The Vice President of Academic Affairs (VPAA) is the Chief Academic Officer at College of the Siskiyous. Reporting to the Superintendent/President (President), the VPAA is responsible for the planning, development and implementation of all credit and non-credit instructional programs, courses, seminars, workshops, etc. with a primary focus on effective student learning in support of the College’s vision, mission, goals, and values.

Principal Duties and Responsibilities:

Major Duties and Responsibilities:

Educational Leadership

  • Provides leadership using creative problem-solving and team-building techniques for developing and implementing instructional plans, goals, and priorities, which proactively and responsively address the educational needs and expectations of students as well as the workforce needs of local and regional business and industry.
  • Trains, coaches, supervises, and evaluates academic deans and directors, including campus/center directors or deans, working closely with the team on planning, budgeting, pertinent policies and procedures to academic affairs, and implementation of relevant regulation revisions and/or additions.
  • Recruits, on-boards, orients, supervises, and evaluates instructional personnel for recommendation to the President, including the proper certification of minimum qualifications for teaching faculty as well as recommendations for salary placement.
  • Oversees all degree, certificate, and program offerings involving transfer, career, technical, non-credit, contract education and life-long learning programs for students; inspires innovative instructional design and strategies and development of laddered certificates and engaging learning environments with multiple learning modalities (including online and hybrid education), and maximizes student equity in access to learning and success.
  • Provides leadership in working with the faculty to develop student-learning outcomes; oversees and monitors implementation and maintenance of outcomes assessment protocols at course and program levels and for academic support services offered within academic affairs; and collaborates on assessment of institutional effectiveness outcomes.
  • Addresses issues for all College programs related to quality improvement and develops a system for their on-going, systematic review and enhancement to achieve the College’s mission.
  • Develops and coordinates policies and activities to respond to the educational needs of the College’s student population and the regional workforce; institutes and interprets instructional policies ensuring compliance with the California Education Code, Title 5, and local board policies and administrative procedures.
  • Maintains and updates, in collaboration with the Director of Research and Planning, an information and data analysis system to assist in the planning, management, and evaluation of credit and non-credit programs and services through academic program reviews.

Curriculum

  • Supervises the coordination of curriculum development, review and revision in cooperation with the Academic Senate and the Curriculum Committee, and electronic curricula management software; maintains up-to-date files for all course descriptions and course outlines.
  • Advises the President, and consults with other Vice Presidents on curricular issues, especially as they impact enrollment management, support personnel issues, technology and articulation.
  • Maintains a continuous study of the area served by the District to assess the adequacy of the academic, workforce training, contract education, and life-long learning services provided by the College for its community; develops new and revises current courses and programs to ensure their ongoing relevancy so they meet the changing needs of the local and regional community, and collaborates with K-12 and University partners in this process.
  • Effectively leads preparation of a thoughtful master class schedule, college catalog, and academic calendar in collaboration with the Vice President of Student Services, counseling and advising staff, and Academic Senate to maximize student enrollment, progression, and success. Ensures timely publishing of accurate academic publications in consultation and cooperation with the Public Relations office; working with others, ensures all educational program information is up-to-date on the College website, electronic and hardcopy resources for the public, and through other social media.
  • Oversees teaching assignment process and notification system, maintains control over class capacities and enrollment management of classes, ensures accurate and timely preparation of final exam schedule; assesses and manages faculty workload, and monitors timely completion of faculty contracts in close consultation with Human Resources.
  • Works effectively with faculty on the development, interpretation, and revision of all credit and non-credit curricula, including course outlines, textbook approval, student learning outcomes, and appropriate learning assessments – both formative and summative.
  • Obtains approval of new courses and programs when required, following Board of Trustees approval, through the Chancellor’s office.

Budget and Planning

Develops and maintains a comprehensive academic affairs budget; practices sound stewardship through the effective administration of District, categorical, grant and other funds allocated to academic affairs to attain a balanced budget annually; works collaboratively with the Vice President of Administrative Services to ensure accurate and sound accounting of academic affairs budgets relative to the division; and oversees the training of budget managers in Academic Affairs regarding the planning, preparation, and effective administration of budgets within academic affairs.
Oversees the development and implementation of grants, in collaboration with the Grants Development Officer, to enhance academic affairs programs and services; provides support with applications for Federal and State assistance programs and assumes responsibility for the completion of all necessary state and federal academic reports; respond to surveys dealing with professional and institutional issues, and collects statistical data as appropriate.

Recommends the conversion, restoration, construction or acquisition of facilities as needed to better serve the instructional programs.

Ensures that the educational goals related to the District’s strategic plan and other Board adopted plans related to academic affairs are implemented.

Works collaboratively with the Vice President of Student Services to develop and implement the College’s comprehensive enrollment management plan – linking effective course scheduling to help meet enrollment targets; provides leadership and support in the educational, facilities, technology master plans – along with the diversity plan – in alignment with the College’s Institutional Master Plan.

Academic Staff

  • Provides vision and leadership in the supervision and effective operation of the Office of Instruction, Library/Media Services, Instructional Labs, Academic Success Center, and Educational Technology. Supervises and evaluates the work of the staff in the Office of Instruction, the Deans of Instruction and Career and Technical Education, and Nursing Director.
  • Ensures adherence to contractual obligations impacting faculty, in close collaboration with the Associate Vice President of Human Resources; obligations include, but are not limited to, faculty workload assignment, evaluation, tenure review, retention, discipline and dismissal.
  • Provides leadership for professional and organizational development for all college employees; working with the Academic Senate, develop and implement effective onboarding and enrichment programs for all faculty and instructional staff, including faculty orientation, in-service training, evaluation for retention or dismissal, and professional enhancement.
  • Oversight for preparation, and timely revision of the Faculty Handbook.
  • Participatory Governance
  • Actively leads elements of the College and District’s participatory governance process and active supports inclusive and transparent participation in the governing process of the College in support of the District.
  • Ex-officio member of all councils and committees, as assigned. Provides effective leadership of, or facilitation with, councils and committees related to academic affairs, including Instruction Council, Equivalency Committee, Flex Committee, Curriculum Committee, etc.
  • Facilitates communication, professional development, dialogue, and exchange within the academic affairs division to support participatory governance.
  • Promotes a culture of evidence-based and data-informed decision making in support of participatory governance and integrated planning; ensure open communication practices.

Academic Support

  • Provides leadership and advocacy for academic support services and programs, including oversight of the College Library and Academic Success Center (ASC).
  • Creates innovative and effective curricular support efforts to maximize student retention, progression, and completion.
  • Coordinates through appropriate Deans comprehensive support for credit and non-credit programs.
  • Student Success
  • Works collaboratively with the Vice President of Student Services to provide leadership for Guided Pathways and Base Camp – the College’s Student Success initiative; the access, retention and success of each student; and the improvement of college readiness success rates; and other student access and success initiatives.
  • Provides effective advocacy for academic affairs, especially faculty and student needs to create dynamic and engaging learning environments designed to maximize student success.
  • Enhances student success in credit and non-credit programs through learning support services including tutoring.
  • Provides support to Vice President of Student Services serving students with special needs.
  • Executive College and District Leadership
  • Works effectively and collaboratively with other District and College leaders, especially the Vice President of Student Services, Vice President of Administrative Services, and the Associate Vice President of Human Resources as advisors and counsel to the President.
  • Serves as the Accreditation Liaison Officer and works collaboratively with faculty, and campus leaders to ensure ongoing and timely compliance with accreditation standards; initiates and provides leadership for self-evaluation process, follow-up reports, annual reports, site visits, comprehensive reports, substantive change reports, etc.
  • Participates in collective bargaining with faculty union, and ensures accurate implementation and compliance with the CBA (collective bargaining agreement) and administers the provisions of the classified contract as it pertains to the academic affairs division.
  • Attends Board of Trustee meetings as a member of the President’s staff and participates by reporting and discussing matters pertinent to the academic affairs of the College, and other items when requested by the President; prepares and presents Board reports.
  • Performs other duties and responsibilities as assigned by the President.
  • May be assigned as Administrator in Charge when the President is away from campus.

Liaison
Represents the College in a variety of regional, community and educational settings, including the California Community College Chancellor’s Office, regional North/Far North collectives, Siskiyou County Department of Education opportunities in support of dual enrollment; adult education, and others; develops and maintain effective relationships with schools, businesses, foundation and community-based organizations, as appropriate.
Serves on committees, councils, and civic organizations as a representative of College of the Siskiyous, Siskiyou Joint Community College District, and/or the President.

Minimum Qualifications:

  • Master’s Degree from an accredited institution of higher education.
  • Three or more years of administrative experience.
  • Demonstrated teaching and academic and administrative leadership in community colleges, direction and vision in building institutes and programs, curriculum and program development, instructional delivery, academic and instructional support services, as well as experience in promoting new modes of delivery and technologies in teaching and learning.
  • Demonstrated academic and administrative experience in planning, analyzing and evaluating programs, policies and operational needs in support of the College's mission and goals. Design innovative education and management practices, with a willingness to assume risks. Capability to interpret, apply and explain rules, regulations, policies and procedures.
  • Superior written and oral communication skills with demonstrated ability to successfully communicate complex facts and ideas utilizing multiple communication methodologies.
  • Knowledge of principles of supervision, training and performance evaluation; the ability to select, assign, train, review, supervise and evaluate administrators, faculty and staff; and developing team building through collegial consultation.
  • Demonstrated ability to utilize data-informed decision making, including complex analytical studies, evaluating alternatives and recommending sound recommendations.
  • Demonstrated successful experience in developing partnerships with business, industry and other public and private sector institutions.
  • Demonstrated involvement in community groups and projects; experience in building successful academic links and partnerships with K-12, community college, proprietary, and university systems.
  • Demonstrated experience in budget preparation and management, as well as the development of external funding source(s) through grant writing and other methodologies.
  • Successful record of sensitivity to diversity issues and the ability to provide leadership in a comprehensive, rural community college where differences are valued. Willingness and ability to engender and integrate the values of diversity, transparency, and inclusion into educational decision making and college culture including, but not limited to appreciating, understanding and fostering values of diversity of ideas, viewpoints, culture, ethnicity, and gender.
  • Thorough understanding of and total commitment to the community college mission, continuous quality improvement operational effectiveness and Learning College philosophy.

Desired Qualifications:

  • Earned Doctorate from an accredited institution.
  • Progressively responsible higher education administrative experience, preferably in a rural California Community College.
  • Full-time teaching experience in an accredited postsecondary institution.
  • Sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds of community college students.
  • Demonstrated evidence of commitment to the community college mission, academic quality, and participatory governance.?

Selection Process:

After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. Videoconference interviews (in lieu of an in-person initial interview) will be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will recommend finalists to the Superintendent/President for a final interview.
