The Search Process

The job posting shall stay open until the position is filled. To receive full consideration applications should be received no later than 5:00pm on Friday, October 13, 2023. References will only be contacted once the interviewee is selected as one of three finalists. Initial interviews will be conducted by our search committee at our Administrative office in Bakersfield. The three finalists will be interviewed by the full Board of Directors at the same location in early December. The new CEO will begin work on April 16, 2024.

Bakersfield-based Kern Bridges Youth Homes (KBYH) provides services to foster youth that includes foster care, intensive services foster care (ISFC), Shorth Term Residential Therapeutic Program, adoption home studies, court ordered supervised visitation, and training. KBYH is recruiting a Chief Executive Officer to replace our retiring CEO who has spent the last 23 years as head of our team. KBYH is a well-respected organization with deep roots and a vital part of the Bakersfield community.

About the Agency

Kern Bridges Youth Homes, Inc. (KBYH) was established in 1988 as a 501 (c) (3) nonprofit corporation providing foster homes to youth in Kern County, CA. In 1997, Kern Bridges opened its first group home, the Almklov House, which houses 6 youth. In 1999 Kern Bridges acquired its adoptions license, and in 2001, Kern Bridges opened its second group home, Casa de Ninos Home, which houses 12 children. Both group homes have been converted to Short Term Residential Therapeutic Programs (STRTP). Since then, KBYH has expanded its services to include Intensive Services Foster Care (ISFC) and court ordered supervised visitation (SVP).

KBYH has an average of 90 employees and an annual budget of over six million dollars.

To provide a continuum of services that help foster youth and their families repair, replace, or gain their independence and chosen lifestyles.

Location

The Executive Director will work in Bakersfield. Occasional travel will be required. Irregular hours, including nights, weekends, and on-call times are expected occasionally at times.

Qualifications and Responsibilities:

EDUCATIONAL REQUIREMENTS

Master’s Degree from an accredited university in Social Work, Child Psychology, Counseling, Human Services Administration, or related field is required and experience in working with foster youth.

Must possess a clinical license from the California State Board of Behavioral Sciences.

GENERAL REQUIREMENTS

A minimum of 5 years of experience in staff supervision.

A minimum of 5 years of experience in foster youth programs and resource/project management

Substantial experience in validating and translating youth development theories, principles, and concepts into programmatic objectives by strategic planning methods.

Competency in Microsoft Office for Mac applications (word processing, database, spreadsheet, e-mail, presentation graphics, etc.).

Experience in developing and managing large budgets.

Exceptional time management and detail-orientation skills

Availability for travel as needed.

Must possess a valid California driver’s license.

Must be at least 21 years of age.

Compensation

A competitive compensation package, including comprehensive benefits, will be offered commensurate with experience. The salary range for this position is $110,000 - $150,000.

JOB DESCRIPTION

CEO/Executive Director

A. SUMMARY OF FUNCTION

Responsible for the overall operation of Kern Bridges Youth Homes in accordance with the Kern Bridges Youth Homes, Inc., and to provide services necessary to ensure proper care, treatment and safety of residents and staff.

B. ORGANIZATION DUTIES AND RESPONSIBILITIES

1. Supports the mission, vision and philosophy of Kern Bridges Youth Homes, Inc.. Complies willingly with all organizational policies and procedures.

2. Supports all functions that attain and maintain accreditation and compliance with regulatory agencies.

3. Supports and facilitates positive interaction with others by exhibiting:

4. Exhibits effective communication skills.

5. Participates in appropriate professional development programs to attain and maintain competency. This competency will include the appropriate provision of services for the age-specific population served. Requires 40 hours of annual training.

10. Promotes a physically safe and emotionally healthy environment for residents.

C. JOB-SPECIFIC DUTIES AND RESPONSIBILITIES

Implements and supervises all activities of Kern Bridges Youth Homes, Inc.

Implements and supervises all COA requirements.

Establishes and maintains liaison with external vendors, agencies and other resources that relate to Kern Bridges operations.

Establishes and maintains liaison with BoD.

Assures and monitors compliance with all internal and external regulations regarding KBYH operations including CCL, DHHS, COA, OSHA, and BoD developed policies and procedures.

Implements and operates the childcare program in accordance with the KBYH Model of Care.

Provides crisis intervention for residents, to include the use of approved verbal and physical intervention techniques.

Collaborates with Human Resources Division to ensure proper recruiting, hiring and retention of employees.

Establishes and maintains an appropriate resident census for KBYH.

Represents the organization with major clients, donors, local communities, and the public. Participates in various professional association and community activities to enhance the organization’s visibility and to further personal development.

Promotes the Performance & Quality Improvement (PQI) process by identifying quality indicators to measure the outcome of departmental projects/functions and by identifying opportunities for process improvement.

Generates correspondence, administrative reports and related documentation as needed.

Initiates/attends/participates in administrative/staff/committee meetings as needed.

Exercises the usual authority of a campus Administrator concerning personnel issues, safety/risk management issues, budget/resource management issues, and assumes additional tasks/special projects as assigned by the BoD.

Facilitates other projects/staff as assigned.

Within departmental parameters, exhibits customer service, decision-making and problem-solving skills.

Effectively prioritizes and coordinates job tasks for maximum productivity.
