Job Description

 

Basic Function: This shared collaborative position will work with two other community colleges performing institutional research functions. NIACC will serve as the employer of record and function as the lead of the Institutional Research Collaborative. This position will report to the NIACC Chief Information Officer and serve as leadership, oversight, and direction to the college data mining team, organizing projects, establishing priorities, data security, and research for the college and its partners.

Salary & Benefits: Salary of $70,000 - $88,000 based on experience. Benefits package includes Blue Cross/Blue Shield health insurance; eye care, dental, life and disability insurance; paid vacation & sick leave; a choice of IPERS or TIAA retirement plans and a variety of additional optional benefits.

Preferred Qualifications: Bachelor's degree in computer science, data analytics or related field with a background in data analysis/research methods, or the equivalent combination of education and experience preferred.

Required Qualifications: Five to seven years of related research and/or analysis experience, or combination of education and experience commensurate with the requirements of this position. Experience using database software, mainframe applications, and/or statistical software; experience using SPSS or comparable software. Coursework or knowledge of research methods. Knowledge of relational database design and management and expertise in a major database package (i.e., Microsoft Access, Microsoft Excel, SQL Server and InfoMaker.) Experience with higher education administrative/student information systems including technical understanding of data warehousing and data mining. Familiarity with a variety of personal computer software and networking environments. Excellent interpersonal, analytical, and communication skills critical.


Responsibilities:

Identify Information/Data Needs:
+ This functional area reflects the iterative process of identifying relevant stakeholders and their decision support needs. It includes anticipating questions through review of data, information, and research and policy studies, including those related to institutional, state, and national conversations around community college education.

  • Provide leadership and direction in setting and prioritizing institutional research projects and developing teams.
  • Perform internal and external environmental scanning, project future trends and needs.
  • Keep apprised of changes in policies and procedures; maintain knowledge of current trends, events, and emerging issues; identify information, programs, and resources useful to the College(s).
  • Collaborate with leadership on organizational matters, evaluate operational needs and prepare supporting rationale or documentation.
  • Perform in a manner which strengthens the coordination and cooperation of all organizational components of the colleges within the Institutional Research Collaborative.

Collect, Analyze, Interpret, and Report Information/Data:
+ This functional area reflects the technical tasks employed by institutional research to provide data, information, and analysis for decision support. It involves the process of collecting and reporting required and requested data; an understanding of the data available to answer questions about student access and success, as well as institutional operations; and the process by which previously unavailable data are collected.

  • Serve as the lead on matters related to data analysis, reporting, and dissemination to internal and external stakeholders.
  • Evaluate scope, timing, elements and priority of projects assigned by department management.
  • Assist in the analysis and interpretation of academic and administrative data in support of decision-making at the College(s) level.
  • Prepare regular written communications for campus distribution on research issues and data-relevant institutional goals.
  • Serve as the College(s) IPEDS reporting official when necessary.
  • Serve as administrator for SENSE, CCSSE, MIS and VFA data verification.

Educate Producers, Users, and Consumers:
+ This functional area encompasses the training and coaching related to the use of data, analysis, and information to inform decision making. Education can be focused on ensuring the ability to collect, access, analyze, secure and interpret information independently and in collaboration with other stakeholders. The function also includes a collaborative role in convening discussions related to information needs and connecting internal and external producers and users of data with one another for purposes of informing decision making.

  • Serve as the liaison and project manager for internal and external customized, sensitive, complex projects.
  • Maintain and improve relationships with other colleges, agencies, community groups at the federal, state, and local level in order to enhance decision making and implementation of programs and services.
  • Interpret and provide direction with respect to federal, state, and other agency regulations relating to institutional research.
  • Serve as the College(s) lead on national research, data sharing, and initiatives related to the community college(s).
  • Collaborate with internal and external leadership in designing and implementing appropriate policy guidance, technical assistance, and data collection.
  • Present outcomes of projects to college stakeholders.
  • This position will serve as the Accreditation Liaison Officer (ALO) with the Higher Learning Commission.
