Three Rivers Community Action is seeking an experienced professional to be its first Director of Asset Building and Energy Programs. The Director will lead an existing team of Program Coordinators and staff, and will be responsible for program operations including planning, budgeting, program tracking, supervision of program staff, compliance, grant writing, and reporting, ensuring that annual goals are met and programs are administered by program staff according to state and federal guidelines. Also responsible for community relations and outreach. Individual must possess excellent interpersonal communication, organizational skills and supervisory experience, with an ability to handle multiple priorities in a fast-paced environment. Three Rivers Community Action is a well-established nonprofit agency which provides economic opportunities that strengthen individuals, families, and communities in southeastern Minnesota. The agency provides a wide array of housing, early childhood, older adult, energy, and transportation programs and services.

This position reports to the Chief Operating Officer (COO) and may be based in Rochester, Zumbrota or Faribault. Travel, primarily in Rice, Goodhue, Wabasha and Olmsted Counties, is required; mileage is reimbursed at the current IRS rate.

Qualifications:

  • Bachelor’s degree
  • Three years of experience in energy programs, community development, real estate, project management, business/management or a related field
  • Experience in program development, planning, budgeting and reporting
  • Experience supervising 10+ staff
  • Ability to work with the public, articulate ideas and work with diverse cultural and economic backgrounds
  • Extensive organizational skills and ability to handle multiple tasks
  • Self-motivated, confident individual with ability to work both independently and as part of a team
  • Ability to solve problems, identify new solutions and adapt to changing priorities
  • Good communication skills, both verbal and written
  • Proficient with Microsoft Office programs (Word, Excel, Outlook, PowerPoint)
  • Financial/budgeting experience or aptitude
  • Ability and willingness to travel within the service area as needed – valid driver’s license and reliable transportation

Preferred, but not necessarily required:

  • Knowledge of and experience working with state and/or federal government funding
  • Experience with Dept of Energy/MN Dept of Commerce weatherization and/or energy assistance program requirements
  • Experience with Minnesota Housing Finance Agency (MHFA)’s Rehabilitation Loan Program, Emergency Loan Program, Impact Fund, or equivalent
  • Knowledge of real estate transactions, including mortgages, loan closings, and title and recording procedures
  • Experience with eHEAT and/or Weatherization Assistant software; or demonstrated ability to quickly learn new software
  • Bi-lingual skills (written and verbal) in languages prevalent in Southeast Minnesota (e.g., Somali or Spanish along with English)

Functional Requirements:

  • This primarily office-based position requires lifting 20 pounds occasionally; communicating verbally in person and by phone; and seeing documents and computer screens
  • Ability to travel using personal vehicle to meet with clients
