Schedule: Monday through Friday with occasional Saturdays

JOB PURPOSE:
The Health Center Manager provides leadership and operational direction to the health center staff in the delivery of high-quality healthcare services to El Rio patients. In this role, the Health Center Manager demonstrates a commitment to providing these services to a diverse range of patients in support of the mission, vision, and values of El Rio Community Health Center. The incumbent may provide nursing services to patients and will work with the health care team to coordinate high-quality and effective clinical and non-clinical services as a Registered Nurse under the policies and procedures of the Arizona State Board of Nursing and those of El Rio Community Health Center.

The Health Center Manager works with administrative supervision, and has discretion and independent judgment authority with respect to matters of significance for the assigned department in respect to the resolution of work problems involving departures from standard policies, interpretations, or procedures within the functions and processes for which they are accountable and responsible within the scope of authority and responsibility for the position.

ESSENTIAL JOB FUNCTIONS:

  • Directs and oversees all operational activity, programs or projects, and administrative assignments supporting the Health Center’s operations within established time frames, meeting established rates of performance for the quality and quantity of work for the position, successful attainment of priorities and objectives, and effective operations within the assigned budget; all demonstrating a level of quality, efficiency, and productivity that ensures the highest standards of excellence.
  • Implements and maintains a Continuous Quality Improvement approach to all clinical and administrative operations; continuously gathering and assessing data for use in improving individual and department performance, as well as contributing to the development of more efficient and effective service delivery.
  • Ensures patient confidentiality by controlling the environment and information being disclosed to authorized individuals ensuring HIPAA and corporate compliance requirements at all times. Assures that all staff members are provided with initial and ongoing training supporting patient confidentiality.
  • Leads and directs the daily operations of the Health Center, such as:
  • Provides guidance, leadership, and supervision to a diverse group of health care professionals by fostering an open environment for teamwork and communication;
  • Ensures a high level of productivity; continually monitoring the service operations of the center;
  • Manages clinical care operations and staffing coverage; revising and/or reassigning staffing assignments as needed;
  • Monitors and supervises the use of universal precautions and Infection Control standards to ensure full compliance and adherence with established standards and policy;
  • Provides guidance and direction in resolving operational issues or problems;
  • Coordinates, monitors, and directly trains, supervises, develops, and evaluates assigned staff members in providing direct patient services.
  • Identifies operational and administrative efficiencies within the Health Center; exercising independent judgment in the implementation of service improvements in the daily operation of the Health Center, such as;
  • Leads the development and implementation of measureable goals and objectives, as well as policies and procedures for all operational areas of the Health Center; Demonstrates the ability to orchestrate successful patient flow through nursing involvement and business efficiency;
  • Oversees and monitors the planning and coordination of daily work schedules, assignments, and supervision of staff members; Develops and implements staffing standards for clinical operations that are effective, efficient, and provide economical use of personnel and resources;
  • Monitors and supervises the control of stock drugs, vaccines, and clinical inventory within the Health Center;
  • Develops and implements tactical action plans that support the goals and objectives of the organization; Collaborates on the development, implementation, and oversight of medical protocols, operations, and fiscal performance for the Health Center
  • Functions as an EPM and EHR super user working closely with Information Technology to ensure that appropriate training, error monitoring, and processing corrections are developed and implemented in a timely and effective manner.
  • Responsible for the delivery of coordinated and integrated quality health care services for El Rio Community Health Center patients;
  • Identifies and understands the needs of the Health Center’s patients; developing and enhancing effective relationships which support and meet the customer service expectations;
  • Actively interacts with patients and family members to gain and maintain an accurate awareness of patient needs and satisfaction of services being provided;
  • Advocates and supports the coordination of services with community agencies and referral resources to meet patient service needs; Identifies appropriate resources to provide education to patients, their family members on active participation in their health care services;
  • Administers and addresses the Health Center’s patient complaints, communicating and coordinating identified resolutions with the patient;
  • Coordinates, monitors, and directly trains, supervises, develops, and evaluates assigned staff members in providing direct patient services.
  • Supervises and ensures that all patient service needs are met:
  • Monitors patient service feedback; actively engages patients on service experience and quality; receives and resolves patient complaints on service; plans and implements service improvement opportunities.
  • Possesses a comprehensive knowledge of legal issues related to the operation of the Health Center, ensuring compliance with regulatory agency standards and requirements; develops appropriate policies and procedures to ensure compliance and adherence to legal and regulatory requirements or standards;
  • Performs scheduled and ad hoc audits of patient charts for quality and compliance adherence; Assures medical compliance with Federal, State, and El Rio Community Health Center regulations, policies, procedures, and standards of the Health Center’s operations.
  • Identifies and demonstrates successful and effective communication methods; defining appropriate lines of authority for the Health Center in keeping within administrative structure; uses all methods of communication to disseminate information to staff members in a timely manner.
  • Organizes and facilitates regular staff meetings to discuss methods for improving patient service, as well as safe and efficient operations; Regularly interfaces with providers, managers, and staff to assist in facilitating communication and improvement activities.
  • Prepares professional written communications and/or materials, statements, or reports on training activities, progress towards defined goals and objectives, changes in training program status, or any other ad-hoc reports requested for distribution to executive leadership, management, internal/external clients, or external funding agencies or organizations.
  • Directs or performs the development of complex and detailed statistical/analytical reports and/or summary information utilizing principles and practices of professional and technical report writing.
  • Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards for a Health Center Manager and Health Center operations.
  • Manages and supervises all assigned staff members prioritizing and assigning work; coordinating, monitoring and supervising staff members by providing guidance and direction on the successful completion of assigned tasks, duties, and responsibilities that support the successful achievement of unit, department, and organizational goals and objectives.
  • Provides direction and support to all assigned staff members related to performance management and performance evaluations, employee discipline, as well as problem and/or conflict resolution; provides decision recommendations as to the employment or retention status of staff members;
  • Ensures that all staff members are properly trained; communicates with all staff members regarding individual or team performance; coordinates meetings with staff members on any performance or discipline related discussions or actions; conducts assigned performance appraisals in a timely manner.
  • As a team player demonstrates self-initiative by being aware of the work environment in order to assist co-workers and others while maintaining and enhancing a respectful and positive attitude in the work environment. Serving at all times as a positive and effective role model to patients, providers, co-workers, employees, and students.
  • Successfully collaborates with Human Resources in ensuring employee development, as well as the consistent application and implementation of policy with all employee and labor relations.

QUALIFICATION REQUIREMENTS:

  • A current and unencumbered Registered Nurse license in good standing from Arizona State Board of Nursing.
  • A current certification in Basic Life Support (BLS) for health care providers from an approved and accredited training program.
  • A valid Arizona driver’s license, acceptable driving record, and required vehicle insurance.

Minimum Education and Experience:

  • Bachelor’s Degree or Diploma in Nursing from an accredited school, college or university.
  • Five (5) years of supervisory experience preferably in a healthcare setting.

Preferred Education, Experience, Skills, Abilities:

  • Master’s degree in nursing or a related field from an accredited college or university.
  • Seven (7) years of supervisory experience; preferably in a healthcare environment.
  • Experience in an integrative health care system (clinical, behavioral health, dental) and/or in a Federally. Qualified Health Center.
  • Management experience in a union setting.
  • Bilingual in English and Spanish with the ability to speak, read and write in both languages

Management Duties:

  • Manages clinical, behavioral health and dental operations as assigned;
  • Direct supervision of staff as assigned;
  • Participates in recruiting, selecting, orienting and training staff as assigned;
  • Schedules staff, conducts employee training, professional development and annual performance reviews as assigned;
  • Accomplishes department objectives by planning and evaluating department activities and by managing staff;

Language Skills:

  • Ability to read, analyze and interpret regulatory documents;
  • Advanced and effective communication and public speaking skills with the ability to communicate in a professional and effective manner in formal and informal settings;
  • Ability to interact diplomatically with the public in a continuous public contact setting;
  • Ability to respond effectively in writing and verbally to internal and external customers;
  • Ability to present technical analysis effectively in writing and verbally to internal and external customers;

Computer/Mathematical Skills:

  • Proficient with MS Office, including Word, Excel, Power Point, Outlook and the internet;
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations;
  • Knowledge of general and fund accounting and business practices to effectively manage budgets;
  • Compiles, categorizes, formulates, audits or verifies information or data;
  • Advanced understanding and navigation of Electronic Health Records (EHR);
