Compensation: The annual salary range upon entry for the position is $125,265.82 to $212,437.70.Total compensation includes a health insurance plan.New employees hired on or after January 1, 2014, contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).Starting date: Immediately Upon Appointment

Position Description:
Reporting directly to the Vice Chancellor for Finance and Administration, the Associate Vice Chancellor of Finance provides administrative support in preparing, managing, and monitoring the annual District budget; coordinates and prepares a variety of fiscal reports, budget documents, and cost/revenue forecasts and plans. The Associate Vice Chancellor of Finance also organizes, evaluates, and supervises the District's accounting, accounts payable, budget, financial reporting, and treasury departments and functions.

Job Duties:
1. Serves as an Assistant Chief Business Officer for the District.

2. Plans, organizes, directs, and manages the Districts budget administration activities and functions; oversees development and implementation of budget processes, policies, and procedures; interprets, enforces, and explains said budget to the college community.

3. Establishes and maintains an accounting system for all District funds according to the provisions of the California Community College Budget and Accounting Manual, City and County of San Francisco Financial Accounting and Management Information System (FAMIS), in accordance with applicable District, County, State and Federal requirements.

4. Plans for and directs accurate and appropriate compliance with all State, Federal and local laws, Board policies and regulations governing the financial operations of the District.

5. Supervises District Business Office staff and insures the proper application of internal control processes.

6. Supervises and directs the accounting functions of the District and develops new procedures or accounting programs as needed, including the control and accounting for all funds in the District budget.

7. Supervises and reviews the preparation of quarterly financial statements, year-end closing, and other financial reports as needed; ensures timely reporting of state and federal mandated reports.

8. Coordinates the Districts participation in the external audit process including, but not limited to, the following activities: coordinates the activities of the auditors selection process; serves as the Districts liaison to the auditors and review audit report findings/recommendations; and advise the Vice Chancellor of Finance and Administration on the matters requiring the attention of the District.

9. Coordinates the implementation of the auditors recommendations, as directed by the Vice Chancellor of Finance and Administration.

10. Directs the development and maintenance of an on-going banking management plan.

11. Supervises the maintenance of records of expenditures, income, and balances of all appropriations.

12. Manages and supervises the Accounts Payable Unit to ensure accurate and timely payments.

13. Provides reports, statistical, and financial data as required to provide budget status information and supports in new budget preparation.

14. Meets regularly with the College constituencies and user groups to make recommendations on matters of budget development, implementation and administration in accordance with applicable laws and regulations.

15. When necessary, represents the District in matters relating to insurance coverage, claims, and premiums.

16. Serves on state and regional budget and financial services committees, as well as District budget-related committees including but not limited to the following: SFCCD Board Finance Committee. Bond Oversight Committee, Chancellors Office of California Community Colleges, CCSF Participatory Governance Budget subcommittee, and District labor negotiation teams.

17. In accordance with District policies, union contracts, and procedures, supervises and evaluates performance of classified staff; reviews and approves documents/forms necessary to effectuate assignments and pay of personnel under their supervision.

18. Conducts staff development workshops and in-service training on business related issues.

19. Attends state and local conferences, workshops, and meetings; when necessary represents the College at Chief Business Officers meetings in the region and in the State.

20. Supports an innovative culture of culturally responsive, inclusive and anti-racist practices as it relates to student success with an awareness of student equity gaps.

21. Participates in ongoing training on diversity, equity, inclusion and anti-racism as it pertains to improving systems of higher education for historically minoritized and disproportionately impacted student groups and employees.
22. Performs other duties and responsibilities as assigned by the Vice Chancellor for Finance and Administration or Chancellor.

Minimum Qualifications:
1. Demonstrated knowledge, skills, and abilities to work with community college students with disabilities, various sexual orientations, and diverse academic, socioeconomic, cultural, and ethnic backgrounds.

2. Masters degree from an accredited institution with major coursework in business, accounting, finance, management or related field, and five years of related management experience;
OR
Bachelors degree from an accredited institution in business, accounting, finance, management or related field, and a certified public accountant CPA license, and five years of related management experience;
OR
Bachelors degree from an accredited institution in business, accounting, finance, management or related field, and eight years of progressively responsible and relevant management experience in a large organization.

Desirable Qualifications:
1. CPA license.

2. California Community College administrative experience including: overall supervision of the business operations, including accounting, budget, payroll, warehousing and central receiving, parking, risk management, and purchasing.

3. Experience with public/private ventures.

4. Experience with entrepreneurial approaches to fund development.

5. Experience working with oversight Boards and collaborative governance structures. Working knowledge of Banner ERP software.

6. Successful leadership and direct managerial experience with primary fiscal responsibilities for budgets and resource allocation.

7. Familiarity with administrative procedures, practices, and applicable laws affecting community colleges in business areas.

8. Superior oral and written communication skills.

9. Work effectively with committees.

10. Demonstrated ability to use a computer to gather data, analyze information, and compose reports related to District financial matters.

11. Demonstrated knowledge of local, state, and federal laws and regulations as they affect the operations of a California community college.

12. Demonstrated ability to make sound decisions in a timely manner.

13. Demonstrated ability to identify problems, to take initiative in solving them, and to carry through the required actions to completion.

14. Demonstrated ability to develop consensus through collegial consultation.

15. Evidence of successful leadership experience at the university or college level of promoting a culture of inclusivity, equity-mindedness, diversity and anti-racism.

16. Demonstrated experience with and knowledge of inequities in higher education and a commitment to rectifying policies and processes that restrict access for historically minoritized and disproportionately impacted students.
