EOF supports: creative initiatives, support services, supplemental instruction, and leadership development activities to ensure students’ academic success. In collaboration with other funding sources, the program also assists in making college affordable for EOF students who find the costs of higher education an impediment to access and their persistence.
Posting Summary
Rutgers University – Newark, is an urban public research anchor institution, located in Newark, New Jersey, a city of promise is seeking an EOF Assistant Dean/Associate Director for the Academic Foundations Center (AFC) and the Educational Opportunity Fund Program (EOF) which will report to the Associate Dean/Director.
The Assistant Dean/Associate Director has primary oversight responsibility for the Educational Opportunity Fund Program Counseling Unit within the Academic Foundations Center (AFC). Academic and social counseling is a major function of the AFC and is critical to the successful achievement of the strategic objectives within the Educational Opportunity Fund Program (EOF) duties will include but are not limited to:
- Overseeing and coordinating all aspects of the EOF Program’s counseling efforts. S/he is the direct manager of the EOF counseling unit and EOF counseling initiatives.
- Developing long-range policies for the academic, personal, and financial aid counseling needs of students involved with AFC programs. S/he must implement these policies, evaluate their results, and make adjustments as necessary.
- Working with the Associate Dean and operational Assistant Dean, the EOF Assistant Dean will be providing leadership and input into strategic planning and the overall day to day operation of the EOF Program.
- Coordinating recruitment and admission activities for the EOF program (approximately 100 first-year students and 75 transfer students per year) and directing the counseling component of the EOF summer bridge experience, the Academic Scholars Institute (ASI).
- Developing and implementing of all ASI counseling and enrichment initiatives, as well as, monitoring the students’ progress through the summer.
- Overseeing the tutoring and mentoring components during the academic year, as well as, the counseling unit budget.
- Overseeing the EOF grant payments, the EOF online roster, internal databases, and ensuring reconciliation with the various systems/databases.
- Evaluating and assessing student needs and monitoring program activities and initiatives with service deliverables.

Minimum Education and Experience
Requires a master’s degree in student development, higher education counseling, education, social work, or related area; or
an equivalent combination of education and experience that demonstrates knowledge and understanding of student development and
academic theories, methodologies, and current practices in higher education.
Also requires a minimum of three years of experience in an academic, residence, judicial, student life/activities, or career development function; excellent communication skills; and computer literacy.
Required Knowledge, Skills, and Abilities
Requires a master’s degree in Education, Public Administration, Counseling, Student Development or a related field or commensurate experience and at least five years of responsible educational administrative, research, and training experience with demonstrated ability to perform the duties.
Demonstrates experience and knowledge in economical and educational challenged backgrounds, in both personal and academic areas.
Demonstrates excellent experience in the development and management of creative alternative programming; and strong communication and leadership skills.
Preferred Qualifications
Knowledge and understanding of the often unique life, psych/social, and family circumstances of urban students, more specifically, first-generation, low-income students.
Equipment Utilized
Beyond Microsoft Office suite (or similar) software, the Assistant Dean must be familiar with database and statistical software, social networking web applications, as well as, University, State, and Federal applications.
Physical Demands and Work Environment
Light lifting may be required.
