Duties

Serves as one of two principal advisors to the Director on long- and short-range program planning and allocation of museum resources. Collaborates with the Deputy Director for Museum Content and Outreach and the Director in the development or modification of policies and plans for the Museum. Takes the lead in the development of resource plans and policies to guide budget formulation and personnel allocations required to implement decisions on program direction and emphasis. Maintains close working relationships with Department Heads and comparable functionaries to ensure integration of short- and long-range plans with resource availability.

Collaborates with the Deputy Director for Museum Content and Outreach and Director on establishing standards and dealing with issues related to management, budget, financial operations, procurement, personnel, equal employment, facility and safety operations, and business programs liaison.

Directs Museum planning, development, and execution of a variety of administrative management programs and initiatives. This includes formulating program goals and objectives and issuing policy guidelines. Develops and monitors short- and long-range program plans. Policy recommendations and decisions normally impact focus, budget, staffing and organization. Leads SAAM’s strategic partnership efforts to generate more support and revenue for the museum.

Oversees the development, justification, execution, and control of the SAAM federal and trust budgets. Ensures compliance with Federal and Institution financial management policies and procedures. Ensures adequate control systems are in place to monitor expenses and budget limitations.

Directs, through first and second line supervision, a staff of approximately 51 technical, administrative and support employees. Coordinates the staff of the Administrative Office, Registrar’s Office, the Exhibits Office, and the Publications Office to ensure quality performance, consistent with program emphases and overall priorities. Develops and implements operating policies, standards, and procedures. Develops performance standards for subordinate managers and evaluates their performance. Reviews and approves recommendations for personnel actions; acts to resolve major personnel problems. Develops, implements, and monitors policies to facilitate staff development, labor relations, and equal employment opportunity. Develops and implements a comprehensive affirmative action program to achieve cultural diversity among staff.

Represents the Director as required at a variety of meetings and conferences, with delegated authority to commit Museum resources or make decisions affecting Museum operations. As designated, acts as Museum Director, assuming full authority and responsibility for the overall management of the Museum. Serves on SI-wide committees to provide both Museum perspective on major issues and expert input to policy, procedures, and system development.

Serves as SAAM’s point of contact on legal matters that arise and coordinates them with the Institution’s Office of General Counsel.

Performs other related duties as assigned.

Qualifications

BASIC QUALIFICATIONS
Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four year course of study in an applicable subject matter field.

SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as demonstrated knowledge and leadership skills in managing the administrative and/or financial functions of a large museum, cultural or nonprofit organization.

The applications that meet the basic qualifications will be evaluated further against the following criteria:

1. Demonstrated leadership and familiarity with museum management, including managing programs such as budget, financial operations, procurement, personnel, equal employment, facility and safety operations, and business programs liaison.

2. Demonstrated leadership experience at the managerial level that includes goal setting, planning and implementing programs, and establishing metrics and reporting protocols.

3. Demonstrated skill in Federal executive level budgeting and resource management.

4. Demonstrated ability to lead and manage a multi-disciplined and culturally diverse workforce. This should include fostering teamwork and high morale; attracting, retaining and motivating employees; and implementing EEO/Affirmative Action policies and programs.

5. Demonstrated ability to serve as a point of contact on legal matters that arise including coordinating them with the organization's Office of General Counsel.

SUPERVISORY CONTROLS
The position reports to the Director, Smithsonian American Art Museum and receives broad guidance on overall policy, program objectives and delegated authority. The Director is kept informed of all significant program activities and potential problems; major policy questions or controversial issues are discussed for decision or guidance. Work performance is appraised in terms of overall effectiveness in achieving program objectives.

SECURITY LEVEL
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust/High Risk. This designation will require (1) a pre-employment Security Agency Check (SAC) for the prospective incumbent; and (2) a subsequent comprehensive background investigation and favorable adjudication in order to continue in the position.
