Job Summary
Position Purpose:
Northland Community and Technical College seeks a full-time, unlimited Vice President of Administrative Services on a joint campus assignment. The Vice President of Administrative Services provides the vision and leadership to manage the College’s operating and capital budgets; pursues innovative business solutions to enhance the overall effectiveness of the College's financial and administrative operations; works collaboratively with senior staff, faculty, administrators, and external constituents to achieve sustainable plans that maximize institutional goals; and is an advocate for funding for Northland Community & College. Reporting to the President of the College, the Vice President is a member of the President's Cabinet and Executive Team and the chief advisor to the President and executive staff on fiscal affairs, information technology, safety and security, auxiliary services, facilities planning and operations.

Duties and Responsibilities:
Serve as the Chief Financial Officer who is responsible for planning, coordinating, and directing the financial management and auxiliary enterprise of the College and provide day-to-day management of fiscal operations including accounts receivable and payable, purchasing, fixed assets, and general accounting.

  • Oversee budget planning, development and implementation working with administration, managers and faculty. This includes analysis and evaluation of strategic plans, past budgets, enrollment data, governmental and private grant plans, solid fiscal management principles, and sound educational theory and practice.
  • Oversee the development and implementation of the policies, procedures, rules and regulations for procurement, finance and budget activities as well as auxiliary accounts.
  • Oversee account reporting and fiscal activities of the college for all funds and accounts including general fund; federal, state and local operating grants; auxiliary accounts, financial aid and scholarships.
  • Advise the President, administration, and other members of the college community on financial matters, including spending priorities, budget process, and financial status.

Provide leadership to organize and direct the safety and security operations, maintaining a safe environment for students, faculty, staff and visitors and directs the emergency response of the College.

  • Develop and implement the policies, procedures, rules and regulations for employee safety training to promote a proactive safety culture for employees and students.
  • Provide oversight in assessing and developing security measures procedures and systems.

Supervise the Director of Technology who is responsible for planning, coordinating, and directing Information Technology Services by use of electronic information, computers and telephone systems.

  • Oversee development and updating of the college’s Master Technology Plan as required changes of public policy, technology or customer needs dictate.
  • Work with employees to identify information resource development projects using the strategic information plan and technology models.
  • Oversee project planning, budget planning, cost-benefit-risk analysis, and quality reviews that contribute to the success of the information resource development projects.

Supervise the Directors of Facilities who are responsible for planning, coordinating, and directing plant operations and the day-to-day facility operations of the college.

  • Works with the Minnesota State System in matters related to facilities planning, programming, design, cost estimation, bidding, construction, and observation of capital projects and maintenance, alteration, and repair projects. Maintains and manages buildings, grounds, infrastructure, assets, and utilities with emphasis on ensuring their productive use and enjoyment by present and future students, faculty, staff, visitors, and the local community.
  • Work with Directors of Facilities and campus leadership teams to develop, prioritize, and complete college-wide improvement and major remodeling projects. Develop a plan to ensure projects are completed within budgets and timelines.
  • Oversee that current and applicable levels of insurance for general liability, fire, property, student internships, and vehicle liability are maintained.
  • Work with all program and support areas in identifying, planning, designing, and estimating costs of construction and remodeling requirements.
  • Oversee development and recommendations of annual and long-range strategic planning in the areas of facilities, maintenance, construction and plant operations of the college.
  • Oversee the development and presentation of capital bonding and HEAPR requests for the Office of the Chancellor.

Supervise Finance, Facilities, Information Technology Services, Employee Safety Training, Safety, Food Service and KSRQ Radio

  • Provides institutional leadership and management for financial, administrative, technology, auxiliary services and facility planning so that overall college planning and decision-making is supported. Develops and maintains a long-range financial master plan that supports the college's strategic plan. Contribute and participate on the Northland’s President’s Council and in other meetings as requested by the President.
  • Perform all supervisory tasks in accordance with established equal opportunity and affirmative action, non-harassment and employee safety policies and procedures.
  • Delegate authority to appropriate employees for the management of administrative services.

  • Conduct meetings with personnel for continuous improvement methods
  • Annually evaluate personnel performance.
  • Write job analysis, recommend and assist in salary development for all personnel in the division.
  • Attend supervisory training sessions and communicate needed information to personnel.

Qualifications
Minimum Qualifications:

  • Bachelor’s degree in Business, Finance or Accounting or related field
  • Five or more years of progressively complex administrative/managerial experience in a medium to large multi-faceted organization
  • Ability to model and set the tone for institutional integrity, transparency and openness.
  • Ability to lead and work as a team member dedicated to the success of the College, our employees and the students we serve.
  • A leadership style and service orientation consistent with the mission of the college.
  • Thorough knowledge of accounting and business principles and strategic planning and budgeting as it relates to the functions of the position
  • Outstanding oral and written communication skills
  • Knowledge of a wide range of computer hardware and software
  • Knowledge and commitment to shared governance or similar entity, that provides innovation, creative practices, solutions and collaboration.
  • Ability to inspire, lead and motivate others to achieve objectives.

Preferred Qualifications:

  • Master’s degree in Business, Finance or Accounting or related field.
  • CPA – Certified Professional Accountant
  • Knowledge of state legislation, statute, and executive policy
  • Experience in education or other public entity
  • Experience with compliance or auditing
  • Experience with capital planning and projects.
  • Knowledge of federal, state, and local laws; Minnstate rules, policies, procedures and regulations, and the policies of the Minnesota State Board of Trustees
  • Knowledge of environmental safety, security operations and emergency response planning
