The Executive Vice President of Operations/COO is directly responsible for the overall operation, direction, and administration of IDD service programs. The primary duties and responsibilities of this position also include, but are not limited to, the following:

Specific Duties:

  • Compliance with applicable law, regulation, Waivers, government policy, and provider agreements.
  • Development and implementation of agency policies, procedures, training and supervision to ensure compliance with item 1.
  • Responsible for the development and coordination of training to all employees on agency policies and procedures, including explanation of what is expected of each employee in accordance with those policies and procedures. This includes staff leadership development to ensure a pipeline of prepared leaders. In addition, analyzing the effectiveness of the training processes is key to the success of the agency.
  • Ensuring that management provides leadership and supervision in accordance with agency policies and procedures.
  • Development of annual operating budget in conjunction with the Vice President of Financial Operations/CFO.
  • Monitoring financial performance.
  • Monitoring requisitions, billings, invoices, and payables.
  • Monitoring program occupancy.
  • Participation in program audits.
  • Development of program service plans.
  • Development of strategic objectives.
  • Preparation of reports to the CEO.
  • Function as a participating and collaborative member of the Executive team. Assist in the development of agency strategic objectives.
  • Participation on related committees within the Rehabilitation and Community Providers Association.
  • Performance of other related duties and assignments as directed by the CEO.

Facilities and Safety Compliance Responsibilities:

  • Ensure that appropriate program facilities and equipment are leased, managed and maintained in safe operable conditions and meet applicable codes and regulations.
  • Ensure that adequate and appropriate program equipment and supplies are purchased in accordance with agency policy and procedures, and applicable fiscal regulations.
  • Ensure that required reports are completed and disseminated regarding the occurrence of residential incidents/accidents and other necessary data, as well as ensuring analysis regarding these.

Qualifications:

Preferred Qualifications & Experience:

  • A Master’s degree in Special Education, Psychology, Public Administration or other relevant field from an accredited college or university; and
  • A minimum of eight to ten years of executive senior management experience in a non-profit or human service environment, in a managerial capacity; and
  • Proven successful experience in management or administration, which includes leadership and staff development, compliance management, and basic human resources practices; and
  • Proficiency in working with various software and technology, along with success in using these technologies to streamline administrative requirements.

Minimum Qualifications and Experience:

  • A Bachelor of Science Degree in Special Education, Psychology, Public Administration or other relevant field from an accredited college or university; and
  • A minimum of five years executive senior management experience in a non-profit or human service environment, in a managerial capacity; and
  • Proven successful experience in management or administration, which includes leadership and staff development, compliance management, and basic human resources practices; and
  • Proficiency in working with various software and technology, along with success in using these technologies to streamline administrative requirements.

Required Skills and Abilities:

  • Must possess sound and ethical judgment.
  • Must possess excellent written and verbal communication skills.
  • Must be detail oriented and possess above average and creative problem solving skills.
  • Must be collaborative and team-oriented in working with peers and staff.
  • Must be able to develop and maintain effective working relationships with all levels of staff within and outside the agency.
  • Must present a professional attitude at all times in dealings with Staff, Individuals, Board Members, and outside contacts.
  • Must be available for scheduled travel of up to 400 miles by automobile with overnight stays, and on infrequent occasions, greater distance and time.
  • Must read, write, speak and understand the English language.
  • Ensures confidentiality of Protected Health and Agency confidential information.
  • Must possess a current, valid driver’s license from state of residency, and when required to drive an agency vehicle, must be insurable under Hope’s insurance carrier.
  • Must be legally able to work in the United States.
