Job Summary
Independently gather, manage, and analyze financial data from a variety of revenue streams, including state general funds, state and federal grants, private grants, gifts, and other funding sources. Independently serve as liaison and department representative to the Office of Research Sponsored Programs, Accounting and Financial Services, Business Contracts, and outside agencies including Federal and private sponsoring agencies as well as prime- and sub-contracting agencies. The incumbent is the primary Fiscal Officer for approving financial transactions. Responsible for maintaining well organized data management files for sponsored and organized research activities. Works in a highly independent capacity dealing with complex proposals and award management to ensure comprehensive and accurate budget development. Responsible for a diverse scope of pre- and post-award processes, budget development, analysis, forecasting, and for control of complex budgets. Provide highly complex financial analysis and effort reporting and participate in the financial planning for a wide variety of federal, state, and private grants. Serve as a compliance officer in University Policy & Procedure for all business processes, financial and personnel procedures, as they relate to intramural and extramural funding.
This position has a three (3) week recruitment period. Applicants will be screened after two weeks; and then on a weekly basis. The position can be filled prior to the removal date.

WORK ENVIRONMENT
MINIMUM QUALIFICATIONS Minimum Education/Experience: · Extensive experience interpreting and applying federal policies and procedures related to research fund pre- and post-award management, including effort reporting and cost sharing, preferably in a university environment. · Financial analysis experience including cost allocation, forecasting, and strategic planning to analyze and compile financial data and reports and present complex data for decision-making purposes. · Bachelor’s degree in accounting, business, finance, or a related field, or an equivalent combination of education and experience. · Extensive experience and skills with MS Excel and the MS Office Suite applications, computer skills to utilize various programs, software, and web applications. Minimum Knowledge, Skills, and Abilities (KSA): · Critical thinking skills in problem solving around complex issues, analyzing, and interpreting data and policy, and placement of issues into context. · Interpersonal and communication skills to effectively communicate and interact with Dean’s Offices, campus departments, Principal Investigators, CAO, staff, and students to ensure compliance with UCD policy and procedures. · Organizational skills to work with changing priorities and demanding workload to independently manage and monitor multiple accounts simultaneously and to meet multiple and variable priorities and deadlines.
PREFERRED QUALIFICATIONS Preferred Education/Experience: · Experience with UCD automated financial systems (UC Path, Cognos, Kuali, AggieExpense, Decision Support, AggieBuy, PrePurchasing) or ability to learn new systems as required. · Experience with different proposal submission systems, like Cayuse, Grants.gov, Research.gov, SmartSimple, ProposalCentral. Preferred Knowledge, Skills, and Abilities (KSA): · Knowledge of federal and private compliance regulations governing grant budgeting, financial reporting, cost-sharing standards, cost allocation, and policies regarding use of grant funds.
