Posting Summary
Rutgers, The State University of New Jersey, is seeking a IT Manager for the Office of Information Technology (OIT) – Enterprise Application Services (EAS). This position requires competent management skills along with advanced programming skills and a broad range of technical knowledge.
Among the key duties of this position are the following:
  • Manages the CMS websites development team of OIT/EAS Web Consulting Services (WCS) group.
  • Provides centrally funded and fee-based Drupal/WordPress CMS hosting and development services and contract programming services to a variety of client departments at Rutgers University.
  • Must stay current with best practices in WordPress/Drupal CMS development.
  • Applies new technology and processes where appropriate.
  • Manages the Pantheon contract, leverages ongoing evolution and development of Pantheon hosting platform and services for University websites.

Work Arrangement
Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement.
The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications


Minimum Education and Experience
  • Bachelor’s degree or an equivalent combination of education and/or experience that demonstrates comprehensive knowledge and understanding of information technology management principles and practices.
  • Six (6) years of working experience as an IT professional with solid knowledge of current programming languages, methodologies and essential project management skills.

Required Knowledge, Skills, and Abilities
  • Ability to take charge, gain support and commitment, initiate actions and make logical decisions.
  • Must possess excellent analytical, research/debugging skills and excellent organizational, interpersonal, oral and written communication skills.
  • Full-stack WordPress developer and lead architect to design and implement complex web-based solutions.
  • Able to prioritize, schedule, delegate and complete development, configuration, and testing required for multiple projects with overlapping schedules.
  • Proficient in analysis, maintenance, and extendibility of core WordPress framework.
  • Expert in PHP, MySQL, JavaScript (ES6), HTML, CSS (SASS).
  • Experienced in use and configuration of common WordPress plugins, such as Advanced Custom Fields, Events Calendar Pro, Ninja or Gravity Forms.
  • Expert in design and development of custom solutions including plugins, templates, and themes.
  • Able to integrate JSON and XML based web services into advanced web projects using both RESTful and SOAP based APIs.
Preferred Qualifications
  • Experienced in design and development of custom JavaScript widgets and applications.
  • Knowledgeable in version control with Git and GitLab.
  • Proficient in Pantheon clouding hosting platform for Drupal/WordPress websites.
  • Experience with enterprise architecture, systems design, relational database management systems, and emerging web technologies.
  • Must understands and be proficient in object oriented (OO) design and systems development, networked and cloud computing environments.
  • Up to date with best practices in WordPress/Drupal.
  • Familiarity with Pattern Lab.
  • Good understanding of accessibility and implementation of accessible solutions.
