Job Summary

The Office of the Vice President of Administrative Services seeks a Human Resources Director to deliver the full range of human resources programs and services – strategic and tactical – through the lens of diversity, equity, inclusion, and belonging (DEIB) to our Paradise Valley Community College campus in northeast Phoenix. The HR Director will be hands-on, providing expert, personalized, timely, and efficient service to a diverse group of faculty and staff professionals, including all levels of employees, in a highly matrixed organization. The ideal candidate will have excellent judgment, be collaborative and empathetic, be passionate about DEIB and the employee experience, and thrive in an active and fast-paced environment.

The HR Director will be a strategic advisor to campus leadership in all key HR areas including recruitment and hiring, culture and engagement, DEIB, career pathways, performance management, employee relations, policy implementation, and organizational planning. This position will work collaboratively with our sister colleges and the District Office Human Resources Team in leading and managing the local HR team in implementing, processes and projects in support of MCCCD and PVCC's mission and vision.

Additional Information

In this role, you will:

Leadership and Organizational Culture

  • Collaborate with the organization's management to support or drive priority local and districtwide initiatives 
  • Design strategies for facilitating campus organizational and behavioral change. Perform needs assessment, analysis, and consulting on local campus issues; make recommendations from a professional lens.
  • Partner with leadership to advance established DEIB goals to increase the diversity of candidate pools in hiring processes; facilitate career pathing and development; and build organizational trust.

Talent Management (recruitment/onboarding) and Development

  • Oversee local campus implementation of talent management (recruitment, onboarding, and staffing plans), such as Faculty and staff. Will support, facilitate or lead searches, and structure offers. 
  • Advise managers on the assignment of employees to appropriate classification levels; review and approve salary actions; Oversee performance evaluation process, 
  • Assess organizational and individual staff development needs. Identify, communicate, and consult with staff on training and career development opportunities. Develop and conduct relevant HR-related trainings.
  • Investigate basic and complex employee relations issues, and initiate appropriate resolutions in alignment with applicable policies and laws. Work in consultation with appropriate organization partners to resolve highly complex issues, as needed. Coach and advise staff on organizational, employee, and labor relations issues.
  • Manage an HR team, Set team objectives, priorities, and resources to align with department objectives.

Policies and Procedures

  • Oversee processes for workers' compensation, disability, leave, workplace accommodation requests, and health and safety issues, with accurate documentation and recordkeeping.
  • Oversee, initiate, and/or approve human resources transactions submitted for processing.
  • Prepare reports, and analyze data available through local and centralized database resources to support informed evaluation and decision-making.

Essential Functions

40%: Provides leadership in planning, directing, and management of the Human Resources Department and the college Human Resources team of professionals. The director is responsible to support, supervise, and lead efforts related to recruitment, hiring, retention of employees, employee relations, training and development, classification and compensation, payroll, ADA compliance, new employee orientations and onboarding, performance management; develops and implements new human resources programs and coordinates resources and employee programs; assists with assessment and training to support employee development needs; Manages employee evaluation (goals and expectations) process; may conduct workplace investigations; organizes and implements training sessions regarding HR related processes and tasks; provides opportunities for system-wide opportunities across all college sites; Analyze complex, technical, and confidential issues, drawing conclusions and taking appropriate action with dedicated follow-through by applying appropriate policies, procedures, and resources and professional judgment; along with all other Human Resources related projects and initiatives. Serves as a consultant to College Leadership, Division Chairs, Directors, and Managers in the interpretation of current human resources policies and procedures that address strategic priorities of the organization.

25% - Manages the college human resources office supervising employees including prioritizing and assigning work and managing the department budget; serves as advisor to college leadership and employees to ensure compliance with applicable district policies, procedures, and state and federal laws and regulations related to all aspects of human resources; serves as liaison between district and college on HR related matters, serves as contributing member of district wide HR Directors leadership council, participates on HR district initiatives, and contributes to development of system wide initiatives; plans and coordinates employee development programs and activities including new employee orientation, district required training, supervisory training, employee events, and development activities related to college initiatives.

15%: Identify and implement strategies for a full-service Human Resources Office including all aspects of employee support services including advice, information, and taking action to proactively advance and follow-up on Leaves, FMLA, ADA, accommodations, benefits, navigating conflict, mediation, and recommending best practices for HR processes and practices, identifying improvement opportunities.

10%: Drives data-focused approaches to effectively monitor and provide evidence-based insights on talent gaps, employee performance, and organizational effectiveness. Prepares, authors, and monitors analytical reports related to the College’s Human Resources including staffing information and human resources budget utilization. Collects compiles and analyzes to make recommendations on past, current, and future HR-related trends, topics, and issues. Maintains confidential employee records and employee files in compliance with human resources rules and regulations. Attends, convenes, and/or facilitates meetings, particularly of large teams. Drives tactical, strategic, and long-range planning as well as budgetary management for the Human Resources Office. Performs other duties as assigned.

Minimum Qualifications

Bachelor’s Degree from a regionally accredited institution in human resources or a directly related field, six (6) years of progressively responsible human resources experience that includes the administration of policies and procedures, advanced, complex analysis, program oversight, and two years of supervisory experience.

OR  

Associate’s Degree from a regionally accredited institution in human resources or a directly related field, eight (8) years of progressively responsible human resources experience that includes the administration of policies and procedures, advanced, complex analysis, program oversight, and two years of supervisory experience. 

OR

HS/GED  from a regionally accredited institution in human resources or a directly related field, ten (10) years of progressively responsible human resources experience that includes the administration of policies and procedures, advanced, complex analysis, program oversight, and two years of supervisory experience.

Desired Qualifications

  1. Human Resources Industry Certification, such as SHRM-SCP
  2. Four or more years working in a multi-site, complex higher education environment or working in a complex public sector employer
  3. Demonstrated ability to organize and manage multiple projects with competing priorities, while completing deliverables timely
  4. Knowledge and demonstrated experience as a consultant and advisor to management in at least four human resources areas, such as: employee relations, labor law, compensation, staffing and employment, training and development, performance coaching and management, and organizational development.
  5. Demonstrated interpersonal skills and understanding of group dynamics with the ability to critically analyze, solve problems and communicate through all levels of the organization while supporting and modeling understanding of implicit bias, social and cultural competency as well as equity issues affecting the diverse population of the organization.
  6. Demonstrated expertise in business acumen displaying negotiation skills, influence, tact and diplomacy

Special Working Conditions

This job operates in a professional office environment.  Uses standard office equipment computer with prolonged sitting and viewing a screen as well as typing. Occasional lifting of boxes, not to exceed 50#’s.

While performing the duties of the job, the employee is regularly required to talk or hear.  The employee is frequently required to stand; walk; use hands to fingers, handle, or feel; and reach with hands and arms. This is largely a sedentary role; however, some filing is required.  This would require the ability to lift files, open filing cabinets, and bend or stand on a stool as necessary.

May work remotely as needed
