Department Description

The Department of Electrical and Computer Engineering is a large complex academic department in the College of Engineering and provides instruction and research in multiple specialty areas of electrical and computer engineering. The department currently has approximately 400 accounts with an annual budget of approximately $25M (instructional and research). ECE has approximately 800+ undergraduate students and 200 graduate students. ECE has 55 academic and staff employees including postdoctoral scholars, project scientists, and other scholars. The incumbent of this position works in an independent manner, providing advice and guidance to the Chair, CAO, PI’s, etc., and works closely with the Dean’s Office, Office of Research Business Contracts, Accounting and Financial Services, sponsoring agencies, and other external parties (subcontractors, consultants, etc.) to facilitate the timely submission of proposals to expedite the transfer of awards. Serves on campus and college wide committees associated with financial management matters.



Job Summary

Within the Department of Electrical and Computer Engineering this position supervises and is the principal trainer and resource for business office staff on financial procedures, policy, and general office operation matters. Under the direction of the Chief Administrative Officer, provides long-range financial planning and forecasting. Responsible for pre- and post-award processes, budget preparation, analysis, and forecasting, and for control of complex budgets. This position serves as the compliance officer for extramural funding awards and resources to the CAO and Chair. Conduct financial analyses and effort reporting and participate in the financial planning for a wide variety of federal grants. Gather, manage, and analyze financial data from a variety of revenue streams, including state general funds, state and federal grants, private grants, gifts, and other funding sources. Act as departmental compliance expert in University policy and procedure for departmental business processes, including hiring, purchasing, travel and entertainment as they apply to PI accounts. Assist the CAO in long-range financial planning and forecasting of extramural and department operating accounts. Responsible for pre- and post- award processes, budget preparation, analysis, and forecasting, and for control of complex budgets.

RECRUITMENT PERIOD ONE MONTH: Applicants will be screened after two weeks; and then on a weekly basis. The position can be filled prior to the removal date.

·       Physical Demands: Sit for prolonged periods of time at a computer terminal.

WORK ENVIRONMENT

·       Limited vacation usage during fiscal close.

·       Occasionally work outside the standard work schedule of M-F, 8am-5pm to meet operations or grant deadlines, usually at short notice.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

·       Experience with management of complex federal and state contracts and grants. Experience in financial analysis, forecasting and strategic planning to analyze and compile financial data and reports.

·       Experience serving as departmental compliance officer for federal awards, state and private foundation awards and industry awards. Experience with controlling complex budgets, accounting and personnel functions including detailed budget preparation, contract and grant budget proposals, payroll, ledger reconciliation and fiscal close.

·       Experience establishing and maintaining effective working relationships with those contracted in the course of work. Interpersonal and oral communication skills sufficient to coordinate with a wide range of personnel, including supervisors, faculty, postdoctoral researchers and investigators, and graduate students.

·       Knowledge of the principles of budgeting, accounting and control. Demonstrated award funding, project development and project management experience. Experience gathering and synthesizing large amounts of complex information.

Minimum Knowledge, Skills, and Abilities (KSA):

·       Excellent writing skills.

·       Proficiency in MS Office Suite. Skills to use computer applications such as Microsoft Word, Microsoft Excel including pivot tables, and Microsoft Outlook. Organizational and time management skills to meet deadlines and manage assigned work as well as to schedule production, organize information, and maintain accurate records. Problem solving and decision-making skills.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:   

·       Experience coordinating documents and projects with Business Contract and Legal Affairs and to interpret regulations or guidelines and to recommend fiscally responsible and sound management practices.

·       Knowledge of UC policies and departmental operating procedures. Experience in effective use of multi-user computer network systems and applicable financial management software (Kuali, DaFIS and PPS preferred).

Preferred Knowledge, Skills, and Abilities (KSA):

·       Communication skills to convey recommendations to PI’s, managers, and staff to ensure compliance with policy. Skills to recognize problems with cost recovery, invoices, accounts and payroll and initiate timely and appropriate action to resolve them.

·       Organizational skills to work with changing priorities and demanding workload and to use judgment to make logical decisions.

·       Interpersonal, verbal and written communication skills to clearly and effectively interact with a diverse group of individuals; secure and/or provide information to clarify situations, resolve problems, and negotiate services and/or agreements and MOU’s with other departments or external agencies.
