Position Summary/Purpose of Position:

Applied Research Laboratory for Intelligence and Security (ARLIS), based at the University of Maryland College Park, was established in 2018 under the sponsorship of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD). As a University-Affiliated Research Center (UARC), our purpose is to be a long-term strategic asset for research and development in our core competencies.

The Network Science and Communications Lead generates and executes research projects in communications and network science technical areas. They will work at the intersection(s) between networks and human issues such as identity, behavior, and socio-technical interactions.

The Network Science and Communications Lead is responsible for the following activities:
  • Lead and perform original research involving network science and communications research.
  • Contribute to the development and maintenance of strategic relationships with sponsors.
  • Work collaboratively with multidisciplinary technical experts across ARLIS to elicit needs from the sponsors, ideate new program ideas based on these needs, and create and manage program pursuit teams to develop program plans and get them under contract.
  • Produce presentations and other project documents/deliverables, give briefings, communicate with sponsors or university stake holders, etc.
  • Contribute to strategic exercises such as road mapping, identification of technical discriminators, and specification of challenge problems or grand challenges.
  • Communicate regularly and effectively with both leadership and researchers at ARLIS.
  • Manage more junior researchers as supervisor.

Minimum Qualifications:

Education:
Ph.D. in computational social science, computer science, communications and networking, mathematics, or a similar field.

Experience:
  • 5+ years of experience developing, leading, and working on complex, multidisciplinary research programs.
  • Career track record of professional accomplishment in network science and communications systems.
  • Background in both physical and social networks, including a proven track record in two or more of the following areas:
    • Experience with complexity science, including the application of network science approaches such as social network analysis and graph analysis to the understanding of sociotechnical research questions.
    • Experience with network dynamics, higher-order networks, network inference, and control of network systems.
    • Experience with theoretical, experimental, and applied network science and communications and networking research.
    • Experience with RF systems.

  • Experience with building teams of science and engineering professionals.
  • Experience building and sustaining external research and sponsor partnerships.
  • 2+ years of experience as a direct supervisor of personnel.

This position requires the ability to acquire a United States TS/SCI security clearance.

Preferences:

Preferences:
  • Familiarity with telecommunications network architectures, protocols, and security, such as TCP/IP, IPsec, VPNs, content-centric networking, etc.
  • Experience with modeling and simulation involving large data sets.
  • Understanding of principles of computational social science.
  • Experience with commercial RF networks and systems such as 3G, 4G, 5G, Wi-Fi, etc.
  • Demonstrated understanding of government research and engineering processes and project life cycle requirements for the Department of Defense and/or Intelligence Community.
  • Demonstrated ability to lead cross-functional teams consisting of scientific/technical and programmatic personnel.
  • Track record of success building research portfolio in a soft-funded organization.
  • Experience with applications to biomedical research, metamaterials, and quantum information.
  • Active TS security clearance
