Job Description

Supports the Job Opportunities and Basic Skills Program (JOBS) by providing a range of services to students, faculty, and employers within an assigned geographical area. Endeavors to enhance student academic success, employability, job retention, and career development for current students and potential students within the Linn-Benton communities and service areas.

Required Qualifications:

Education and Experience: Requires an AA/AS degree in human services or related field plus a minimum of three years of full-time experience in human services, education, program development, intervention or related area; or a BA/BS degree plus one year of full-time relevant experience; or the equivalent combination of education and experience that would enable performance of the full scope of the position.
Licenses and Certificates: Requires a valid Oregon driver’s license and access to reliable transportation. Must meet and maintain adherence with the college’s driver screening guidelines.

Background check: This position will be required to complete a background check for the state of Oregon.
Knowledge and Skills: Requires working knowledge of community and government agencies, programs, and resources available to program participants. Requires desire and commitment to work with JOBS program participants. Requires knowledge of general clerical and secretarial practices and principles. Must have personal computer, Internet, word processing, spreadsheet, and database application skills. Requires well-developed communication skills. Prefer knowledge of pertinent federal, state and local laws, codes, and regulations affecting employment activities, as well as the JOBS program. Knowledge of higher education systems such as financial aid, basic academic advising; previous experience with ODHS is preferred.
Abilities: Requires the ability to independently perform all the duties of the position efficiently and effectively. Must be able to provide guidance and resource support to program participants. Must be able to analyze situations, adapt as needed, and develop and implement effective responses to staff and student needs. Must be able to organize, plan, and prioritize duties to meet schedules and time-lines. Requires the ability to communicate both formally and informally with college and program staff, and external business and community contacts. Requires the ability to promptly process and place client referrals. Requires ability to demonstrate tact, diplomacy, and empathy in dealing with people under stressful conditions. Requires the ability to operate general office equipment including computers, word processing, spreadsheet, and database applications. Must be able to perform clerical duties including typing, data entry, record keeping, and report writing. Must be able to work respectfully with individuals of all cultures, backgrounds, perspectives, and abilities.

Physical Requirements and Working Conditions:

Requires physical ability to operate a personal computer and other relevant office equipment. Requires visual acuity to read words and numbers, and speaking and hearing ability sufficient to carry on routine conversations in person or over the phone.

Work is performed in an office, classroom setting, and/or employer work site with minimal exposure to health or safety hazards. A considerable amount of time is spent working on a computer and using the phone. Frequent travel is required. May be required to work occasional evenings and/or weekends.

Essential Duties:

Responsible for providing client services for the work attachment component of the JOBS program. Coordinates the referral processes for work attachment. Orients, screens, places, and monitors JOBS clients referred to work attachment.
Participates in assessment for advancement from job search to self-initiated training or vocational training. Work with vocational training and self-initiated training students may include: identifying programs of interest, researching enrollment requirements, assisting with financial aid processes and working with students to acquire items for successful program completion.
Works with JOBS faculty, ODHS family coaches, and other JOBS program assistants, as needed, to ensure work sites can accommodate students’ personal circumstances, skills, attributes, and vocational goals. Responsible for timely placement of clients referred to a work site. Helps facilitate JOBS program orientation as part of the required ODHS orientation.
Develops and maintains a sufficient number of work sites to support the JOBS program. Works with case managers, JOBS counselors, co-workers, JOBS partners and employers to ensure work sites are compatible with JOBS students’ skill levels, attributes, and abilities.
In coordination with the Dept. Chair, actively seeks new employment partners to reflect current trends in local employment patterns in high wage, high demand careers.
Monitors work-attachment placements and assists students and employers with job coaching, conflict resolution/mediation, and communication of the programs’ purpose. Maintains a minimum weekly contact schedule with JOBS clients placed in work sites or classes. Problem solves attendance and work-related issues to stabilize placements. Follow-up contact may include phone calls, site visits, and occasional home visits.
Assists in identifying personal and work-related barriers, and facilitates participants in the development of effective strategies for resolutions. Refers clients to case manager and/or JOBS counselors as needed for additional support, case management, and/or counseling services.
Assists with program activities such as developing and presenting classes. Administers student assessments, such as CASAS and Profiles testing. Organizes and conducts work attachment orientations and follow-up sessions on a regular basis. Assists faculty in preparing and presenting work-related information, leading group activities, facilitating classroom discussion, overseeing students and classroom activities in the absence of the instructor.
Acts as liaison and collaboratively plans activities with outside agencies which include DHS, Community Services Consortium (CSC), OED, and others, to provide education/training opportunities for low income students.
Maintains current knowledge of area community service programs related to addressing barriers for low-income families.

Pursues continuing education to remain current in policies and best practices related to poverty and self-sufficiency interventions.
Maintains current roster of students and contacts and keeps files and records current. Collects, organizes, and analyzes program participant data for the purposes of performance measurement, goal attainment, and future program planning.
Attends JOBS staffing meetings. Participates in the coordination of partner agencies’ social services and in case disposition discussions.
Refers to designated faculty potential cooperative work experience, occupational skills certificate and/or employment skills certificate opportunities.
Acts as an advocate on behalf of JOBS participants with college staff and collaborating agencies.
Attends department, division, and other college meetings, and JOBS and Workforce Development Network meetings, as appropriate or as directed.
Assists in both Linn and Benton County branches as needed.

Performs other related duties as assigned.
