Job Summary

The Cope Program Manager uses advanced operational concepts and objectives to resolve highly complex issues required to launch and administer COPE 2.0, a program to increase timely access to behavioral health services, online wellbeing resources and other support options, based on the framework of the initial COPE program, taking a population health approach. Creates program structure and establish partnerships across UCSF to ensure the program meets the needs of all employees and trainees. Identifies, cultivates and maintains support options and wellbeing resources to meet the needs of program participants.
Once the program has been established, responsible for ongoing program administration. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria to evaluate program results and impact, including utilization.
This role requires balancing multiple priorities and responsibilities. The initial phase of the work will be developing and launching a new UCSF enterprise program.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.

Department Description

The COPE 2.0 Program is a new program within HR People Wellness and will serve a broad and complex population of employees and trainees (residents/fellows & postdoctoral scholars) at UCSF.

The COPE Program was initially developed and implemented in the spring of 2020 in response to COVID 19 related stress, anxiety and moderate to severe symptoms of distress among the UCSF community as a partnership between the Department of Psychiatry, Human Resources and the Center for Digital Innovation.
The original program provided timely easy access to: Individual behavioral health care; curated, online evidence-based self-management tools and special interventions including population specific well-being town halls, workshops and other group activities.

Based on lessons from the original program and current conditions, COPE 2.0 will focus on individual behavioral care access; mitigating obstacles accessing mental health services in the community faced by participants, along with access to online wellbeing resources and augmented support options.

Central to the program is utilizing a digital health tool available 24/7 to triage and assess individual needs and direct to both wellbeing and clinical services to ensure easy access to needed services.


Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 5+ years related experience in program development/program administration.
  • Program development and management experience
  • Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
  • Ability to use discretion and maintain all confidentiality.
  • Ability to multi-task with demanding timeframes.
  • Advanced analytical / problem-solving skills.
  • Ability to effectively build partnerships at all levels of the organization to accomplish objectives.

Preferred Qualifications

  • Advanced project management skills.
  • Experience managing projects requiring technology development and enhancements.
  • Advanced understanding of mental health services and current environment and options.
