Women and men attend classes on the GCU main campus in Lakewood, N.J., on the picturesque former George Jay Gould estate, which is also a National Historic Landmark. Courses are also taught online and at several other locations in New Jersey.


Job Description:

The Assistant Vice President for Financial Planning and Control will serve as a key member of the Finance and Administration management team and will lead the university's business planning, capital planning, budgeting, financial analysis & control functions. The incumbent will also be responsible for leading the Institutional Research and Auxiliary business functions, including dining services and the bookstore.  The AVP for Financial Planning and Control will also serve as the academic financial lead in concert with the Provost and Deans, responsible for coordinating budgeting and financial analysis for all academic units and administrative areas under the Provost.  Under the direction of the VP/CFO, the AVP for Financial Planning and Control will participate in the university's strategic planning and project management process to ensure sound business planning and financial analysis to achieve targeted outcomes.  

Essential Functions:

Business Planning (20%)

  • Develops, manages and implements the university's business planning process for all units, including establishing a planning calendar with action steps, timelines, and responsible areas. 

  • Historical trend analysis and pro-forma forecasting for all enrollment/credit hours by location, level, semester, program, pricing, etc.

  • Financial aid historical trend analysis and pro-forma forecasting for all aid categories.

  • Non tuition revenue trend analysis and pro-forma forecasting for all line items, including grants, advancement gifts and donations, room and board, and all auxiliary revenue streams.

  • Develops multiple business planning and spending scenarios to optimize revenue and related operational margins and change in overall net assets, to achieve goals established in the university's strategic compass.   

  • Actively engages President, CFO, and Cabinet in financial planning and forecasting process to ensure 100% transparency, institutional buy-in, and departmental accountability for financial results and forecasts.

Capital Planning (15%)

  • Lead university's capital planning process with respect to strategic initiatives, IT projects, facilities projects and other capital needs.  Includes prioritization process to evaluate initiatives to support the university's strategic compass.

  • Develop capital planning calendar, align with strategic planning and budgeting processes to complete the planning cycle for resource allocation and optimization.

  • Work with VP/CFO and Director of Facilities to develop a deferred maintenance schedule for facilities and maintenance assets; align with capital planning process.

  • Work with VP/CFO and CIO to develop an IT capital planning model to replace/replenish end of life assets and/or explore lease/purchase or outsourcing financing options.

  • In coordination with AVP and Controller, develop cash flow forecasting model to analyze the university's annual cash in/out trends to estimate operating cash needs on a periodic basis; coordinate with project planning cycle to ensure adequate cash flow and effective cash management.

Budgeting (30%)

  • Responsible for administrative control over the departmental budget allotments and expenditures of the university's budget for all funds. Administer, prepare, review, monitor, project, and allocate budget requests and budget allocation.

  • Ensure the budget submissions align appropriately to the university's strategic plan and develop multi-year budget projections.

  • Identify and provide closure on financial issues, accounting/budget system issues, budget departmental issues and university budget issues.

  • Responsible for the oversight of position control; coordinate with Human Resources in utilizing ADP HRIS.

  • Manage the day-to-day budget operations, the reporting of university funds and establish work priorities/workflow. 

  • Serve as a resource to university departments and others in interpreting budgeting/accounting policies, regulations and state statutes. Respond to questions concerning GCU's policies and procedures. Identify major areas of concern and make necessary budget adjustments to resolve unfavorable budget variances.

  • Develop/refine budget manager role within all functional areas; establish sound budget analysis and reporting practices with each functional area; coordinates corrective actions as required.

Financial Analysis & Controls (20%)

  • Provide analyses, interpretation, assumptions, projections and presentations of financial data, including the budget submissions for Department Heads, the President's Cabinet and the Board of Trustees.

  • Provide guidance in the production, financial analysis, and communication of financial and budget data to the entire university.  

  • Establish appropriate financial control standards, including financial commitment authority process, and legal/contractual processes. 

  • Participate on various committees and prepare analyses of the university's financial position and make recommendations which are then presented to the Vice President for Finance and Administration, to the President's Cabinet and to the Board of Trustees.

  • Develop a deep understanding of the key performance drivers across the business unit with responsibility for delivering value-added business analysis with meaningful financial and operational metrics to support timely and accurate decision-making.

Academic Finance (10%)

  • Serve as the academic unit financial lead with responsibility for working with the Provost's Office in the development, coordination and monitoring of the university's academic budget.

  • Work with Provost to analyze and report out on academic unit financial performance, including program margin, course/section margins, classroom capacity, and instructional productivity.

  • Establish business case process and standards for new academic programs, off-campus programming, and other related initiatives. 

Other (5%)

  • Manage Auxiliary and Institutional Research functions; 3 direct reports.

  • Represent Finance and Administration on university committees as needed.

  • Lead strategic projects and/or mission critical projects as requested.

  • Other duties as assigned.  



  • Master's Degree in Finance, Accounting, Business or equivalent experience required.

  • Five to seven years of progressively responsible budget/financial experience, preferably in higher education with a proven record of advanced financial skills.

  • Comprehensive knowledge of sound financial management and budgeting practices and principles.

  • Proven ability to work independently in analyzing and resolving complex financial problems thorough knowledge of higher education, state, and federal regulations governing revenue, expenditures, bond funds, and debt service.

  • Ability to develop budgeting policies and priorities within established guidelines and to manage and evaluate budget projects.

  • Proven success in leading large and complex financial projects.

  • Demonstrated experience with training non-financial staff and administrators in financial and budgeting concepts and practices.

  • Knowledge of computer financial reporting/applications such as Microsoft Office.

  • Extensive experience with Excel.

  • Excellent written and oral communication skills, with proven ability to effectively communicate with all levels, officials, and public constituents.

  • Strong interpersonal skills.

  • Must be able to prepare and present detailed studies and reports and to make recommendations concerning their substance.
