Job Summary: This position is responsible for aligning HACC's workforce training programs with industry and public sector needs, serving as the liaison between HACC and a variety of economic and workforce training agencies. The incumbent works closely with the President and senior leadership team to determine vision, strategy and goals for our workforce operations. This position leads and administers the entire Workforce Development (WFD) Division is is responsible for quality and consistency of our noncredit offerings.

Minimum Qualifications:

Master's Degree and 8 years experience, including 5 years supervisory/management experience.*
  • Or a combination of experience and education sufficient to successfully perform the essential duties of the job.

Licensing Requirements: Valid driver's license.

Hiring Range: $101,132 - $126,415

Job Specific Task List:

1. Lead and participate in regional efforts to address workforce shortages and needs assessments; develops projects, business plans, budgets, and priorities to meet goals and objectives.

2. Create strategic alliances with economic development entities, corporations, community groups and local governments.

3. Develop effective partnerships with businesses and industries in the identification of training needs, including conducting quantitative and qualitative training needs assessments, and development of customized workforce solutions.

4. Serve as the institutional liaison to local, state and federal economic and workforce training agencies and employer partner organizations. Engage community engagement colleagues in sales calls with clients and potential clients, when necessary.

5. Manage community engagement, outreach and sales of current and potential clients by determining the appropriate market mix and delivery options for all programs and services, including online offerings requested by businesses.

6. Provide leadership in planning, budget development, revenue forecasting and the creation and assessment of institutional effectiveness measures within WFD. Conduct business enterprise planning by identify potential funding options (e.g., grants and contracts).

7. Work with school deans to build stackable credentials and pathways between workforce and credit programs. implement credit and non-credit workforce development programs and training opportunities that meet local business and industry needs. Foster strong engagement with academic and support systems throughout the College.

8. Guide the assessment of current programming to strengthen content, improve employer satisfaction, and increase community connections. Ensure consistency in the delivery of workforce programs across the college's campuses, service regions, and beyond by using advisory boards, if necessary.

9. Provides leadership and administrative direction for implementation of assigned portions of the College's strategic plan.

10. Supervises staff to include: overseeing (managing) the sales efforts of direct reports (to include sales call goals); prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures, and maintains a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

11. Ensure that commitment to diversity and inclusion is visible in all aspects of the division's operations.

12. Serves as a member of the President's Cabinet attend meetings, as requested; travel to all campuses and to the external College community is required; presentations and public speaking required. - (Essential)
