Required: Master's or equivalent in Business or Finance, Higher Education Administration, or a related field. At least ten years of progressively responsible experience in the higher education business management area. A proven record of professional success in higher education finance, a record of professional success in leadership and management in higher education; evidence of the ability to provide leadership for long range business planning; and demonstrated success working with students, faculty, and administrators in a collegial manner.

Preferred: Certified Public Accountant licensing and/or doctorate in related field. Salary commensurate with qualifications. Experience as a Chief Financial Officer in a higher education setting.

Primary Responsibilities: Provides leadership in all areas of budget and finance. Develops financial and recordkeeping functions. Manages capital budgets and ensures funds are appropriately allocated to capital projects as approved. Develops and manages the operating budget and ensures that revenue and expenses projections are appropriate and that communications to the executive cabinet are timely and accurate. Develops and submits the Legislative Appropriations Request. Manages investments and works closely with the TSUS investment advisor to ensure appropriate processes and procedures are in place and that selected investments are appropriate to support the university's mission. Manages the procurement and contracting processes to ensure that acquisitions are conducted in accordance with established rules and regulations. Ensures that Rio Grande College financial processes are adequate and in accordance with established procedures. Negotiates and executes facilities leases at all locations. Manages outsourced operations such as the bookstore and dining services. Responsible for personal safety and the safety of others; must exercise due caution and practice safe work habits at all times.
