Job Summary

Develop, implement, administer, and evaluate the District's testing services.

Essential Functions

Direct, develop, implement, and administer the District's comprehensive testing and assessment services, which include General Education Development (GED) testing, instructor services, placement testing, state mandated and national testing programs, and computerized testing programs.

Develop, recommend, establish, and monitor internal operational standards, policies and procedures to ensure test security of all testing instruments and that they are in compliance with local, state, and federal test regulations. Manage record keeping activities for all components to insure integrity and accountability of testing centers.

Responsible for the strategic planning and operational management of the department. Research, plan, recommend, and implement departmental budget. Manage personnel assigned to Testing Services. Review and recommend policies and procedures in adherence with federal and state law, through the appropriate decision making channels. Analyze and produce data reports that summarize departmental key performance indicators and generate general reports.

Review new test instruments to determine applicability and use within the District. Consult with college faculty and instructional deans regarding piloting new test instruments and setting of course recommendation cut scores. Provide testing support for College partners, including local Independent School Districts and other educational partners. Provide consultation to faculty, other district departments, and community agencies regarding special testing accommodations, problems, customer and student requests or complaints.

Responsible for GED Testing Services, ensure test security, record keeping and compliance with GED Testing Services (Washington, DC) and Texas Education Agency (TEA) regulations. Serve as Test Center Director for Texas Success Initiative Assessment (TSIA) testing activities.

Develop and disseminate Testing Services information within the District and community. Develop and maintain professional liaison relationships with testing companies and state and federal testing agencies.

Perform other duties as assigned.

Qualifications

Required Qualifications:

1. Master's Degree and four (4) years of related experience or an equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.

NOTE: A copy of the transcript reflecting this required education MUST be submitted for consideration and reflect completed coursework and degrees conferred. The candidate must be fully qualified for the position at the time of application.

2. Ability to plan, organize, lead, and control personnel and operations of a large department.

3. Effective oral and written communication and interpersonal skills.

4. Effective presentation skills.

5. Effective leadership and teambuilding skills.

6. Experience working with budgets.

7. Ability to use logic, experience, and knowledge to evaluate and rectify problem situations.

8. Effective decision-making, time management, goal setting, and planning abilities.

Special Conditions:

1. This is a security-sensitive position as defined under the Texas Education Code, Section 51.215; the successful applicant will be required to undergo a criminal background check, as permitted and/or required by applicable law, and in accordance with the College’s policies and procedures.

A letter of application, resume, letters of recommendation, and other supporting documents are optional but highly encouraged and may be submitted on-line with the application form or forwarded to the Human Resources Department at El Paso Community College, Employment Services, P.O. Box 20500, El Paso, TX 79998. Mailed documents must be received by the application deadline. Documents received after the application deadline will not be accepted.

Copies of transcripts must reflect completed coursework and conferred degrees. All academic coursework and degrees must be from an accredited college or university or be certified by an acceptable agency that the institution is recognized by the appropriate governmental agency in its home country (this is generally stated in the degree evaluation).

Transcripts issued in a language other than English must be accompanied by a full translation (word for word) by a current member of the National Association of Credential Evaluation Services (NACES). Additionally, each foreign transcript must be evaluated for equivalency to United States accredited coursework.

Applications containing foreign transcripts that are not accompanied with the above required documentation will not be considered.

Out-of-town candidates invited for an on-campus interview will be reimbursed for one-half of the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging.

Physical Requirements:

While performing the duties of this Job, the employee is regularly required to use hands to finger, handle, or feel. The employee is frequently required to walk and sit. The employee is occasionally required to stand, reach with hands and arms, talk or hear and taste or smell. The employee must occasionally lift and move up to 10 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision and ability to adjust focus.
