GENERAL STATEMENT OF THE FUNCTION

To prepare Hinds Community College for emergencies and recovery while maintaining campus operations. Responsible for planning, coordinating, maintaining, and updating the Hinds Community College Crisis Management Plan, including coordination of training programs and emergency operation drills, assisting departments with their emergency and mitigation plans, and assisting as needed in the college's Business Continuity planning process.

EDUCATION AND/OR EXPERIENCE

Bachelor’s degree (B.A.) from a four-year college or university; or three years’ experience with disaster planning, emergency management, or emergency preparedness; and experience in coordinating and providing emergency management training; or equivalent combination of education and experience.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES, include the following.

Other duties may be assigned.

  • Maintain knowledge of diversity-related issues, legislation, and best practices.

  • Attend emergency preparedness meetings with local, regional, state, and federal level agencies, and report outcomes, decisions, and recommendations to the college administration and appropriate committees

  • Emergency Management Planning: Further develop and maintain the College's written plans, policies, and protocols that addresses the four phases of Emergency Management, identified as 1) Prevention-Mitigation, which includes planning that will decrease the likelihood an event will occur and actions that will reduce loss of life and property damage; 2) Preparedness, which includes the development of policies and protocols, as well as training and exercises; 3) Response, which includes coordinating actions of emergency responders; and 4) Recovery, which includes actions to restore the College to normal operations.

  • Use an All-Hazards approach to further develop and maintain the College's Emergency Response Plan. This written plan utilizes National Incident Management System (NIMS) strategies and follows the Incident Command System (ICS) model designed for emergency responders. To ensure federally mandated NIMS compliance, the written protocols must incorporate NIMS and ICS strategies.

  • Assist with coordinating planning, identifying new technologies designed for emergency response, and testing and maintenance of existing infrastructure dedicated to efficient and effective response during an event.

  • Coordinate response of campus resources during an actual event. Resources include, but are not limited to, Campus Police, Maintenance, Facilities Management, Office of Communications, Student Affairs, and Information Resources.

  • Provide guidance to these resources during planning stages, as well as during an actual event.

  • Act as a liaison with external resources such as local Police Departments, fire departments, and other governmental agencies.

  • Further develop the current Continuity of Operations Plan, designed to restore the College to normal operations after a significant event on campus.

  • Provide guidance to campus groups in developing their own internal plans for the resumption of normal operations after an event.

  • Identify key personnel, technical expertise, equipment, and other resources needed to respond to a significant event on campus properly.

  • Emergency Communications: Responsibilities include all aspects of emergency communications during a significant event on campus. Responsible for developing the content of messages designed to alert the campus community and external resources of an evolving event on campus. Provide training to identify individuals who may be required to communicate emergency information to the campus community during an event.

  • Maintain the College’s Emergency Alert System, including HindsAlert, and send out appropriate alerts to the College community in the event of an emergency or college disruption.

  • Continuously look at developing technologies designed to improve our current communication strategy.

  • Ensure the College is compliant with current NIMS requirements of having emergency responders trained in required ICS courses.

· Implement a fire safety and prevention program for the college community. Maintain fire and safety and prevention methods that the college has in place.

· Conduct routine fire inspections of all college residence halls for federal reporting with the Clery Act.

· Ensure compliance with U.S Department of Education reporting, including completion of the Clery Report.

· Assist in planning and managing special events for the College.

· Emergency Management Training and Exercises: Responsible for all aspects of training for emergency responders and other identified key personnel on campus. Training includes, but is not limited to, Incident Command System (ICS) courses developed to assist all individuals who may play a key role in emergency response. Provide guidance for levels and types of training needed for campus emergency responders and other key members of the campus community. Identify available training resources, coordinate attendance, and maintain an accurate database detailing the training curriculum individuals receive on campus.

· Work collaboratively with the Chief of Police for each campus, including joint work regarding campus surveillance and cameras, emergency communication, emergency planning, and college/campus emergency trainings.

· Ensure compliance with U.S. Occupational Safety and Health Administration (OSHA)

· Develop, assess, and continually maintain all College, security camera, intrusion alarm, fire alarm, and emergency alert systems.

· In collaboration with the College’s Police Departments, oversee radio communications for the College. Ensure appropriate radio and radio systems for college operations.

· Facilitate/coordinate College safety and community safety initiatives.

· Oversee and maintain the College’s camera system and recommends, implements and enforces the requisite regulations to assure the optimization of the system to maintain the protection of the College and the users’ assets.

· Participate in the review of existing facilities and the planning of new construction, and makes recommendations to help enhance the safety of occupants, including but not limited to materials, design, and system technology.

· As a member of the College’s emergency response teams, develop and oversee inclement weather procedures, and make recommendations regarding potential closures and weather delays.

· Respond to emergency and after-hours calls for safety, emergency, and security events

· Monitor and manage budgets

· Manage the Flags for the College and Maintain all Flags

· Prepare estimates for purchases, projects, and service contracts as needed.

  • All other duties as assigned
