Job Description

 

The Executive Director of Strategic Planning, Effectiveness and Special Projects serves as the officer responsible for leading and overseeing strategic planning, institutional research, assessment, effectiveness, and college special projects. The Executive Director reports to and works in concert with the President.

 

 

Essential Functions:

  • In concert with the President and College leadership, oversee and provide organization and coordination for a comprehensive systematic approach in the development, maintenance, updating, and publishing of the College’s strategic plan.
  • Provide support for strategic planning, quality assurance funding cycle planning, and annual planning activities.
  • Lead in the development of benchmarks based on data that supports the development and implementation of a comprehensive strategic effectiveness plan that leads to the continuous growth and effectiveness of the college and its units.
  • Submit an annual effectiveness report that indicates the strengths, weaknesses, and recommendations for attention and improvement that align with the College’s Strategic Plan.
  • Oversee and provide support to departments in the development, review, use of data, and connection of goals to effectiveness in fulfillment of the college’s strategic plan.
  • Oversee institutional assessments, research, and other activities to assess and document effectiveness. Work with department personnel and faculty to research, identify, and apply assessment tools, outcome measures, and benchmarking practices and document use of results.
  • Advise the Cabinet and College Leadership of areas of Effectiveness and areas needing attention and improvement. Advise the President of the areas where the College is not being effective and measures that should be considered to increase effectiveness.
  • Provide oversight to ensure that institutional research meets internal data and analysis needs, and that external agency requirements and semester and annual college profile/statistical data and analysis is developed and circulated in a timely manner.
  • Assist the SACS-COC liaison to ensure that the institution remains in compliance with SACS requirements and reports.
  • Work with the academic associate vice president for faculty, curriculum and programs to ensure that academic program reviews are conducted and the use of results is documented.
  • Serve as the College representative, and coordinate preparation and submission, of the Tennessee Higher Education Commission Quality Assurance Funding report. Analyze and advise the President of outcomes and needs.
  • In concert with Public Relations, develop and maintain a planning, institutional effectiveness, and research website.
  • Develop a college data base that supports monitoring and trending of data for units to use in continuous improvement and increased effectiveness.

Supplemental Functions:

1. Provide leadership for the College Leadership Council (College Planning Council)
2. Participate in appropriate College System of Tennessee
3. Serve on college committees as assigned
4. Other duties as assigned

 

Education, Training and Experience Required:

  • Master’s degree or Masters equivalent, doctorate preferred
  • Experience related to fulfilling the position responsibilities
  • 5 years higher education experience, preferably in a leadership role in planning and effectiveness.
  • Experience with building reports and conducting data analysis and formulating recommendations for effectiveness.
  • Demonstrated successful experience in strategic planning leadership at the college level or like organization.

 

 

Education, Training and Experience Preferred:

    • Educational background in fields compatible with responsibilities, in mathematics and or statistics preferred.
    • Experience with a student information system, Banner preferred.

 

Knowledge, Skills, Abilities and Work Characteristics:

  • Demonstrated knowledge of strategic planning practices, benchmarking, and collection and analysis of data for identifying college successes and areas for improvement.
  • Demonstrated quantitative and qualitative research, including assessment and analysis skills for decision making. Ability to conduct internet-based research.
  • Demonstrated leadership in personnel management and the ability to communicate and work effectively with a diverse student population, faculty, staff, and the general public.
  • Demonstrated knowledge and ability in planning, evaluation, and continuous improvement systems.
  • Ability to communicate effectively in written and spoken English.
  • Demonstrated ability to function effectively as a team member.
  • Demonstrated ability to set priorities and manage multiple projects.
  • Demonstrated presentation skills.
  • Demonstrated computer applications skill (Word, Excel, PowerPoint, Internet).
  • Commitment to innovation and continuous improvement, teamwork, high-end student and internal customer service, and the pursuit of high quality and effectiveness.

 

 

Titles Supervised:

  • Director, Institutional Research
  • Work-study students

 

 

Working Conditions:

  • Normal sitting and movement in an office environment
  • Normal usage of computer
  • Travel to Columbia State centers and sites, and other service area locations
  • Varied work hours, including days and occasional evenings/weekends

 

 

Hiring Salary Range: $86,790 - $108,480

This position is based at the Columbia, TN Campus.
