Summary of Position:

At The Lundquist Institute for Biomedical Innovation (TLI) – www.lundquist.org, we are at the forefront of improving patient outcomes through cutting-edge research, education and community outreach. As a world-renowned research institution, we are seeking a mature and mission-focused leader to join our team as the Vice President of Human Resources (VPHR). In this role, the applicant will drive the development and execution of HR strategies that empower our dedicated team of researchers, scientists, and staff to achieve groundbreaking advancements in biomedical research. The ideal candidate will inspire trust, is purpose driven, and is a principled, impartial, and firm leader with a practical, inclusive, real-world perspective.

This position embodies a hands-on role requiring both strategic vision and the ability and willingness to perform critically necessary, detailed aspects of the HR function. Prior experience in a non-profit or other science-based enterprise is highly desired.

This is a full-time, exempt position, working onsite on our Torrance, CA campus, five days/week.

Reports to: President & Chief Executive Officer and is a member of the organization’s senior leadership

Job Duties & Responsibilities:

1. Recruitment and Employee Relations

  • Oversees staffing and employment processes, assuring that quality candidates are sourced, evaluated and selected while ensuring that all federal, state and local laws, regulations and standards are met.
  • Foster a positive, productive and vibrant organizational culture.
  • Advises and coaches managers on how to manage complex and sensitive matters through early intervention and appropriate corrective action.
  • Leads the timely investigation, follow up and resolution of employee concerns and complaints. Assures that complaints and actions taken are aligned with the organization’s policies and are documented.

2. HR Management

  • Monitors HR management functions and identifies and addresses targets for process reengineering, automation, and other optimizations. Oversees HRIS systems (currently Paycom and Epicor) for operational effectiveness, data integrity and reporting capabilities.
  • Provides supervision, training, and development of HR staff.
  • Develops and manages the annual human resources function budget, ensuring optimal resource allocation and usage.
  • Develops, revises, and implements human resources policies, procedures and programs which ensure organizational effectiveness and comply with local, state and federal laws and regulations.
  • Develops and manages compensation systems that are legally defensible, adaptable to operating unit differences, and meet employee retention needs. Assures local, state and federal wage & hour compliance requirements are met.
  • Oversees employee benefit program, providing strategic direction, evaluating options and optimally balancing cost and employee expectations. Manages operational aspects including employee benefit issues, filing U.S. Department of Labor (DOL) form 5500 reports, Affordable Care Act (ACA) management and reporting, etc.
  • Oversees the development of institute-wide employee training initiatives – assessing needs, optimizing training delivery and evaluating success.

3. Ethical Conduct, Risk Mitigation, and Legal Compliance:

  • Promotes diversity, equity, and inclusion within the TLI community and integrates inclusive practices into HR processes and decision-making.
  • Works in coordination with the Environmental Health & Safety (EHS) function on employee safety compliance, workplace violence prevention and worker’s compensation program management.
  • Leads the management of employment related administrative actions (i.e., EEO Commission/California Civil Rights Department charges) and lawsuits, working with outside counsel in defending the Institute.
  • Oversees the Institute’s immigration initiatives (J-1, H1-B, TN, etc., visas, and permanent residency actions), eVerify and I-9’s, assuring compliance with all immigration laws and requirements.
  • Certifies Office of Federal Contract Compliance Programs (OFCCP) compliance.

  • Visionary Leadership: Capacity to develop a clear vision for the HR function and HR strategies that support the long-term strategic plan and objectives of the institute.
  • Vision for Research Talent: Ability to develop and execute HR strategies that attract and retain top research talent aligned with the institute's research goals.

2. Communication and Collaboration

  • Partnerships with Academic and Government/Public Institutions: Ability to collaborate with government/public and academic institutions and foster partnerships that enhance research capabilities.
  • Effective Communication: Strong communication skills to engage with researchers, staff and other stakeholders, including the ability to translate HR policies and initiatives into terms understandable to a diverse group of stakeholders.
  • Cultivation of a positive work environment: Addressing employee concerns, and champion employee engagement initiatives.

3. Adaptability and Innovation

  • Innovative HR Solutions: Implementing innovative HR solutions that support research objectives and address unique challenges.

4. 4. Education and Experience

  • Bachelor’s degree in human resources, or a related field (or equivalent work experience). Master’s degree preferred (MHR, MBA, or related field). Professional certification in the Human Resources field highly desired.
  • 10 + years’ experience in the top HR role in an organization or significant operating unit.
  • Prior experience in an independent research institute or academia strongly desired but not required.

Salary Range: $210,000 - $250,000
