Job Description

 

Mountain Empire Community College is a comprehensive two-year college serving residents of Lee, Scott, Wise, and Dickenson counties, and the City of Norton. MECC is one of twenty-three colleges in the Virginia Community College System and operates under policies established by the State Board for Community Colleges and the Local Advisory Board. The College is financed primarily with state funds, supplemented by contributions from the local jurisdictions.

The Dean of Health Sciences reports to the Vice President of Academic Affairs and Workforce Solutions and is responsible for the assigned division.

The goal of the Dean of Health Sciences is to assist the Vice President in implementing the educational mission of the college by:
  • Serving as a liaison between executive leadership and full- and part-time students and faculty in the division,
  • Serving as a liaison between the division and the community-including schools, colleges, businesses, and industry.
  • Maintaining efficient operations and fostering morale within the division.
  • Engaging in strategic planning and problem solving,
  • Understanding and complying with MECC and VCCS policies, procedures and practices, and performing assigned tasks and reporting requested information promptly and accurately.
  • Provides direct supervision for full and part-time employees assigned to the Division (including adjunct faculty and staff).
  • Recommends personnel actions to the VP of Academic Affairs.
  • Provides personnel evaluations for employment, promotions, dismissal, disciplinary actions, and recognition.
  • Hires and manages adjunct faculty.
  • Manages and evaluates faculty credentials for full and part-time faculty, including off campus and dual enrollment.
  • Conducts division meetings for faculty input into operational issues and to inform faculty and staff of college policies and procedures.
  • Provides coordination and support of program review requirements.
  • Assures division program offerings and courses meet MECC, VCCS, SACSCOC, and other accrediting body regulations.
  • Encourages faculty and staff professional development, planning, and participation.
  • Establishes and publishes course schedules based on student need and facility availability.
  • Advises students and ensures academic advisement processes are provided to all students by faculty advisors.
  • Works with exterior constituencies to gather data for curricular resource needs and ensure program viability through external accreditation agencies, if applicable.
  • Provides long- and short-term budgetary planning and oversight.
  • Manages division resources to meet college goals and departmental needs for operations, facilities, and major equipment purchases.
  • Seeks additional funding or resources through grants, gifts, and donations.
  • Prepares division and departmental budgets through collaboration with faculty members’ projected needs and budget history data.
  • Provides input into college planning process.
  • Provides a liaison between senior administration and division faculty to communicate resource needs and to receive administrative guidance.
  • Cooperates with and coordinates activities among other college divisions and departments.
  • Performs other duties as assigned by the VP for Academic Affairs.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

  • A thorough understanding of diversity in student and employee populations and the ability to connect with, include, and consider all student and employee populations in curriculum development, teaching, and hiring practices.
  • Ability to establish and maintain effective relationships with students, faculty, staff, and other stakeholders important to the college.
  • Understanding and belief in the comprehensive mission of community colleges.
  • Ability to create and present plans and budgets to the college and the community at large.
  • Excellent interpersonal skills with a proven ability to develop networking relationships and partnerships.

 


Minimum qualifications for the position:
  • Master’s degree or a Master’s degree plus 18 graduate hours in a discipline relevant to the Health Sciences division.
  • Evidence of quality teaching in higher education required.
  • Proficient in oral and written communication in the English language.
  • Demonstrated ability to provide strong leadership and management.
  • Demonstrated knowledge of community college curricula, instructional practices, and learning outcomes in disciplines related to the division.
  • Knowledge of and ability to utilize administrative and instructional applications of information technology.
  • Demonstrated skill in managing budget, equipment, and other institutional resources.
  • Prior experience with performance management.
  • Demonstrated understanding of and belief in the comprehensive mission of community colleges.
  • Demonstrated ability to establish and maintain effective relationships with students, faculty, and staff, and other stakeholders important to the college.

Preferred Qualifications
  • Full-time teaching in a community college setting.
  • Six to nine years of total teaching experience in a field applicable to the Division.
  • Doctorate in field applicable to the Division.
