About the Department

MSF USA International Human Resources Department (IHR) is responsible for recruitment, selection, placement, and retainment of diverse and qualified International Mobile Staff (IMS) to meet the changing needs of MSF international operations. The IHR Vision statement is to “ Accelerate the movement's shift towards a culture of belonging and building a diverse and inclusive workforce and workplace; being accountable to providing patient-center care”.

 


About the 
Project

 


The International Human Resources Officer (HRO) manages all aspects of placement and provides career guidance and support for US international mobile staff (IMS) within a given pool. They contribute to the preparation and return of IMS including briefing and debriefing on general HR and career management topics. They manage disciplinary and management issues pertaining to US IMS according to MSF-USA’s and the relevant Operational Centers (OCs) handling procedures. They plan for ongoing needs, identifying, proposing, and supporting the development of IMS future organizational roles in the international operations or headquarters, and participates in the MSF-USA strategic and annual planning processes.

The HRO also assists with recruitment, including making public presentations and participating in the onboarding process. They also facilitate modules at internal MSF training, where appropriate, and manage strategic projects, designed to improve the quality of activities and services within the IHR Department, or to implement international IHR directives.

 


ROLES SPECIFIC ACCOUNTABILITIES

 


Daily Activities & Responsibilities

 


Responsible for placement and career follow up of US Internationally Mobile Staff 
(70%)


Manages the coordination of international placement and career follow up for their respective assigned pools. Proposes candidates to fill identified international needs.

 


Per each international mobile staff’s placement to a specific international assignment, works closely with the travel administrative team to ensure the pre-departure and return processes are completed, including MSF-USA and OC briefings and debriefings. Conducts HRO briefing and debriefing for IMS.

Provides career guidance, resources, and support to help facilitate the growth and development of IMS. Maintains contact with IMS on assignment to offer support.

 


Monitors the schedule of training opportunities in OCs and facilitates access to both internal and external training opportunities for internationally mobile staff.

Works closely with the relevant OCs to resolve HR-related issues as they arise before, during, or after a international assignments as they pertain to MSF-USA IMS.

 

Under the direction of the Head of Employee Equity and Accountability (EEA), provide guidance and ensure compliance based on MSF-USA/US employment practices and procedures, and ensure appropriate documentation and follow-up is completed.

 


In collaboration within MSF-USA IHR department (working with the Recruitment, Travel, Employee Relations teams), contributes to ensuring consistency, equity, and transparency of IMS treatment within the MSF-USA international pools. In case of need, escalates to International HR Director for further follow up.


Maintains contact with colleagues in the OCs to facilitate partnership, keep abreast of current and updated international needs as well as HR policies and procedures. This may include travel to Europe.


Monitors and reports on the quantity and quality of international placements and the effectiveness of placements. Shares information within department to improve practices.

 

Analyzes and provides feedback to OC partners on the quality of placements, trends and how to improve collaboration. In case of need, escalates to International HR Director for further follow up.


As a member of the International HR Department, this position has obligations as a Mandatory Reporter under the MSF-USA Mandatory Reporting Policy (MSF-USA International Employee Handbook & MSF-USA Employee Handbook). Works with IHR Director and OC partners to ensure all appropriate reporting is completed.

 

Participates in the recruitment and onboarding of internationally mobile staff (15%)

 


Works closely with the recruitment team on recruitment and onboarding strategy, including intake and criteria for relevant profiles, to ensure it is in line with evolving international needs, placement reality and OC’s changes.

Participates in recruitment and onboarding events in collaboration with the recruitment team.

Upon request, participates in the hiring process of internationally mobile staff for inclusion in the US active IMS pool in collaboration with the IHR team, and makes recommendations for placement in specific international positions and for ongoing career development. Provides feedback and coaching to active IMS based on performance evaluations.

 


Contributes to the IHR Department and MSF-USA Annual Plan & Coordination (15%)


Contributes to creation of departmental Annual Plan, adding own specialized knowledge based on pool management and strategic projects..

In coordination with the International HR team and Director, leads strategic initiatives as designated in the Annual Plan.


Attends weekly team meetings to coordinate activities, and systems, to review results and to strategize, and collaborate on decisions to maximize departmental efficiency and effectiveness.


Attends regularly scheduled staff meetings and several annual office-wide debates to participate in information sharing across all departments and stay informed on important MSF topics to be able to contribute to the organization’s ongoing development. Recommends L&L presentations to full staff when appropriate.


Is part of the IHR Emergency - phone '24 /7' On Call roster.

May be called on for ad hoc replacement for other IHR Officer.


In collaboration with the Director of International HR, supports the International HR Department’s shared preparedness for critical incident management as a Home Society Incident Liaison Team (SILT) Perform the function of SILT HR as required.

 


Is required to address complaints and assist in resolving international project management problems, ensuring appropriate steps are taken when investigations are required. Is also responsible for following up on disciplinary measures, including communicating decisions to employee such as suspension, exclusion from the pool.

 


International Assignments



Per the MSF-USA Mobility Policy, occasional international assignments (up to 12 weeks per year) to respond to urgent international operational needs as well as to support recruitment and/or training related international activities. International assignments are dependent on department and team priorities and feasibility.

Are

 


While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

 


To travel to the international projects (usually in the developing world), the employee must attest to physical fitness to endure physically difficult, high stress situations which may include the necessity to walk long distances, carry a backpack or other equipment of up to 50 pounds, to ride long distances over very poor road conditions, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

Must be able to travel as required for standard domestic and international travel as well as to MSF international projects. Required

 

 

  • Demonstrated experience with and commitment to advancing diversity, equity, and inclusion.
  • Minimum 2 years of MSF (or similar) international experience ideally in Coordination roles
  • Good command of English
  • Demonstrated understanding of or prior experience with HR policies and strategy
  • Demonstrated experience and ability managing staff and coaching employees
  • Good knowledge and understanding of MSF, including knowledge of structure and functioning of Operational Centers, career management and placement process
  • Ability to effectively present information to small and large groups of potential field workers and trainees
  • Superior interpersonal skills
  • Excellent judgment and diplomacy
  • Strong general computer literacy, including word processing and reporting capabilities using database software and Excel, and the ability to search the internet for research purposes and to learn new Windows-based programs
  • Ability to handle a large volume of work and to work under a great deal of pressure
  • Genuine interest in and commitment to the humanitarian principles of MSF

 


Preferred
 :

 

  • Pool management experience (Admin pool or Medical pool : a plus)
  • Coordinator experience with MSF (or similar)
  • Good knowledge of US context, including legal issues pertaining to HR, an advantage
  • Professional qualifications in Human Resource Management
  • Good command of French or Spanish

 


Expected to work in a hybrid work environment with the ability to come into either the NYC office or regional hub (Washington, DC or Bay Area, California) a minimum of 2 times a week.
