelor of Applied Science (BAS) in behavioral health in partnership with a sister college.
  • Strengthening the number and quality of applicants to the BBCC nursing program
  • Supporting the expansion of the BBCC Medical Assisting and Nursing Assisting programs
  • Facilitating collaboration between BBCC instructors and high school teachers of healthcare related classes
  • Authorize expenditures; manage grant budgets to ensure appropriate use of funds.
  • May also manage additional budgets associated with the major activities of the Title V and ARPA grants.
  • Ensure full compliance with grant terms and conditions as well as applicable Title V, U.S. Department of Education (USDE), BBCC, and Washington State policies and procedures.
  • Act as the primary liaison between the college and the United States Department of Education (USDE) for the Title V grant.
  • Act as a liaison for the grants between the grants, partner institutions with faculty and staff, and community partners.
  • Oversee completion and submission of all required internal and external reports.
  • Ensure necessary data and document collection is complete for all grant activities satisfy federal reporting, audit, and record retention requirements.
  • Remain current regarding Title V, USDE, and Recovery Act policies, grant terms, and conditions to ensure compliance throughout the grant periods. Some travel may be necessary to attend training and/or meetings.
  • Coordinate and lead project evaluation.
  • Lead in recruitment, selection, supervision, and evaluation of grant project personnel according to BBCC procedures and timelines.
  • Serve on college committees and chair meetings as appropriate for the director's role.
  • Report difficulties in the grants and recommend options for resolution.
  • Work with BBCC to institutionalize grant efforts so they are sustained post grant.

OTHER WORK RESPONSIBILITIES:

  • Maintain professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.
  • Ensure no injuries to self or others by following safe work practices and policies.
  • This includes, but is not limited to, security and safety, understanding of MSDS, equipment, infection control, fire, disaster, safe lifting and body mechanics.
  • Ensure compliance with college policies and procedures and state and federal regulations.
  • Work and interact effectively with colleagues, staff, students, administrators and others of various cultural and socio-economic backgrounds.
  • Perform related duties and responsibilities as may be required.

Minimum & Desirable Qualifications

MINIMUM QUALIFICATIONS:

  • Master's degree in administration, education, or related field from a regionally accredited institution.
  • At least three (3) years' experience in administration, budget, and/or a project management role.
  • Experience in planning, organizing, implementing, managing, and evaluating projects that required supervisory experience and/or coordination with multiple individuals and/or entities.
  • Previous experience working with students from diverse academic, socioeconomic, cultural, ability, and ethnic backgrounds.

DESIRABLE QUALIFICATIONS:

  • Experience managing a federal grant such as Title V, Title III or TRiO grants, especially a grant with sub-awardees.
  • Experience working in a community college or other higher education setting.
  • Curriculum development experience.
  • Bilingual English/Spanish proficiency.
