New River Community Action (NRCA) serves Radford City and the Counties of Montgomery, Giles, Floyd and Pulaski in rural southwestern Virginia. The Opportunity

On behalf of NRCA, Warren Whitney seeks an experienced professional as CEO, who is responsible for advancing the NRCA mission through the administration and operation of the agency, including implementation of all agency policies, service programs, procedures, and financial management. The position exists to assure the efficient and quality delivery of programs and services, as determined by the Board of Directors, to clients of NRCA in a manner consistent with its charter, by-laws, guiding principles and available resources. The Radford, VA based role oversees about 130 employees with a budget of approximately $8.5M. Reports to an Advisory Board of 17 which meets 10 - 12 times annually. Primary Responsibilities

  • Oversees the planning, implementation, and evaluation of the agency's programs and services. Ensure that the programs and services offered by the agency contribute to the agency's mission and reflect the priorities of the Board.
  • Oversees the efficient and effective day-to-day operation of the agency.
  • Attends all Board meetings. Attends Board committee meetings or ensures appropriate staff support.
  • Identifies, assesses, and informs the Board of Directors of internal and external issues that affect the agency.
  • Works with the Board and staff to secure adequate funding for the operation of the agency. Maintains a constant flow of data and reviews regarding grant applications.
  • Professionally represents NRCA in the community. Maintains a positive image of the agency within the community as a whole.
  • Ensures the overall financial management of agency following financial policies and procedures.
  • Ensures the overall supervision and management of agency personnel following agency personnel and hiring policies and procedures.
  • Participates with the Board of Directors in developing a vision and strategic plan to guide the agency.
  • Regularly reports strategic plan progress to the Board.
  • Maintains an efficient program and financial data flow with all funding agencies.
  • Communicates with stakeholders to keep them informed of the work of the agency, and identifies changes in the community served by the agency.
  • Establishes good working relationships and collaborative arrangements with community groups, funders, local government, elected officials, and other agencies to help achieve the goals of the agency.
  • Oversees draft of policies for the approval of the Board and prepares procedures to implement the organizational policies; reviews existing policies regularly and recommend changes to the Board as appropriate.
  • Identifies Board training needs and facilitates the training. Provides new Board member orientation about the agency.
  • Implements an effective Public/Community Relations & Resource Development plan.
  • Ensures management of agency facilities and vehicles.
  • Participates in conferences and monitoring visits as deemed necessary by either federal or state agencies.
  • Ensures agency follows required state and federal guidelines; follows agency policies and procedures in all areas. Ensure all compliance of program guidelines and regulations.
  • Maintains strict confidentiality regarding agency, financial, personnel, and client information as allowed by law.
  • Personally reports to Department of Social Services all suspected child, aged or incapacitated adult abuse and neglect as required by law and documents accordingly. The Commonwealth of Virginia mandates the reporting of suspected child abuse and neglect within 24 hours to the local DSS.
  • Performs all other duties that advance the philosophy and goals of NRCA and its programs as deemed necessary by the Board of Directors.

Key Qualifications

  • Master’s degree in a Human Services field, Planning, Public Administration, or Business Administration.
  • Minimum five years effective supervisory experience in a non-profit or public agency.
  • Experience in personnel and financial management is essential.
  • Affordable Housing development experience preferred.
  • Excellent verbal and written communication skills.
  • Commitment to the mission, goals, values and services of Children’s Home Society of Virginia.
  • Effectively uses technology (e.g., MS office suite, CRM/database and reporting).
  • Residency within New River Valley (Floyd, Giles, Montgomery, Pulaski Counties; City of Radford).
  • Valid VA Driver’s license as the role is required to drive approx. up to 4 hrs. per day; may include transporting individuals and families within the New River Valley, and in pre-approved cases, outside the New River Valley.
  • Some night/overnight driving may be required for an out-of-town training or meetings.
  • Successfully complete pre-employment background screening to include criminal, fingerprints, child abuse and neglect, and driving records.
