Job Summary

The full-time Adult Education and Literacy Grant Coordinator will be the reporting liaison with the Texas Workforce Commission for faculty, staff and professional development, grant financial reporting, budgeting, federal and state time and effort reporting, and assisting with grant proposals.

Required Qualifications

Associate Degree

Minimum of two years of experience managing grants or directly related experience

Excellent communications skills

Knowledge of accounting best practices to include experience working with a budget

Computer literacy to include proficiency with Microsoft Office; specifically Excel

Knowledge of general office equipment to include copier, fax machine, multi-line telephone

Strong organizational skills

Able to work independently

Must possess a valid Texas Driver License, good driving record, and be insurable on Midland College’s insurance policy

Preferred Qualifications

Bachelor degree

Knowledge of Texas Workforce Commission CEDR reporting

Knowledge and proficiency in using Texas Adult Education Management System (TEAMS)

Understanding of federal grant reporting standards/TANF

Experience with federal/state grants and budgets

Bilingual

Ability to design and implement professional development for AEL staff

Essential Functions

Serve as point of contact for the Texas Workforce Commission Adult Education and Literacy Grants

Guide the Adult Education and Literacy program financial responsibilities, including managing Integrated Training funds and Workforce Innovation Opportunity Access to grant funding

Understand and apply WIOA and TANF funding appropriately

Apply and withdraw funds from TWC’s CDER account appropriately

Audit monthly withdrawal and payments to Midland College from TWC

Provide individuals with information and assistance with Adult Literacy programs at Midland College

Assist in grant development and maintaining grant

Assist with reporting cash draw, obligations and accrued expenditures during grant’s period of participation

Understand federal and state uniform guidance from the Office of Management and Budget (Uniform Grant Management Standards)

Communicate with local agencies, ABE staff, ABE co-ops, statewide ABE programs, Midland College faculty and staff and the Texas Education Agency

Attend professional development for Adult Education

Maintain positive working relationships with faculty, staff, and partners

Supervise data management specialist to keep student and instructor records up to date

Liaison with Midland College off-campus AEL sites

Plan, maintain and submit all materials and paper work to TWC on professional development for staff and faculty

Collaborate with TCALL/PD Center and TWC to ensure all documentation is submitted through auditing system

Prepare purchase orders, travel requests, leave requests, expense reports and personnel status forms

Prepare and manage program records and documents

Manage resources: budget, supplies, textbooks and equipment

Assist with scheduling classes/rooms

Organize the annual GED graduation ceremony

Collect and check payroll time sheets and time and effort reports for accuracy

Answer phones and field questions regarding the ABE program and schedules

Copying and filing as needed

Other duties as assigned

Physical Demands

Frequently moves equipment or paperwork weighing up to 20 pounds

Must be able to remain in a stationary position 50% of the time

Use of manual dexterity

Repetitive use of keyboard at a workstation

The person in this position frequently communicates with others; must be able to exchange accurate information

The person in this position needs to occasionally move or drive from office to other locations on or off campus

Ability to work extended or evening hours as needed
