Classification: Professional/Managerial, Exempt Employment Status/Funding Source: Full-Time, 12 months

Flexible schedule required, including evenings and weekends availability in emergency situations and adverse weather conditions as needed.

Function and Supervisory Role:

The Executive Director is responsible for the leadership, administration, planning, and budget management for all College Campus Operations. Responsibilities include directing, managing, analyzing performance and reporting of all physical plant, facilities and grounds programs, operations, and services; including maintenance of the college’s fleet of vehicles. This includes building maintenance (and preventative maintenance), utility operations, capital planning, construction and remodeling, refuse and hazardous waste disposal, HVAC, mechanical and electrical systems, utility management. The Executive Director effectively manages human, physical, and financial resources to accomplish institutional goals designed to provide safe, clean, and well maintained college facilities in a timely, cost efficient, and student-oriented manner.

The Executive Director of Maintenance and Grounds will oversee all department heads for Campus Operations, including the Campus Operations Director.

The Executive Director of Maintenance and Grounds will be committed to and responsible for maintaining the College’s Master Facilities and Improvement Plan (MFIP) and updating the plan on a regularly, monthly basis.

The position will also supervise the Planning and Projects Administrative Assistant, and be responsible for supervising other staff and outside contractors on special projects as needed.

The Executive Director of Maintenance and Grounds will also oversee the campus operations budgets and will be responsible for evaluating and preparing performance reports of all campus operations staff (with assistance from the Director of Campus Operations). The position will be responsible for responding to infrastructure and grounds emergencies, assist the College President and Vice Presidents in managing risk, and serve as the point of contact to the College’s Construction Manager, Engineer and Architects while also serving as liaison to all external contractors, and be responsible for conducting site inspections of preliminary, ongoing and completed campus projects.

Position also involves coordination of efforts with state and Federal agencies to include, but not limited to, Illinois Capital Development Board, Illinois Green Economy Network, Illinois Department of Commerce & Economic Opportunity, and Office of the Illinois State Fire Marshall.

This position works closely with the Development and Grant Coordinator on obtaining information needed to complete grants for project-related grants and attends the annual Illinois Green Economy Network (IGEN) conference as well as IGEN sponsored seminars, trainings, etc.as the liaison for the College.

The Executive Director of Maintenance and Grounds is responsible for ensuring all employees within the division have the required training and certifications needed to perform their duties as well as appropriate training on how to operate equipment and use chemicals.

Organizational Relationship:

This position reports to the President of the College. This position supervises all staff in the above areas and oversees the work of outside vendors and contractors where appropriate.

Qualifications:

Required:

This position must have strong leadership and communication skills and must possess the ability to work at an expedited pace in multiple areas and manage multiple projects/routine operations in various departments in cohesion. Position requires a minimum of five (5) years of relevant supervisory experience of facility and/or project management and leadership experience of a large facility (preferably at least fifty (50) employees or larger) or demonstrated experience of multimillion dollar projects. The position also requires commitment to teamwork and process leadership, excellent oral, technical and written communication skills, demonstrated proficiency in multitasking, organizing, and planning, attention to detail, and supervisory skills. Must have proven ability to operate software including Microsoft Word and Excel.

Experience in creating, monitoring, and managing a budget.

Preferred:

Project management experience (building renovations, deferred maintenance, routine maintenance, construction management experience, etc.)

Bachelor’s degreein project management or 5 years of experience as a facilities director preferred, but not required.

Verifiable project management experience in a facility environment is preferred.

Proven experience as a manager of people is essential.

Prior experience with collective bargaining organizations preferred

Essential Functions:

· Ensure and oversee the care and maintenance of all College areas to ensure that campus operations staff are being responsive to College needs.

· Develop, maintain, monitor, and administer the budgets for the division.

· Oversee and maintain continuous execution, oversight and continuity of the College’s Master Facility and Improvement Plan (MFIP) and to ensure high quality standards of professionalism and accountability within the division

· Develop and administer procedures, systems, and controls for improvement of efficiency and minimization of operations costs relating to occupancy and use of buildings and grounds and utility management.

· Assist Kaskaskia College Public Safety Department in the development and execution ofCampus Emergency Operation policies and procedures for all college facilities.

· Prepare required reports to be submitted to various State and Federal agencies.

· Prepare monthly reports to be submitted to the Board of Trustees

· Assist in the execution of rules and regulations of the College.

· Serve on committees, attend professional meetings, and provide consultative services within the college, as necessary.

· Participate in both College and community activities and events.

· Position responsible for coordination, supervision, and oversight of all hands-on work, including, but not limited to, campus operations, custodial services, cafeteria services, routine maintenance, and annual preventive maintenance.

· Ensure the cleanliness and constant beautification of all College locations throughout the district.

· Be on call foremergencies.

· Serve as a member of the Executive Services Team, including participation in President’s Cabinet.

· Prepare annual departmental goals and objectives along with personal goals and objectives for professional growth and development.

· Participation at College events and activities throughout the year is an expectation of this position. Further, College personnel are encouraged, as a member of the KC family, to support the many organizations within the institution serving our students and the district.

· Maintain capital project data to include, but not limited to, project specification manuals, architectural/engineering drawings, final construction drawings, building and site plans, and project budgets.

· Prepare annual submission of Resource Allocation Master Plan (RAMP) to the Illinois Community College Board

Other Functions:

· Perform other duties as assigned.

Supervisory Controls:

Position is required to work independently with a minimum amount of supervision, using sound discretion and judgment in performing all daily and routine duties. Consultation with College President is available, as necessary.

Guidelines:

Employee must adhere to all Kaskaskia College policies and procedures, Illinois Community College Board, and Capital Development Board guidelines, as well as all local, state, and federal laws. Employee is also expected to adhere to and foster development of Kaskaskia College core values of compassion, honesty, respect, responsibility, and fairness.

Personal Relationships:

Employee will have frequent contact with students, College employees, the community, college architects and engineers, contractors, and external agencies.

Physical Demands and Work Environment:

This position will be performed both indoors, in a normal office environment, and outdoors, where conditions may be adverse, including extremely hot weather and very cold weather. Travel between off-campus sites, as well as to meetings and conferences, etc. is required. Position subject to frequent distractions and interruptions and many deadlines. Position requires long and irregular hours as needed for special projects and completion of duties and compliance with deadlines.

Job Type: Full-time

Pay: $80,000.00 - $86,500.00 per year
