Director of Human Services

Job Summary:

The Director of Human Services partners with the President/CEO and the Executive team to develop and implement effective people strategies and tactics to support a productive work environment. Responsible for employee recruitment and retention, employee relations, compensation benefits, payroll, performance management, staff development and training and overall compliance with legal obligations and employment laws.

Essential Job Duties and Responsibilities: (Additional duties may be assigned)

· Employee Recruitment and Retention

o Develops policies and procedures for the organization that facilitates the engagement and retention of capable employees;

o Recruits, interviews and facilitates the hiring of qualified job applicants for open positions; collaborates with department leadership to understand skills and competencies required for vacancies;

o Ensures a professionally administered recruiting process which includes appropriate responses to applications and inquiries, educated interviewers and notification to candidates when a selection is made;

o Conducts or acquires background checks and employee verifications;

o Coordinates and partially implements new hire orientation;

o Works with department leaders to ensure effective employee on-boarding practices; and

o Coordinates and partially implements staff engagement/recognition initiatives.

· Employee Relations

o Serves as a resource for employees when their needs cannot be met through their supervisors by representing employee opinions on policy issues, facilitating resolution of conflict between an employee and their supervisor, or providing advice/counsel to individual employees;

o Develops and implements policies and procedures that promote a culturally diverse and trauma-informed organizational culture;

o Recommends and facilities staff recognition and wellness initiatives; and

o Manages and promotes the contracted Employee Assistance Program.

· Compensation Benefits

o Monitors competitive trends and identifies the organization’s position in total compensation compared to other employers from which candidates would come. Recommends adjustments based on information;

o Directs and manages the benefits program. Selects, recommends, and negotiates with carriers to provide a competitive employment benefit package at the most reasonable cost to the organization;

o Coordinates annual open enrollment benefits process; and

o Represents the organization in worker’s compensation and unemployment issues.

· Payroll

o Represents the organization with payroll vendors;

o Ensures staff is accurately accounted for in the identified payroll system and makes corrections as needed; and

o Ensures staff are accurately paid and that required deductions are made.

· Performance Management

o Works with leadership to ensure the development and maintenance of job descriptions as well as communication of job descriptions to employees;

o Coordinates and implements the performance evaluation process and revises, as necessary, to ensure effectiveness, compliance, and fairness within the organization; and

o Provides coaching and support to leaders in creating productive teams;

o Attends and participates in employee disciplinary meetings, terminations and investigations; and

o Provides assistance to supervisors in conducting appropriate disciplinary interventions and terminations.

· Staff Training and Development

o Reviews, tracks and documents compliance with mandatory and non-mandatory training, continuing education and work assessments; and

o Recommends practices and structures that foster career development among employees.

· Overall Compliance with Legal Obligations and Employment Laws

o Maintains compliance with federal, state and local employment laws and regulation and recommendations for best practices; develops and revises policy and procedures to maintain compliance;

o Advises supervisors and employees in interpretation and application of human resources policy and procedures;

o Intervenes in sensitive areas that cannot be handled effectively and without legal risk by line management (i.e. harassment cases, management abuse, human rights situations, illegal acts by employees, etc.);

o Directs the maintenance of personnel records and organizational charts; and

o Serves at agency Safety Officer to ensure compliance with OSHA and other related safety practices.

· Other

o Schedules meetings and appointments (both in person and virtually) as needed. Ensure all attendees have communication regarding meeting location, etc.

o Serves as the liaison with BOD HR committee.

o Documents and distributes accurate notes from meetings in a timely manner.

o Attends meetings as assigned.

Supervisory Responsibilities:

None

Education and Experience:

· Bachelor’s Degree Human Resources, Business Administration or related field.

· 5 years of experience with generalist experience in human resources administration and at least two years of experience at a management level.

· PHR preferred

· Experience in a not-for-profit service or healthcare organization is preferred.

· Should have experience in all levels of recruiting, benefits administration, compensation administration, employee relations, budgeting and employment law.

Equipment, Machines and Software Used:

· Ability to operate various office equipment including computer, printer, telephone, fax machine, photocopier, scanner, and calculator.

· Computer Software: Microsoft Office to include Word, PowerPoint, Outlook, and Excel. Experience with Paylocity payroll system preferred.

· NYS motor vehicle license, safe driving record and availability of personal vehicle for work is required.

Knowledge, Skills, and Abilities:

· Excellent communication skills including verbal and written communication.

· Excellent interpersonal, negation and conflict resolution skills.

· Skill in planning and scheduling to establish deadlines and ensure the timely completion of several independent tasks and short-term projects.

· Strong organizational skills including the ability to manage multiple projects simultaneously.

· Ability to analyze and solve complex problems.

· Ability to act with integrity, professionalism, and confidentiality.

· Ability to gather data, compile information, and prepare reports.

· Ability to respond to questions from groups of department heads, managers and members.

· Thorough knowledge of employment-related laws and regulations.

· Proficiency with or the ability to quickly learn the organizations HRIS, talent management and payroll systems.

· Individuals must demonstrate sensitivity, respect, and competency with diverse cultural backgrounds, social identities and practices of community members and be willing to participate in anti-racism focused diversity training to increase skills in this area.

· Personal lived experience with mental health is preferred.

Physical and Mental Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to exert up to 15 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Must be able to access and navigate each department at the organization’s facilities.
  • Finger dexterity required to operate telephone and computer keyboard.
  • Hearing at a level to enable one to hear normal conversation.
  • Visual requirements of having the ability to read documents, the computer screen, etc.

Environmental Conditions:

· Work is performed in a typical office environment where there is no substantial exposure to adverse environmental conditions unless otherwise directed.

· Work is expected to be performed primarily onsite.

Work Hours:

· The standard work week is 35 hours, Monday-Friday 9:00am-5:00pm.

· Flexibility may be required on occasion.

Compensation:

· Compensation will be in the range of $40-$45/hr.
