Rutgers, The State University of New Jersey, is seeking a Strategic Sourcing Analyst for the department of University Procurement. This position is under the general direction of the Strategic Sourcing Category Manager. The Strategic Sourcing Analyst is responsible for conducting university-wide spend analysis in one or more categories in order to determine how to best leverage the resources of the university in purchasing goods and services. Focusing on the Total Cost of Ownership (TCO), the Strategic Sourcing Analyst independently evaluates client needs, organizational goals, and market conditions to make recommendations for and leads strategic sourcing strategies and initiatives. The Strategic Sourcing Analyst independently identifies opportunities to improve category buying by examining supplier relationships and spend trends across Rutgers University.
Among the key duties of this position are the following:
  • Identifies university-wide category buying opportunities to best leverage university resources.
  • Works with multiple internal clients to determine university-wide needs for goods and services.
  • Conducts spend analysis and recommends sourcing initiatives based on independent analysis of data.
  • Develops presentations identifying new strategic initiatives to be presented to senior management.
  • Conducts research and benchmarking, and synthesizes data to support new initiatives.
  • Executes category-sourcing initiatives by calculating base line spend and savings for category sourcing initiatives.
  • Manages key suppliers (segmented by spend, complexity and strategic importance) with the goal of ensuring supplier service, quality and innovation efforts that meet or exceed Rutgers requirements.
  • Provides support with long-term initiatives and manages, plans for, and drives full value potential for the university and suppliers.
  • Undertakes research and analysis of key strategic suppliers and the external market place, ensuring that information e.g. supplier strategy and risk insight, is shared between University Procurement and wider business entities.
  • Assists with implementing strategic sourcing methodology and process for assigned spend categories and communicates, educates and obtains support for Strategic Sourcing methodology and process from key stakeholders throughout the University system.
  • Executes models to evaluate supplier capabilities with respect to expertise, industry, capacity, quality, operating model, financial stability, strategic positioning in the market, etc. Reports on any discrepancies and develop recommendations for resolution.
  • Benchmarks strategic sourcing practices in higher education and in the procurement industry.
  • Develops, implements and maintains reports to track strategic initiatives and associated savings.
  • Develops communications for the university community including summary reports and analysis to support strategic initiatives.
  • Assists with the execution of strategic initiatives including: coordinating steering evaluation and committee meetings; independently drafting, reviewing and editing RFx documents, developing market baskets and scopes of work based on analysis and research, assisting with bid conferences and meetings, conducting analysis of pricing schedules and bid packages and presenting findings in clearly developed formats and reports, drafting evaluation recommendations, and preparing documents and reports for contract negotiations. Reviews and processes requisitions as needed in support of stakeholder or project requirements.
  • Leads and executes business unit RFx events.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement.
The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications


Minimum Education and Experience
  • Bachelor’s degree in Business Administration, Sourcing, or Supply Chain Management or a related field or an equivalent combination of education and/or experience.
  • 5 years of progressively responsible sourcing experience.
  • A Master’s degree in Supply Chain Management may be substituted for two years of experience.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Must have a thorough understanding of purchasing principles and experience with multiple commodity categories.
  • Must be detail orientated with demonstrated ability to multi-task and work independently with little management oversight.
  • Experience in working with automated purchasing systems preferred; knowledge of Oracle and/or JAGGAER (f.k.a Sciquest) are especially preferred. Proficiency at using a personal computer and Microsoft’s suite of Office Products, including Word, Excel and PowerPoint.
  • Must demonstrate professionalism, critical thinking and strong business acumen.
  • Strong oral, written, and analytical skills.
Preferred Qualifications
  • Experience working with statistical data preferred.
