Plans, manages, and coordinates the activities and operations of the maintenance department.  Coordinates and monitors assigned activities with other organization units, faculty and staff, outside facility user, and contractors.
Distinguishing Career Features:
The Manager, Maintenance and Operations is a first-line management position responsible for the efficient and effective performance of custodial, grounds, and maintenance.   The manager also monitors construction and repair projects occurring during afternoon and evening hours ranging from plumbing systems, electrical, painting and structures, masonry, signage, and air handling.  The Manager applies a blending of knowledge of construction trades, and building and infrastructure maintenance blended with administrative and instructional support.  
Essential Duties and Responsibilities:
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties:  

  • Plans, organizes, and manages and evaluates the work of assigned maintenance staff.  Reinforces departmental standards and work plans, prioritizes, assigns, and reviews the work of staff responsible for providing construction, maintenance, repair, landscape and grounds, and energy management of district buildings, and structures. 
  • Coordinates day-to-day organization, staffing, work assignments, and operational activities for maintenance services and projects including construction, repair, landscape and grounds maintenance, and operation of utilities, heating and cooling systems, and energy management.  
  • Reviews and approved work orders and scope of work for in-house projects and contract work.  Creates material and equipment specifications and manuals, estimates costs for labor and materials, and schedules and sequences work and/or works with outside contractors/consultants. 
  • Works with the college constituency and departmental support staff to develop efficient and non-disruptive approaches for conducting construction and maintenance tasks. 
  • Serves as the first point of contact for matters ranging from urgent needs, and assistance to get access to facilities and special services. 
  • Assists in the development of, and administers approved budgets for maintenance.  Oversees and processes expenses, ensuring proper use of labor and materials.  Reviews, processes, and submits departmental payroll, maintaining strict District deadlines.  
  • Coordinates maintenance operations with those of other divisions and outside vendors and contractors.  Provides staff assistance to the Director.  Prepares and presents staff reports and other necessary correspondence. 
  • Inspects and evaluates the condition of facilities, parking lots, and roadways, assuring compliance with uniform building codes, and regulations. Inspects the condition of machinery and equipment and recommends repairs or upgrades to the Director. 
  • Conducts and/or arranges for on-the-job training for maintenance staff in technical aspects of work, safety, and emergency protocols and procedures. 
  • Plans, schedules, and supervises preventive maintenance activities performed during the assigned shift.  
  • Stands in for the Director as needed. 
  • Performs other duties as assigned that support the overall objective of the position.

Qualifications and Physical Demands


Knowledge and Skills:
The position requires thorough proficiency and knowledge of building maintenance and operations for the areas including and not limited to the installation, operation, maintenance and repair of the lighting, air conditioning, electrical, plumbing, carpentry, masonry, painting, locksmith, and mechanical systems.   Requires working knowledge of building management systems for access, safety, and energy efficiency.  Requires in-depth knowledge of the UBC including public educational institution regulations for accommodating the handicapped.  Requires knowledge of the rules, regulations and safety orders of the Division of Industrial Safety as applied to construction, operation and maintenance of buildings.  Requires sufficient math skills in preparing budgets, estimating materials, measuring distances, and costs.  Requires sufficient oral and written skills to prepare correspondence, reports, and specifications.  Requires knowledge of the principles and best practices of maintenance administration including supervision of others, general human resources management, budging, purchasing, and project management.  Requires basic knowledge of student services and the nature of instructional support on a college campus.  Requires well-developed human relations skills to build a service oriented team, convey technical instructions, and work collaboratively with internal customers and external contractors.
Requires the ability to carry out all responsibilities of the position.  Requires the ability to   plan, organize, and supervise work programs that optimize the use of staff.  Requires the ability to establish collaborative work relationships with departments, outside contractors, and the public.  Requires the ability to operate vehicles, equipment, and tools used in maintenance and operations and instruct others.  Requires the ability to organize and sequence project steps to accomplish efficiency with use of labor and materials.  Requires the ability to observe work habits and give one-on-one or small group training in safety and best practices.   Requires the ability to prepare time and material estimates, interpret building codes, read, interpret, and translate blueprints and schematics.  Requires the ability to show proactive customer service and sensitivity to a diverse population of students, faculty, and campus visitors.

Education and Experience:
The position typically requires an Associate's degree with major coursework in technical engineering, industrial technology, a skilled trade or a related field plus mastery of at least one of the technical trades plus 6 years increasing responsibility in building maintenance and operations including 2 years of experience as a team leader or supervisor. Or, any combination of education and experience that would meet the required equivalent qualifications.
Licenses and Certificates:
A valid driver license.
Physical Abilities:
The incumbent performs work of a moderately active nature in predominately an indoor environment and periodically work outside with exposure to weather variations and safety considerations when operating vehicles, equipment and tools used in maintenance and operations of District facilities.  Requires sufficient ambulatory ability to inspect premises, including some ability to bend, stoop, and walk in confined areas. Requires arm, hand, finger dexterity to operate keyboard and other office equipment.  Requires sufficient visual acuity to read detailed drawings, recognizing words and numbers.  Requires sufficient auditory ability to carry on conversations in person and over the phone.

Working Conditions:
Work is performed indoors and outdoors where some, yet minimal, safety considerations exist while inspecting construction sites.

Conditions of Employment

This is a full time, 12 month per year position. The normal hours of work are between 12:30 p.m. to 9:00 p.m., Monday through Friday, with availability to work after hours on emergencies, as needed, with the flexibility to change scheduled hours as needed for coverage.  The effective date of employment will be arranged with the supervisor.
